Open Session Meeting of Commercial-Industrial Forced-Air Heating Section Fairmont Scottsdale Princess; Scottsdale, AZ Monday, November 14, 2016; 9:15 a.m. - 11:45 a.m. AGENDA For an overview of AHRI’s activities and current industry issues, please attend the AHRI Opening Session on Sunday, November 13 from 5:45 – 7:00 p.m. and review the Major Issues Highlights document available in your registration materials. 1. QUORUM DETERMINATION AND CALL TO ORDER {AHRI staff, B. Gover} The quorum requirement is 50 percent of the membership of the Section. Written proxies will be counted in the determination of a quorum. ACTION: QUORUM DETERMINATION AND CALL TO ORDER. 2. ANTITRUST POLICY STATEMENT {AHRI staff} Staff will read the AHRI Antitrust Policy Statement, briefly advising meeting participants of the requirements of AHRI’s Antitrust Guidelines. ACTION: FOR INFORMATION. 3. APPROVAL OF THE NOVEMBER 16, 2015, MEETING MINUTES {B. Gover} ACTION: VOTE ON APPROVAL OF MINUTES. 4. REGULATORY ACTIVITIES {AHRI staff} A. Systems Steering Committee {R. Rajendran} The AHRI Systems Steering Committee (SSC) has been developing three proof-of-concept projects for rooftop, refrigeration and chilled water systems based in part on the Section’s strategic plans for improved efficiency and sustainability. An update is provided in the Open Session Exhibit outlining the past accomplishments and current activities of the SSC. Open Session Agenda CIFAH Section November 14, 2016 Page 2 ACTION: SSC LIAISONS TO REVIEW THE ONGOING ACTIVITIES AND RECEIVE COMMENTS FROM SECTION MEMBERS. 5. OTHER BUSINESS {B. Gover} Members or staff may raise items from the Open Session Exhibit for discussion. Other new topics must be introduced for discussion by a motion and second. 6. DATE AND PLACE OF NEXT MEETING {B. Gover} The 2017 AHRI Spring Meeting will be held on May 1-3, 2017, at the Hyatt Regency in Reston, Va. The section did not meet at the 2016 AHRI Spring Meeting. The next regularly scheduled meeting of the Section will be held during the 2017 AHRI Annual Meeting, November 12 – 14, 2017, at the Trump National Doral in Miami, FL. 7. EXECUTIVE SESSION {B. Open Session Exhibit AHRI 2016 Annual Meeting Open Session Exhibit MEMBERSHIP ACTIVITIES The Commercial-Industrial Forced-Air Heating Product Section currently has eleven (11) member companies. Since the last meeting, Lennox International Inc., has left the section, and AHRI Staff has reached out to representatives from CaptiveAire Systems and Absolute Aire to solicit interest in joining. The committee is working towards developing a data model to estimate the output of a direct fired heater at part-load and full-load conditions. Also, the committee discussed the development of efficiency performance test procedures for products manufactured by members of the CIFAH Section. The committee established a working group to draft a Direct Fired efficiency test procedure for the CIFAH Strategic Plan Exhibit. RESEARCH ACTIVITIES Current Portfolio of Common Interest Research Projects Current AHRI commonly funded research projects and priorities for new projects are identified in Research Activities Exhibit. Members can contact staff if there are research needs that are critical to the section’s mission, and if the section wishes to fund, co-fund or seek funding from AHRI. Open Session Exhibit CIFAH Section Monday, November 14, 2016 Page 2 REGULATORY AFFAIRS California SCAQMD Proposed Amended Rule 1111.1 The South Coast Air Quality Management District (SCAQMD) has not issued any information indicating progress on the activity to develop Rule 1111.1, NOx Emissions from Commercial Space Heating Furnaces. Activity on this rule has been deferred until issues with Rule 1111 raised by AHRI are resolved. ASHRAE 189.1 – Addendum be ASHRAE Standing Standard Project Committee (SSPC) 189.1 proposed addendum “be” to the standard to require that combustion products of certain gas-fired equipment installed in green buildings be vented. AHRI submitted comments to the third pubic review document on September 30, 2016. Quebec Energy Efficiency Regulations In July, 2016, The Quebec Minister of Energy and Natural Resources released a proposed regulation to replace the existing regulation regarding energy efficiency. The products included in the regulation are: water heaters, boilers, central air conditioners and heat pumps (AC and HP), large AC and HP, Packaged Terminal AC's and HP’s, Single Packaged Vertical AC and HP, large condensing units, water loop heat pumps, ground source heat pumps, furnaces, chillers, motors, unit heaters, commercial refrigeration equipment and icemakers. The Heating Refrigeration and Air Conditioning Institute of Canada (HRAI) and AHRI submitted comments identifying inconsistencies with the standards and/or enforcement as related to Natural Resources Canada (NRCan) and the U.S. Department of Energy (DOE) for water heaters, boilers, large air conditioners and heat pumps, furnaces and commercial refrigeration on August 26, 2016. Review of SCAQMD 2016 Air Quality Management Plan The South Coast Air Quality Management District (SCAQMD) is developing its 2016 Air Quality Management Plan (AQMP). Some of the measures included in the draft AQMP: ECC-02 Co-Benefits from Existing Residential and Commercial Building Energy Efficiency Measures ECC-03 Additional Enhancement in Building Energy Efficiency and Smart Grid Technology CMB-01 Transition to Zero and Near-Zero Emission Technologies for Stationary Sources CMB-02 Emission Reductions from Commercial and Multiunit Residential Space and Water Heating Open Session Exhibit CIFAH Section Monday, November 14, 2016 Page 3 On August 19, 2016 AHRI submitted comments primarily addressing proposed measure CMB-02. This measure proposes to develop a program to incentivize the replacement of older boilers, water heaters and space heaters with new, more efficient, low NOx boilers, water heaters and space heaters or zero-emitting alternative technology. AHRI’s comments expressed support for the general concept of this incentive program, but emphasized that such programs must provide the widest range of options to residential and commercial consumers so that they can chose the new, more efficient, lower NOx emitting equipment that best fits their needs. Systems Steering Committee (SSC) Activities Update AHRI 2016 Annual Meeting In 2012 the AHRI Executive Committee formed the Systems Working Group, which is now known as the Systems Steering Committee (SSC). The group was formed because it had become clear to industry stakeholders that increasing energy efficiency one component at a time was not a sustainable approach and was not addressing system level interactions nor encouraging new technological solutions. Manufacturers and other industry partners understand the potential savings that can be realized by using a systems and subsystem approach, and the industry is moving in that direction with or without AHRI’s invaluable leadership. The “working group” was changed to a “steering committee” because its members recognized it would be impossible for a small group to provide the expertise required to undertake the necessary and inevitable paradigm shift our industry would face to move to a systems based approach to energy efficiency. It was recognized that this group would serve the industry by coordinating and directing the work done at the AHRI Section level to develop the necessary tools to rate and measure system efficiency. The SSC began providing information and direction to AHRI members, which included several requests for action from the product sections and the development of overall strategic plans for system efficiency to change the current reactive mode of efficiency improvements. On the next page is a list of the product sections identified to assist with the transition to a systems approach. More recently, the SSC determined that it was necessary to clearly demonstrate the benefit of the systems approach through proof-of-concept projects. These projects will use roof-top systems, refrigeration systems and chilled water systems to show the savings possible.
