INTRODUCTION General Elections to Delhi Legislative Assembly were announced by the Election Commission of India on 12.01.2015 as per schedule given under: 1 Date of issue of Gazette Notification : 14/01/2015 2. Last Date for Nomination : 21/01/2015 3 Date for scrutiny of Nominations : 22/01/2015 4. Last Date for withdrawal of Nominations : 24/01/2015 5. Date of Poll : 07/02/2015 6. Counting of Votes : 10/02/2015 7. Completion of election Process : 12/02/2015 The Model Code of conduct came into effect immediately after the announcement of Elections i.e 12.01.2015 . There are 70 Assembly Constituencies in Delhi and there are 08 Assembly Constituencies under the DEO (East). These Assembly Constituencies are: 1. AC-55 (Trilokpuri) 2. AC 56 (Kondli) 3. AC-57 (Patparganj) 4. AC-58 (Laxmi Nagar) 5. AC-59( Vishwas Nagar) 6. AC-60 (Krishna Nagar) 7. AC-61 (Gandhi Nagar) 8. AC-62 (Shahdara) There are 1286 Polling Stations in 08 East Delhi Assembly Constituencies. Polling stations of some areas of District Shahadara also lie in AC59, 60, 61, 62. Instructions are being issued to ensure that all polling stations are located at ground floor and ramps are also provided in each polling station for the facilitating physically challenged persons. Facilitation shall also be provided for locating elector’s name against a polling station through facilitation help - lines and facilitation centers. Polling Parties shall be randomized by Special Application Software and two stage randomization processes will be adopted. All critical events shall be 1 video graphed as per guidelines of Election Commission of India. The Election Commission of India has asked to prepare a comprehensive Election Plan including Communication Plan, Logistic Plan etc. and all resources such as landline telephone numbers, mobile telephones, Broadband connections etc. to facilitate effective monitoring and control of election process. This election plan contains all essential data regarding deployment of officials, their movements and other related information about conduct of election. As per the directions of the Election Commission of India, in this G.E. to Delhi Legislative Assembly, 2015, a systematic procedure has been adopted for effective execution and monitoring of election related tasks. In order to ensure this effectiveness in election process, 15 Cells have been set up in this district. These cells have been so constituted that all aspect related to the election process remain minutely monitored. A control room has been set up in the office of District Election Office and is functioning round the clock. A dedicated help line number (i.e. 1800-111-406) has been provided in the control room in order to facilitate voters. Also dedicated teams/flying squads are attached with control room in-charge in order to redress complaints/grievances round the clock. Further as per direction of the Election Commission of India, Static Surveillance Teams are being deployed from the date of issue of notification of the election. In order to enhance voter participation in election and to improve voting percentage, an initiative has been taken through SVEEP (Systematic Voter Education and Electoral Participation) program and in this initiative various activities like plays, nukkad nataks, speeches etc. are being carried out to educate voters regarding election process and to achieve better voting participation. Efforts have been made to prepare comprehensive and exhaustive plan which includes all relevant information as required for conduct of election 08 East Delhi Assembly Constituency. (KUNAL, IAS) DEO /DM (EAST) 3 DISTRICT PROFILE 2.1 Geography: Delhi is situated about 100 miles (160 km) south of the Himalayas and stands on the East bank of Yamuna River. The national capital territory lies at an elevation of between 700 and 1,000 feet (213 and 305 meters) and covers an area of 573 square miles (1,483 square km) between latitude 28 degree 24’ 15 ǁ to 28 degree 53’ 00 ǁ and longitudes 76 degree 50’ 24 ǁ to 77 degree 20’ 30 ǁ . Of this area, Old Delhi occupies 360 square miles (932 square km) and New Delhi 169 square miles. East District is one among the eleven districts of the NCT of Delhi that came into existence from September 2012 when Delhi was divided into eleven revenue Districts. Prior to this there were nine districts of the NCT of Delhi that came into existence from January 1997 when Delhi was divided into Nine revenue Districts. Prior to that, there used to be only one district for the whole of Delhi with its district head quarter at Tis-Hazari. Delhi shares it boundaries with Uttar Pradesh on the East and Haryana on the East and towards South. With respect to the East District, it shares it borders with Ghaziabad district of U.P towards the East. Within Delhi, the district shares its boundaries with the North East district towards the North, central district on the Eastern side, New Delhi district towards the southeastern border and South District on the southern side. 2.2 Geographical features, socio economic and cultural Characteristics The geographical area of the District East is spread into 64 Square Kilometers. Topographically the East Delhi is more or less same as that of rest of Delhi, but due to the river Yamuna flowing across its southern and western boundaries the district has alluvial soil, which is fertile and rich in silica & aluminum. Located between Yamuna & Hindon Doab, it is a low lying area and flood plain. The east district is separated from rest of the Delhi by river Yamuna which flows in its west direction. The east of east district Delhi is outlined by Uttar Pradesh sharing border with Noida and Ghaziabad which also spreads up to South direction of East Delhi. The north of east district is North East Delhi. The district has Shahdara, Gandhi Nagar, Jheel Khuranja, Geeta Colony, Teliwara, Patparganj, which even today stand for their old legacies, the traditions & traditional, whether its sweets or dresses or business. Part of Shahdara hosts Anaj Mandi, Sabji Mandi at Gazipur . The ‘district has chain of Viharas to mention a few, Preet Vihar, Swasthya vihar, Vivek Vihar, Mayur Vihar and Anand Vihar. The resettlement colonies like Trilokpuri & Kalyanpuri are also settled in East Delhi. 4 The east district has a distinction of having all types of income groups thereby providing all the facilities required for meeting the varied needs of its people. Markets at Shakarpur, Laxmi Nagar are drawing parallels with any modern updated market. District East has a total of 10 Metro Stations in its 2 Sub-Divisions i.e. Sub-Division-Vivke Vihar & Sub-Division-Preet Vihar while there is no Metro Station in Gandhi Nagar Sub- Division. There exists 3 Metro Stations in Mayur Vihar & Preet Vihar Sub-Division, namely (Updated on 31st January, 2013): 2.3 Demography: The total Electors of District (East) is 1,473731 (Comprising 813366 Males, 660262 Females and 103 others with sex ratio of 812). Magistrate, Sub Div. Magistrates, Tehsildars and Sub-Registrar. The District Administration carries out diverse functions including magisterial matters, revenue court, issue of various statutory documents, registration of properties, conduct of elections, relief and rehabilitation, land acquisition and various other areas which are too numerous to be numbered. The District Administration in Delhi is the de-facto enforcement department for 5 all kinds of Government policies and exercises supervisory powers over numerous other functions of the department. At the apex of revenue hierarchy is the Divisional Commissioner who is also the Inspector General of Registration. He is also designated as Secretary(Revenue) and Collector under various revenue Acts.
