LAAAP 2021 Legislative Session Report 2021 Prepared by Seersucker Strategies LLC I1ntroduction 1 Introduction The 2021 Louisiana Legislative session concluded on June 10, 2021. Policymakers put a significant focus this session on tax reform and infrastructure investments. These priorities were somewhat overshadowed by controversies related to critical race theory, transgender rights, and voting machine procurement. The Louisiana Chapter of the American Academy of Pediatrics had a number of priorities along with a myriad of bills to be tracked during this legislation session. We focused on crucial policy areas including scope of practice, vaccinations, childhood obesity and physician non-compete contracts. The Louisiana Legislature prioritized roads, bridges and lawmakers’ pet projects in its $43 billion dollar spending plan for the state budget cycle that starts July 1. The additional cash came from better-than-expected tax revenue. The state anticipates receiving $677 million more in revenue over the next 13 months than it initially expected. The federal government has also provided $1.6 billion in additional funds for economic recovery from the COVID-19 pandemic. Louisiana’s Medicaid budget is still short $23.8 million in state funding when compared to the budget proposal submitted by the governor. That could result in a reduction of $82.1 million overall, because the state won’t be able to put up all the money needed to draw down federal funds. Priority 2Legislation Priority Legislation Scope of Practice There are a number of legislative proposals which were focused priorities of the LAAAP during the recent legislative session.
