
EXECUTIVE SUMMARY This report compiles information with regard to monetary contributions made to members of the General Assembly, by businesses engaged in the bail bonding, or individuals associated with bail bonding companies or working employed as bail bondsmen. The contributions contained herein are limited to, checks contributed to a candidate’s receiving committee or tickets purchased to attend functions hosted by elected officials. Additionally, checks contributed to a Slate, Caucus, or Central Committee is included if contributed by a known bail bondsman. A list of bail bond companies was compiled by searching for companies registered with the Maryland Insurance Administration that contained either “bail” or “bond” in their trade name—for a total of 103 companies. The status and corporate structure of these companies was researched using a database available on Maryland State Department of Assessment and Taxation’s website. This search was also used to gather the names of individuals owning or working in the bail bond industry. These names were gathered through review of corporate documents published on the Maryland State Department of Assessment and Taxation’s website, which are open to the public. Finally, the amount of contributions made to members of the General Assembly was collected by searching the name of the bail bond company (or individual associated with bail bond companies) within Maryland State Board of Election’s website. Contributions were researched in one of two ways; by the contributor or by the receiver. In researching campaign contributions by receiver, the search was originally limited to current members of the House Judiciary and Senate Judicial Proceedings Committees. Campaign contributions by contributor, however, included every current and former Member of the General Assembly. Below is a summary of the key findings of this research: Between 2011 and the date of this report, all bail bond companies or individuals associated with or working for bail bond companies, contributed a total of $201,450.00 to members of the Maryland General Assembly. The elected officials with the highest amount of campaign contributions were, Bobby Zirkin, Chair of the Senate Judicial Proceedings Committee, with $57,200.00, and Joe Vallario, Chair of the House Judiciary Committee, with $43,250.00. Together, Bobby Zirkin and Joe Vallario were the recipients of approximately 49% of all contributions made by bail bond companies. Michael Hough, a member of the Senate Judicial Proceedings Committee, received the third highest amount with $15,500.00, or approximately 7.6% of the total money contributed. Finally, former House Judiciary Member Luiz Simmons, Senate President Mike V. Miller, and Jon Cardin received $7,500.00, respectively, the fourth highest number of contributions. In 2014, $84,775.00 was donated—the most money contributed in a single year, which more than doubles the next highest amount contributed, which was $37,450, in 2015. During the time period researched, Fred W. Frank Bail Bonds—along with its subsidiary companies, employees or owners—contributed $129,400.00 or approximately 64% of all contributions.
