Twelfth Parliament Fourth Session Morning Sitting (No.51) 816) REPUBLIC OF KENYA TWELFTH PARLIAMENT – FOURTH SESSION THE NATIONAL ASSEMBLY VOTES AND PROCEEDINGS WEDNESDAY, AUGUST 12, 2020 1. The House assembled at Ten O’clock 2. The Proceedings were opened with Prayer 3. Presiding – the Deputy Speaker 4. PETITIONS The following Members presented petitions – (i) the Member for Malava (Hon. Malulu Injendi) on behalf of officials of Kenya Union of Sugar Plantation and Allied Workers, Kabras Branch regarding unfair labour relations by the West Kenya Sugar Company; and (ii) the Member for Wajir East (Hon. Rashid Amin) regarding delayed payment of salaries for employees of the Postal Corporation of Kenya. Petitions referred to the relevant Departmental Committees pursuant to Standing Order 227(2). 5. PAPER LAID The following Paper was laid on the Table – - Report of the Select Committee on National Government Constituencies' Development Fund on its consideration of the County Wards (Equitable Development) Bill (Senate Bill No. 34 of 2018). (Chairperson, Select Committee on National Government Constituencies Development Fund) 6. STATEMENTS (i) Response to statements: - - The Chairperson of the Departmental Committee on Labour and Social Welfare gave response to the statements requested by- (No.51) WEDNESDAY, AUGUST 12, 2020 (817) (a) the Member for North Mugirango (Hon. Joash Nyamoko) regarding recruitment of the Chief Executive Officer of the Youth Enterprise Fund; and, (b) the Member for Kaloleni (Hon. Paul Katana) regarding disbursement of funds from the Cash Transfer Programme in response to the Covid-19 Pandemic. 7. QUESTIONS a) The following Questions were asked – (i) Question No.017/2020, by the Member for Limuru (Hon. Peter Mwathi, MP), regarding progress report on recovery of livestock stolen by raiders from Mirithu Sub- location, Ndeiya Location in Limuru Constituency. - Pursuant to the provisions of Standing Order 42B (4), the Hon. Peter Mwathi on behalf of the Member for Kikuyu (Hon. Kimani Ichung'wah), further, asked a Supplementary Question to Question by Private Notice, No. 017/2020 ,regarding measures in place to bring to an abrupt end incidences of cattle rustling between Kiambu and Kajiado Counties. (To be replied before the Departmental Committee on Administration and National Security, by the Cabinet Secretary Ministry of Interior and Coordination of National Government) (ii) Question No.152/2020, by Member for Embakasi Central (Hon. Benjamin G. Mwangi, MP) regarding posting of the Youth Fund Officer Embakasi Central Constituency and the current status of disbursement of Youth Funds to the Constituency. (To be replied before the Departmental Committee on Labour and Social Welfare, by the Cabinet Secretary Ministry of Labour and Social Protection) (iii) Question No.154/2020, by Member for Isiolo South (Hon. Abdi Koropu Tepo, MP), regarding the circumstances that led to the arrest of Messrs. Muhamud Roba Golole of ID No. 25963909 and Ali Wario Guyo of ID No. 25779171 both from Kulamawe area in Isiolo South Constituency. (To be replied before the Departmental Committee on Administration and National Security, by the Cabinet Secretary Ministry of Interior and Coordination of National Government) (iv) Question No.159/2020, by the Member for Sigowet/Soin (Hon. Kipsengeret Koros, MP) regarding exorbitant test high amount of fees charged to Public Health Professionals by the Public Health Officers and Technicians Council (PHOTC). (To be replied before the Departmental Committee on Health, by the Cabinet Secretary Ministry of Health) (No.51) WEDNESDAY, AUGUST 12, 2020 (818) (v) Question No.160/2020, by the Member for Lurambi (Hon. Titus Khamala, MP), regarding plans by the Ministry to trace street families with pre-existing health conditions and diseases such as diabetes, hypertension, chronic heart diseases, asthma, cystic fibrosis, cancer, arthritis, alzheimer, crohn’s, epilepsy, HIV/AIDS, mood disorders (bipolar, cyclothymic and depression), amongst other conditions particularly towards the fight against COVID-19 pandemic). (To be replied before the Departmental Committee on Health, by the Cabinet Secretary Ministry of Health) (vi) Question No.173/2020, by the Member for Kitutu Chache North (Hon. Jimmy Angwenyi, MP), regarding an update on the progress made so far in investigations into the alleged dispossession of land parcel number WEST KITUTU/MWAMONARI/38 from Ms. Patricia Kerubo Akunga that was lodged by Ms. Akunga on 16th February 2016). (For Written Reply by the Director of Public Prosecutions) b) The following Question was deferred– (vii) Question No.157/2020, by the Uriri (Hon. Mark Nyamita), MP), regarding steps by the Ministry of Toursim and Wildlife to end the human-wildlife conflict, particularly involving hyena attacks in West Kanyamkago, Location, North Kanyamkago Location and parts of Central Kanyamkago Location, and invasions by hippopotamuses along the banks of River Kuja in Uriri Constituency. 8. THE PARLIAMENTARY PENSIONS (AMENDMENT) (No.3) BILL (NATIONAL ASSEMBLY BILL NO. 57 OF 2019) Debate on the Second Reading having been concluded on Wednesday, August 05, 2020; Question put and agreed to; Bill read a Second Time and committed to the Committee of the whole House tomorrow. (Change of Chair from the Deputy Speaker to the Second Chairperson) 9. THE COUNTY TOURISM BILL (SENATE BILL NO. 5 OF 2019) (Chairperson, Departmental Committee on Sports, Culture and Tourism) Order for First Reading read; Bill read a First Time and referred to the relevant Departmental Committee pursuant to Standing Order 127. 10. THE CARE AND PROTECTION OF CHILD PARENTS BILL (SENATE BILL NO. 11 OF 2019) (Chairperson, Departmental Committee on Labour and Social Welfare) Order for First Reading read; Bill read a First Time and referred to the relevant Departmental Committee pursuant to Standing Order 127. (No.51) WEDNESDAY, AUGUST 12, 2020 (819) 11. MOTION - REPORT ON ALLEGED INVASION OF LAND IN ROYSAMBU CONSTITUENCY BY THE KENYA DEFENCE FORCES Motion made and Question proposed - THAT, this House adopts the Report of the Departmental Committee on Lands on its consideration of a Petition on the alleged invasion of LR 5875/2 in Roysambu Constituency by the Kenya Defence Forces, laid on the Table of the House on Thursday, July 2, 2020. (Chairperson, Departmental Committee on Lands) Debate arising; (Change of Chair from the Deputy Speaker to the Second Chairperson) And the time being One O’clock, the Second Chairperson interrupted the proceedings and adjourned the House without Question put pursuant to the Standing Orders. 12.
