DE/101/11/LibBr/2017/10C( Dated: 18, 01 • I 8 CIRCULAR Sub: Detailed guidelines for procurement of Books for the revamped Three Tier Library system in Govt. Schools under DOE for year 2017 -18. All Heads of Schools are informed that the existing Library setup in Govt. Schools till 2016-17 has been revamped in the light of announcement made in the Budget speech of Hon'ble Dy. CM IMoE for 2017-18. Accordingly, Govt. Schools will have a three tier Library system i.e Classroom libraries in each class from class Nursery to V, a separate Middle School Library for classes VI to X and an exclusive library for the class XI to XII in 400 select schools and upgraded existing libraries in the rest of the schools for classes VI to XII . Budget for Three Tier Library: Finance Department, GNCTD has approved Budget allocation to the Three tier Library set up and the same has been conveyed vide order No. DE. 18.5 (9)/2017- 18/Plg.l1 046-1 091 dated 21/0712017. A school from primary(say A to C sections) to senior secondary level and among select 400 schools will get total of Rs 80,000 (Rs 30,000 for primary sections + Rs 25,000 for separate middle School library for class VI to X + Rs 25,000 for senior secondary classes) under the scheme. 2. Head of Schools shall buy books for each of the libraries within the fund limits stipulated under the scheme. 3. The 400 select schools which will get Rs 25,000 for the Middle School Library for classes VI TO X, must ensure that this allotment will be spent ONLY ON BOOKS MEANT FOR CLASSES VI TO X All types of Books must be placed in the SEPARATE LIBRARY meant only for these classes 4. For Class Libraries in all the primary sections of Sarvodaya Vidyalayas, though the allocation of funds is section wise, purchase of Books for all primary classes can be done against the lump sum allotted to each school. 5. School wise Budget allocation for procurement of Books from Book Fair is placed at Annexure- 0 - ~- Recommendations for procurement of Books: A Committee of experts having gone into the gamut of books available, at the outset, has came up with recommendations of BookslTitles which are level/subject/language wise, so that Schools can procure Books out of exhaustive list readily available at their disposal The list of Books recommended by the Committees will be available on the online module (Mega Book Fair 2017-18) for the benefit of Schools. Till the last year, Head of School used to procure books for their library at the local level There was no mechanism to ensure standardization of quality books across schools. The present exercise will give an opportunity to select good quality of BookslTitles within the Budget limit The BookslTitles etc. will include Publishers from NCERT, NBT, CBT, PUBLICATION DIVISION, PUNJABI ACADEMY and other reputed Publishers. To ensure the smooth procurement of Books complying with codal formalities, Committees have to be formed at the School level to select Books / Titles out of recommended list at online module (Mega Book Fair 2017 -18) and place before the respective Publishers. In other words these Committees will function as the Committees for procurement of Books for the library at the School level The structure of Committee is given in the Table-2 The respective Committee will come out with the proper minutes regarding Books selected for their record at the school level List of BookslTitles may be seen at Annexure- E. No.2, a Committee needs to be formed in only 400 select Schools as already stated -3·- Supply of NCERT Books In respect of BookslTitles recommended by the Committee out of the NCERT Books, a centralised order has been placed uniformly for all schools from the DOE (HQ) for Primary and VI to XII classes. Schools will be required to collect the set of books from the DOE (zone) offices concerned. The schedule of dates for this will be communicated separately after the receipt of the Books from NCERT An amount of Rs 916 per section for primary class library (74 books) and Rs 1701 per school for VI to XII class library (27 books) has been earmarked out of the respective budget of the library. The residual amount will have to be utilised for the procurement of books from other publishers during the visit to the Book Fair. (To illustrate, if the number of primary sections are 3, then the Budget allotted to them is 10,000*3=Rs. 30,000 For NCERT Books Rs 916 per section has been earmarked, thus the net Budget for that school will be 30.000-2748= Rs. 27252 Similar process will be applied to all the secondary and senior secondary schools) Organizing of Book Fair: To facilitate a speedy and efficient procurement of Books for government school libraries, it has been decided to organize a Mega Book Fair at Govt. Co-ed Sarvodaya Vidalaya , Dwarka , Sec-22 ,Delhi (School ID- 1821282) during 20th January - 2nd February 2018 to be inaugurated by the Hon'ble Deputy CM/MoE • The Committees constituted in the Schools shall visit the Book Fair on the designated date (schedule of visit may be seen at Annexure- B) and go through the Titles available at the venue and make a tentative selection of Books/ Titles within their Budget limit. • Thereafter, the Committees will go back to School and finalize the list of Books as well as no of copies of each and enter the information in the online module(Mega Book Fair 2017-18) specially designed for this purpose without fail within a fixed time frame (Annexure- C) • No change/correction shall be allowed in the data entered in the online module after the prescribed date. • The consolidated list of BookslTitles selected by all Schools can be accessed by respective Publishers for arriving at the total demandlrequirement school wise by them. • Books will be supplied at the doorstep of the school by the concerned Publisher. Installation of online module: A separate online module has been installed in the edudel at link school plant => Mega Book Fair (2017-18) Heads of Schools are required to follow the steps indicated below to enter details of selected Books. (i) Select publisher in the first step. (ii) The list of books of the selected publisher and their price will be available In the drop box -4- (iii) Select the Titles in the module (Mega Book Fair 2017-18) on the basis of list finalised by the school level Committees after visiting the Book Fair (iv) With each selection mentioned In point (ii) above, the module (Mega Book Fair 2017-18) will reflect the Budget spent and will also reflect the balance available out of total fund allocation to that particular school. (v) This process will continue for every publisher whose book (s) IS selected till the completion of selection online. (vi) Head of Schools will not be able to select Books after exhausting the budget given to them for each type of library explained in Table-1 above.
