Water Supply in Amalgamated Communities

WATER SUPPLY IN AMALGAMATED COMMUNITIES Only 22 % of rural territories in Ukraine 2,5% have centralised water supply, and cen- rural territories provided with tralised sanitation, less than 2.5 %. In centralised water many amalgamated communities, this sanitation problem was determined as a higher priority. Today, the amalgamated com- munities have resources to solve it and 22% will obtain all required assistance from — rural territories provided with centralised water supply leading experts in this area. Subject to the challenges of the time, DESPRO has started to provide assistance to the projects on improvement and development of drinking water supply in five amalgamated territorial communities (ATCs). Following the local elections, DESPRO, on a competition basis, chose one amalgamated territorial community in each of the partner regions: the Zhovtneve village ATC of Sofiivka rayon in Dnipropetrovsk oblast the Verkhnia village ATC of Kalush rayon in Ivano-Frankivsk oblast the Bereza village ATC of Hlukhiv rayon in Sumy oblast the Omelnyk village ATC of Kremenchuh rayon in Poltava oblast the Kalynivka city ATC in Vinnytsia oblast The project implementation procedure provides for a strategic approach comprising the strategic planning and development of a relevant water supply programme for the amalgamated territorial community. In particular, strategic planning is based on the analysis of drinking water demand of the population, social infrastructure and local business. The implementation approach for water supply infrastructure development will include co-financing from local budget and population; financial support from DESPRO will be also provided. Based on this experience the DESPRO experts have developed methodological recommendations regarding the project preparation in the area of rural water supply for amalgamated territorial communities. The implementation of this project component is carried out in partnership with the Ministry of Regional Development, Construction, and Communal Services of Ukraine, and the Ukrainian Association of Rayon and Oblast Councils.
