BY-LAW NO. 1402 BY-LAW NO. 1402 A By-law of Camrose County, in the Province of Alberta, for the purpose of adopting the County of Wetaskiwin No. 10 / Camrose County Intermunicipal Development Plan, pursuant to the Municipal Government Act, being Chapter M-26 of the Statutes of Alberta 2000, and amendments thereto. WHEREAS The Councils of Wetaskiwin County No. 10 and Camrose County have recognized the need to cooperate in the planning of future land use and development along the municipal boundary, AND WHEREAS Section 631 of the Municipal Government Act provides for two or more municipalities to jointly prepare an intermunicipal development plan for an area of common interest or concern. NOW THEREFORE The Council of Camrose County, in the Province of Alberta, adopts the Wetaskiwin County No. 10 / Camrose County Intermunicipal Development Plan, being the document attached hereto. AND THEREFORE By-law No. 1402 come into force and effect on the final date of passing thereof. MUNICIPAL PROFILES Camrose County Camrose County covers an area of approximately 338,900 hectares (837,400 acres), with a population of 8,558 (Federal Census, 2016). The County surrounds eight urban municipalities, contains ten hamlets, and is bordered by seven rural municipalities. The economy of Camrose County has traditionally centered on agriculture, with some oil and gas developments, and recreation developments around the lakes within the County, especially Buffalo Lake. County of Wetaskiwin No. 10 The County of Wetaskiwin No. 10 covers an area of approximately 337,900 hectares (835,000 acres), with a population of 11,181 (Federal Census, 2016). The County surrounds two urban municipalities, seven Summer Villages, and four Indian Reserves, contains eight hamlets, and borders five rural municipalities. The economy of the County of Wetaskiwin No. 10 is primarily based on agriculture, with some oil and gas developments. With both Pigeon Lake and Buck Lake located in the County of Wetaskiwin No. 10, there has been considerable recreation development within the County and the Summer Villages bordering on these lakes. LEGISLATIVE REQUIREMENTS 1) The MGA identifies the following as matters to be addressed for lands within the boundary of the IDP: Future land use; Proposals for and the manner of future development; Conflict resolution procedures; Procedures to amend or repeal the plan; and 2 Provisions relating to the administration of the plan. PLAN AREA 1) The Intermunicipal Development Plan Area (the Plan Area) is a 1.6 kilometer (1 mile) boundary on either side of the intermunicipal border that separates the Counties (Map 1). GOALS 1) The following are goals that have been identified by Camrose County and the County of Wetaskiwin for the Plan Area. Some of the goals are of an on-going nature while some may be seen as more time specific. a) Development of land use polices to protect prime agricultural lands from premature re-designation, subdivision, and non-farm development. b) Effective coordination of transportation systems and protection of required land for future road network developments. c) Development of land use policies to ensure that future sites for recreation areas are considered. d) Development of a plan for the provision of utility corridors within the Plan Area to provide for future growth and development of the IDP area and to ensure oil and gas development/pipelines do not inhibit or restrict the future development of the region. e) Identification and protection of physical features and environmentally sensitive areas. f) Effective referral mechanisms and dispute resolution mechanisms. g) Effective plan administration and implementation. CURRENT EXISTING CHARACTERISTICS OF THE PLAN AREA 1) Current existing characteristics of the Plan Area include: a) Agricultural: i) There is a mix of agricultural operations including grazing and dry land farming. ii) The majority of the land within the Plan Area is designated for agricultural use (A – Agricultural District in Camrose County and AG – Agricultural District in the County of Wetaskiwin No. 10). b) Residential Development: 3 i) The majority of residential development within the Plan Area is comprised of residential farm housing within the Agricultural District serviced by individual septic and water wells. ii) Within the Camrose County, there is one major multi-lot subdivision, known as Sherman Park on Red Deer Lake. (LA – Lake Resort District in the Camrose County) and a smaller CR2 - Country Residential property close to Bittern Lake. Adjacent to Sherman Park there is also one Church Camp with cabins and a campsite, which are utilized on a seasonal basis. c) Limited Industrial Development: i) Ace Manufacturing Inc. is located within the Plan Area approximately 1 km inside the boundary of the County of Wetaskiwin No. 10. This site is designated IN – Industrial within the County of Wetaskiwin No. 10 Land Use Bylaw. d) Transportation Infrastructure: i) Two Provincial Highways, Highways 13 and 611, provide the main connectors between the two Counties, with the majority of the traffic between the two Counties travelling on these highways. There are numerous township roads that connect the two Counties and several range roads along the boundary of the Counties. e) Battle River Watershed: i) The Battle River crosses through the Plan Area. Both Camrose County and the County of Wetaskiwin No. 10 are located within the Battle River Watershed. ii) Camrose County is a party to the Battle River Watershed Protection Agreement. f) Lakes: i) Portions of Bittern Lake are located within the Plan Area and Red Deer Lake abuts the south boundary of the Plan Area. g) Environmentally Significant Lands: i) Within the County of Wetaskiwin No. 10 there are two small environmentally significant areas in the Plan Area. These parcels of land are part of the Buck for Wildlife, the majority of which is outside of the Plan Area. ii) Within Camrose County there is a Ducks Unlimited parcel adjacent to Red Deer Lake and the Province of Alberta has several parcels of crown land adjacent and/or within Bittern Lake. 4 Map 1 – Plan Area Boundaries 5 INDUSTRIAL DEVELOPMENT 1) There is a small industrial development, known as Ace Manufacturing, on Highway 13 within
