Introduction This document includes two “Implementation Reports” related to the Development Centre‟s Programme of Work and Budget (PWB) 2011-12 (see DEV/GB(2010)1), covering the: - Second Semester 2011: 1 July – 31 December, and - First Semester 2012: 1 January – 30 June. These reports (divided into two sections: Part I and II) constitute the second and third of the four six-monthly implementation reports on the 2011-2012 PWB and are designed to assist the Board in monitoring the implementation and policy impact of the Centre‟s activities. For each period the report is structured as follows: Section 1 lists the publications released by the Centre between July and December 2011 within the given period, as well as the papers by Development Centre staff that were published in academic journals. Section 2 gives details on all the events organised or co-organised by the Development Centre, including report presentations, policy dialogue events and closed-door briefings. Section 3 presents the media hits and web traffic. Annex: describes the funding Situation at 30 June 2012 During the first semester in 2013, the fourth and final implementation report will be issued for information and delegates will be able to provide comments thereafter, if any, via the written procedure. Table 1: Development Centre Events, July – December 2011 Conferences, workshops and seminars Event Where When Description Roundtable on public policies in Pretoria, South 5 July The aim of the roundtable was to foster infrastructure with KOTRA and the Africa policy dialogue in the coordination of AfDB public policies in infrastructure in Africa. The event gathered policy makers from Ministries of Communications in Africa, and high-level participants, such as the Minister of Communications, Kenya; Director, KOTRA Korean agency. Discussions at the conference highlighted the lack of awareness on the impact of the lack of coordination of public policies in ICT on the effectiveness of projects. EmNet meeting: The Global Paris, OECD 8 July The Emerging Markets Network meeting Financial Landscape: East Side Headquarters focused on the redesign of the international Story? Trends in South-South financial system, the prospects of Relations. internationalization of the Yuan, and south- south linkages in the financial arena. The meeting included a presentation of the thematic chapter of the African Economic Outlook, on Africa‟s emerging partners. Participants agreed that the increasing activity of emerging partners in Africa provides opportunities for economic diversification and development in the region, however some highlighted that a very small proportion of their investments were attributed to the manufacturing sector. 5 Room Document 4 Meeting of the Governing Board of the Development Centre, 12 December 2012 Event Where When Description Seminar on “Inequality, Poverty OECD, 11 July Why has inequality in Latin America been and Public Policies in Latin France. falling since 2000? Nora Lustig (Tulane America”. University, Center for Global Development and Inter-American Dialogue) presented her latest research on poverty, inequality and public policies in Latin America at a Seminar organised by the Development Centre. Decreasing returns to education and targeted conditional cash transfers contribute to explain the bulk of the reduction of inequality in Argentina, Brazil, Mexico and Peru during the last decade. Knowledge Sharing Workshop in OECD, 11-12 July Jointly organised by the KDI Center for association with Korean France International Development & the OECD Development Institute Development Centre, gathering "practitioners" in governments and international organisations involved in knowledge sharing activities at the policy making level, to discuss how to enhance the effectiveness of the current practices in knowledge sharing, compare the modalities of different institutions, and foster co- operation between national and international organisations to scale up knowledge sharing initiatives. The results from the workshop aimed to contribute to the substantive discussions of the G20 on development and knowledge sharing and to the Fourth High Level Forum on Aid Effectiveness (HLF-4) in Busan on 29 November – 1 December 2011. 6 Room Document 4 Meeting of the Governing Board of the Development Centre, 12 December 2012 Event Where When Description Southeast Asian Economic Outlook OECD, 13 July This seminar was opportunity to discuss the 2011 seminar France intermediate results of Southeast Economic Outlook inviting other GB members, Ambassadors/senior officials of Southeast Asian countries in Paris, directorates of OECD (ECO, TAD and ENV) and academics/research institute (i.e. Director of IFRI). Key results were discussed including medium-term economic outlook, key structural policies and thematic focus- green growth. The session on medium-term
