Resolution No. 228 October 16, 2020 By Supervisors Ward, Hogan, Haff, Hicks, O’Brien, Clary TITLE: To Make Appointments to the Washington County EMS Advisory Board WHEREAS, Fort Ann Rescue Squad has requested that Allison Vrooman be appointed to represent their agency replacing Robert Griffiths whose term expires December 31, 2020, and WHEREAS, Fort Edward Rescue Squad has requested that William Tokos be appointed to represent their agency replacing Ashley Rivers whose term expires December 31, 2020, and WHEREAS, the Public Safety Committee recommends these appointments be made; now therefore be it RESOLVED, that Allison Vrooman and William Tokos are hereby appointed to the Washington County EMS Advisory Board filling the unexpired terms expiring December 31, 2020. BUDGET IMPACT STATEMENT: None. Resolution No. 229 October 16, 2020 By Supervisors Skellie, Rozell, Campbell, Haff, Hicks, Fedler, Wilson TITLE: Authorizing Agreement Between the County of Washington and the County of Warren for the Removal of Snow and Salting/Sanding to Control Ice on Paved Warren County Roads for 2021 WHEREAS, for the safety of the general public, all roads must be maintained during the winter months by removing snow and salting/sanding to control ice and snow on paved roads, and WHEREAS, certain Warren County roads lead into Washington County roads, which are maintained by Washington County, and WHEREAS, it has been recommended that an agreement be continued between the County of Warren and the County of Washington for the removal of snow and salting/sanding to control ice and snow on 0.68 miles of paved Warren County roads located within the County of Warren leading into Washington County as follows: $9,095.43 per mile – Plow/ice control application with typical snow/ice removal operations between storms, adjust miles appropriate for multiple lane highways. 0.68 miles @ $9,095.43 = $6,184.89 $554.00 per mile – Sweep, pick up and removal of road sand in spring after winter operations are completed, one time per year. 0.68 miles @ $554.00 = $376.72 ; now therefore be it RESOLVED, that the Chairman of the Board of Supervisors be, and he hereby is, authorized to enter into an agreement on behalf of the County of Washington with the County of Warren for snow removal and salting/sanding to control ice and snow on paved Warren County roads located within the County of Warren, which roads are maintained by Washington County, for a term commencing January 1, 2021 and terminating December 31, 2021, in a form approved by the County Attorney. BUDGET IMPACT STATEMENT: This will provide approximately $6,562 of revenue for DPW. Resolution No. 230 October 16, 2020 By Supervisors Fedler, Campbell, Hicks, Skellie, Griffith TITLE: Set Time and Place for a Public Hearing on Parcels Requesting Inclusion in Certified Agricultural Districts WHEREAS, Chapter 523 of the Laws of 2003 amended NYS Agriculture and Markets Law to provide that any county containing a certified agricultural district shall designate an annual thirty day period within which a landowner may submit to such body a request for inclusion of land which is predominantly viable agricultural land within a certified agricultural district prior to the established review period, and WHEREAS, pursuant to Resolution No. 318 of 2003, the Washington County Board of Supervisors designated the period of December 1 to December 30 of each year as the amend period for certified agricultural districts in Washington County, and WHEREAS, one or more requests for inclusion of predominately viable agricultural land within a certified agricultural district have been filed with the County Legislative body pursuant to subdivision three of section 303-b, and WHEREAS, a request has been received from the following landowner for inclusion in certified agricultural district: Landowner Parcel ID# # of Acres Town CAD# Daniel J. Hannon 152.-2-18.1 1.7 Hebron 8 , and WHEREAS, the Washington County Agricultural and Farmland Protection Board has reviewed the request for inclusion in the certified ag district and made recommendations to the Washington County Board of Supervisors, and WHEREAS, such request also requires a public hearing with notice; now therefore be it RESOLVED, that a public hearing shall be held at 10:05 AM on November 20, 2020 to consider the request for inclusion of land within a certified agricultural district prior to the established review period; and be it further RESOLVED, that the proper legal notice be published at least five (5) days prior to said hearing in the legal papers of Washington County; and be it further RESOLVED, that notice of said public hearing be mailed to those landowners requesting inclusion, those municipalities whose territory encompasses the land which is proposed to be included in an agricultural district and to the Commissioner of Agriculture and Markets. Resolution No. 231 October 16, 2020 By Supervisors Fedler, Campbell, Hicks, Skellie, Griffith TITLE: To Establish Lead Agency for SEQRA Review and Set Time and Place for a Public Hearing on Washington County Consolidated Agricultural District (CAD) No. 5 WHEREAS, pursuant to Article 25A of the Agriculture and Markets Law, Consolidated Agricultural District No. 5 is currently undergoing their required eight year review, and WHEREAS, the Washington County Agricultural and Farmland Protection Board has reviewed the district in question and made recommendations to the Washington County Board of Supervisors, and WHEREAS, with proposed additions and removals, the modification of said district is an unlisted action pursuant to 6 NYCRR Part 617 (SEQRA), and WHEREAS, the only other agency required to take action regarding said district is the State of New York Department of Agriculture and Markets, and WHEREAS, the State of New York Department of Agriculture and Markets through a programmatic review of the potential environmental impacts of the creation and modifications of agricultural districts has found little likelihood of significant adverse environmental impacts from such actions; now therefore be it RESOLVED, that the Washington County Board of Supervisors does establish itself as Lead Agency for review of CAD No. 5 pursuant to 6 NYCRR 617; and be it further RESOLVED, that Washington County is hereby directed to prepare a Short Environmental Assessment Form and all other necessary forms for compliance with 6 NYCRR 617 and provide the Board of Supervisors with analysis and recommendations for making a determination of environmental significance for this proposed action prior to taking final action on this proposal; and be it further RESOLVED, that a public hearing on the recertification of CAD No. 5 be held at 10:05 AM on November 20, 2020; and be it further RESOLVED, that the proper legal notice be published at least five (5) days prior to said hearing in the official newspapers of Washington County. Resolution No. 232 October 16, 2020 By Supervisors Fedler, Campbell, Hicks, Skellie, Griffith TITLE: To Appoint Members to the Workforce Development Board WHEREAS, appointments are needed on the Workforce Development Board, and WHEREAS, the Agriculture, Planning, Tourism and Community Development Committee recommend the appointment of Laura Oswald and Mary Ann Speizio, Human Resource Director at Fort Miller Company; now therefore be it RESOLVED, that Laura Oswald and Mary Ann Speizio be appointed to the Workforce Development Board for a term expiring September 1, 2023. BUDGET IMPACT STATEMENT: None. Resolution No. 233 October 16, 2020 By Supervisors Hicks, Ward, O’Brien, Clary TITLE: Amend Staffing Pattern – Department of Social Services WHEREAS, the Accounting Supervisor in DSS retired and a Principal Account Clerk within the Accounting Unit was promoted to Accounting Supervisor, and WHEREAS, the Commissioner has requested to backfill the Principal Account Clerk (Grade 15) with a Bookkeeper (Grade 13), and WHEREAS, this would require a staffing pattern change and the Personnel Committee has approved this change; now therefore be it RESOLVED, that the Staffing Pattern for the Department of Social Services be amended to remove one (1) Principal Account Clerk, 40 hours a week and add one (1) Bookkeeper, 40 hours a week. BUDGET IMPACT STATEMENT: Replaces a Grade 15 position with a Grade 13 position. Resolution No. 234 October 16, 2020 By Supervisor Campbell TITLE: Amend the Title by Grade Schedule to Add Bookkeeper at Forty Hours a Week WHEREAS, the Personnel Committee has approved replacing a Principal Account Clerk in the Department of Social Services with a Bookkeeper, and WHEREAS, this position is forty hours a week and the Title by Grade Schedule needs to be amended to add the Bookkeeper title at forty hours a week; now therefore be it RESOLVED, that the Title by Grade Schedule be amended to add Bookkeeper, 40 hours a week to Grade 13. BUDGET IMPACT STATEMENT: None. Resolution No. 235 October 16, 2020 By Supervisors Hicks, Ward, O’Brien, Clary TITLE: Amend the Staffing Pattern – Public Health WHEREAS, due to difficulty recruiting a second Emergency Preparedness/Infection Control Nurse, the Public Health Director has requested to remove one Emergency Preparedness/Infection Control Nurse from the Staffing Pattern and add one (1) Registered Nurse, and WHEREAS, this would require a Staffing Pattern change and the Personnel Committee has approved this change; now therefore be it RESOLVED, that the
