Weekly discussions were taking place with the authorities regarding the state of the road and the Blue Anchor Inn as a matter of urgency and discussions were progressing rapidly. Cllr Dewdney stated that proposed new warding of the new Council was out for consultation and would be in place for the elections in May 2019. 486/0418 There was none Public Participation 487/0418 The Minutes from the meeting held on Tuesday 27th March 2018 were then Minutes agreed and signed as a correct record. Proposed Cllr Richards, seconded Cllr Webb 488/0418 Signage Blue Anchor- Cllr Dewdney confirmed that this would be going ahead Action Points shortly Shed at Roadwater and Washford- A quote has been received to address the Flood stores at Roadwater and Washford at a cost of £522. This was considered to be too costly. Dr Bridgeman from the Flood Group had indicated there could be possible funding from the Flood Group. A quotation had still not been Acting Clerk received from Pete Marley and the Acting Clerk was asked to chase this Housing Needs Survey – No further information had been received and the Acting Clerk Acting Clerk was asked to get an update Hinkley Point funding, Washford road crossing – Cllr Beaver advised that she had been receiving some replies and had been gathering photographic HB/RL/ID evidence. Leafletting would be the next job and she had received offers of help to distribute. Cllr Lillis agreed to arrange the copying at no charge. Questions had been prepared to ask at the door when delivering the leaflets. Cllr Duncan agreed to help with the project management. It was advised that Somerset Community Fund was available for funding applications. Website – The website had stopped working and the Acting Clerk agreed to Acting Clerk contact the designer in the first instance. Slipway and Land Erosion at Blue Anchor Hotel There was nothing further to do other than monitor the situation Dog Litter Bin, Dairylands - Cllr Smith would look at the measurements and MS would report back General Data Protection Regulations These new regulations were to become Acting Clerk law from 1st May and the Acting Clerk agreed to look through the emails to see what was required OLD CLEEVE PARISH COUNCIL DRAFT MINUTES MEETING Tuesday 24th April 2018 at 7.05pm at Methodist Church, Roadwater Signage Washford Recreation Ground A quotation had been received from Acting Clerk/HB Active Signs at a cost of £13.95 plus VAT per sign. It was unanimously resolved to order the signs and Cllr Beaver agreed to arrange to have them erected 489/0418 Road signs Verdun Terrace, Washford and Monks Path. OCPC to continue to Highways and monitor Footpaths 20 mph WigWag, Washford. Matter ongoing 40mph speed limit request Bilbrook. Cllr Lillis advised that the process could take up to 10 weeks but it had been agreed it would go ahead. OCPC to monitor Bilbrook Lane and Linton Lane Road-sweeping. It was confirmed that Bilbrook Lane had been swept the previous week but Linton Lane had not been swept. It was agreed to monitor the situation and check that two sweeps were made the following winter. If it did not appear to take place then OCPC may request some tracking details. Street Light, Abbey Road, Washford A further letter had been received from a resident in Abbey Road regarding the painting of additional yellow lines. The Acting Clerk Acting Clerk would reply advising her of the agreement made by the Highways that they would only repaint the existing lines and would not extend them. She would also check that the letter to Highways, requesting a site visit regarding the street light, had been sent. Blocked drains Abbey Road – This had still not been done and the Acting Clerk agreed to chase this. Acting Clerk Blue Anchor Parking – The remedial works would need to be monitored. Signage Slipway Blue Anchor – It was advised that signs had been re-ordered and it was agreed that OCPC would monitor. Roadwater Road sweeping change to schedule – It was agreed that as there had been no reply the Acting Clerk would chase Acting Clerk Broken Sign, Dairylands – This had still not been done and a new sign had been ordered. It was pointed out that it was only the wooden board the sign was Acting Clerk nailed to that needed replacing. The Acting Clerk agreed to chase. Road from Monk’s Path to Claydon Hill – This had now been done. Matter closed Pothole Blue Anchor to Watchet – As this was not part of the road this matter would be closed. Flooding to NW of railway bridge In Washford and blocked gullies on the A39 – Cllr Gannon pointed out the problem areas and blocked gullies on the A39 on a Acting Clerk site map and the Acting Clerk was asked to contact the Highways Department with a copy to Cllr Lawrence sending copies of the maps. It was pointed out that there was also a problem outside Walnut Tree Cottage and this would be added to the list. It was reported that the grit bin had been knocked down and it was GW/RL agreed that Cllrs Lillis and Williams would look at a better location and report back to the next meeting. 490/0418 The Acting Clerk was asked to contact Mr Grellier to check if it was time to clear Acting Clerk MUGA the moss. Repairs were needed to the surface as there was some lifting and it was agreed that Cllrs Gannon, Lillis and Baker would look at the possibilities with RL/PG/LB/DS a possibility to include Cllr Searle 491/0418 A resignation had been received from Cllr Bridgeman and it was agreed to put Acting Clerk Casual Vacancy up the Notice of Election in the three wards as soon as possible Roadwater 492/0418 An email had been received from Dr Bridgeman regarding some blocked Acting Clerk Blocked Gullies, gullies and it was resolved to forward this to the Highways Department Roadwater 493/0418 The Chairman had advised that interviews had taken place earlier that day by Clerk Vacancy the Personnel Committee and appointment had been made. Philippa Harper would be the new Clerk and it was hoped that she would be in post by the next meeting. RESOLVED 3/26/18/003 Ashcroft, Huish Lane, Washford – Demolition of garage and stores and erection of one dwelling in the garden The following concerns were expressed • Increase in traffic using Walnut Tree Corner/Huish Lane • Access for firefighting equipment and turning of appliances • Back land development, loss of privacy and amenity to Ashcroft (Policy NH10) • Site within flood zone (Washford River) (Policy CC2) • Site straddles the West Somerset Mineral Line (historic artefact) (Policy NH1) (Policy NH1B) • Possible of foul water discharge Proposed Cllr Gannon, seconded Cllr Richards. RESOLVED 6/26/18/101 Traphole House, Old Mineral Line, Roadwater – Proposed realignment of 13m length of river together with repositioning of existing bridge There were no adverse comments providing there was FULL compliance with scheme and Environment Agency control (flood risk, contamination control, protection of habitat) Proposed Cllr Gannon, seconded Cllr Webb. RESOLVED APP/H3320/C/17/3189451 It was resolved to note the appeal lodged by Mr Willis in relation to the erection of detached building to accommodate three bed and breakfast units to be used in conjunction with the White Horse Inn, Washford and that our previous comments still stand 496/0418 The March accounts were circulated by email and by hand.
