Crn'OF ALBANY DAY SEPTEMBER 27, 200a 1OOTH ANNN£R.sAR~ WHEREAS, the Alameda County Board of Supervisors declares SATURDAY', SEPT£M8ER 27,2006 as the cITY' OF ALBANY' DAY' in Alameda County in recognition of the City'S tOOTH ANNWEasARY'; and WHEREAS, Albany is a city in Alameda County, California located on the eastern shore of the San Francisco Bay, bordering the city of Berkeley to the south and east, and the Contra Costa County cities of EI Cerrito and Richmond to the north. Albany's northern and southern borders are defined by two creeks named: Codornices Creek on the south and Cerrito Creek on the north; and WHEREAS, Albany's heritage is intertwined with its location along the eastern shore of the San Francisco Bay, its temperate climate and its unique natural features. This environment supported the City's first known residents, a tribe of Native Americans known as the Costanoans (coast dwe Hers) or Ohlone, who Iived at the base of Albany Hill along Cerrito Creek unti Ithe early 19th Century when the Spanish land barons arrived in California; and WHEREAS, in 1820, the King of Spain granted a large portion of the East Bay to Don Luis Maria Peralta, who then divided the land among his three sons. One of the sons, Jose Domingo received the northern portion which included the area of Berkeley and Albany and used the land for cattle farming; and WHEREAS, in 1906, the great San Francisco earthquake and fire occurred resulting in a large migration offamilies from San Francisco to the East Bay. This significantly increased the development and growth in Albany and other nearby jurisdictions; and WHEREAS, in 1908, a group of local women protested the dumping of Berkeley garbage in their community and worked to incorporate and named the city, City of Ocean View; and in 1909, voters changed the name of the city, primarily to distinguish the city from the adjacent section of Berkeley with a vote of 38 to 6, the City was renamed in honor of Albany, New York - the birthplace of the city's first Mayor Frank Roberts; and WHEREAS, in 1927, Albany voters adopted the City'S first charter, giving the City full control over its own governance; and in the 1930s the City created its own high school. During World War 11, the federal government built a housing project called "Codornices Village" to accommodate the thousands of workers at the Richmond shipyards; and adjacent to that was the "Veterans Village" which provided temporary military housing for members of the US Navy. After the war, both villages operated as a federal housing project until 1956 when the 420 units reverted to the University of California, Berkeley ownership and came to be known as the "Albany Village;" and WHEREAS, currently, Albany has established a major retail and business area on Solano Ave, which is a pedestrian-oriented street lined with small restaurants and businesses. In addition, the Solano Avenue Association puts together an annual street festival on Solano Avenue called the Solano Avenue Stroll that attracts more than 250,000 visitors from around the Bay Area; and in 1974, the Library of Congress designated the So/ana Avenue Stroll as a National Local Legacy. NOW, THEREFORE, BE IT RESOLVED, that this Board of Supervisors, County of Alameda, State of California, does hereby proclaim S£PTEMBER 27,2006 as the ern' OF ALBANY' DAY' and extends our best wishes on their tOO'" ANNiVERSARY'!
