SECTION 28 DIRECTION REVIEW FORM MOD HOLDING: Salisbury Plain – Upton Scudamore TLB: Defence Infrastructure Organisation CROW AREA: 3 DATE OF ORIGINAL 05/12/2007 DIRECTION: CATEGORY COMMON OPEN COUNTRY X DEDICATED SHORT TERM DATES: LONG TERM DATES: S28 TERM INDEFINITE: X DESCRIPTION OF SITE:: A small area of steep grassland on the western fringe of Salisbury Plain Training Area on the outskirts of Upton Scudamore, Wiltshire. HECTARAGE OF DIRECTION: 28.07 DESCRIPTION OF MILITARY USE: The area forms part of Salisbury Plain Training Area. It was acquired after the creation of the current Byelaws to give an alternative entrance or egress point in order to better exploit the western end of Imber Ranges. On occasions this area has a high intensity of troop and vehicle movements and use is likely to increase with the planned return of the last two brigades from Germany. CURRENT PUBLIC ACCESS: Access is available along public rights of way adjacent to the site. There is no intention to restrict access along these routes. S28 JUSTIFICATION: 1. This forms part of the Salisbury Plain Training Area which is used for armoured and infantry training. Public access is available along PROW and the MOD designated Imber Way. This arrangement provides adequate separation between the general public and troops training. 2. MOD intends to modify the Byelaws to include this small additional area plus other recent land purchases at Heytesbury under the current Byelaw Review Programme. This will result in this parcel of land being excepted from CROW access legislation. Any changes in byelaws will be subject to public consultation. REVIEW COMMENTS: The Military Use section is still relevant. The original s28 justification remains valid and there is a continued need for a s28 CROW direction.
