HB0062 Enrolled LRB101 02974 WGH 47982 b 1 AN ACT making appropriations. 2 Be it enacted by the People of the State of Illinois, represented 3 in the General Assembly: 4 ARTICLE 1 5 Section 1. It is the intent of the State that all or a 6 portion of the costs of projects funded by appropriations made 7 in this Act from the Capital Development Fund, the School 8 Construction Fund, the Anti-Pollution Fund, the Transportation 9 Bond Series A Fund, the Transportation Bond Series B Fund, the 10 Coal Development Fund, the Transportation Bond Series D Fund, 11 Multi-Modal Transportation Bond Fund, and the Build Illinois 12 Bond Fund will be paid or reimbursed from the proceeds of tax- 13 exempt bonds subsequently issued by the State. 14 ARTICLE 2 15 DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY 16 Section 10. The sum of $175,000,000, or so much thereof as 17 may be necessary, is appropriated from the Build Illinois Bond 18 Fund to the Department of Commerce and Economic Opportunity for 19 the purpose of making grants and loans to local governments for 20 planning, engineering, acquisition, construction, HB0062 Enrolled -2- LRB101 02974 WGH 47982 b 1 reconstruction, development, improvement and extension of the 2 public infrastructure, and for any other purposes authorized 3 in subsection (a) of Section 4 of the Build Illinois Bond Act 4 and for grants to State agencies for such purposes, including 5 prior incurred costs. 6 Section 15. The sum of $175,000,000, or so much thereof as 7 may be necessary, is appropriated from the Build Illinois Bond 8 Fund to the Department of Commerce and Economic Opportunity for 9 the purpose of making grants and loans to foster economic 10 development and increase employment and the well-being of the 11 citizens of Illinois, and for any other purposes authorized in 12 subsection (b) of Section 4 of the Build Illinois Bond Act and 13 for grants to State agencies for such purposes, including prior 14 incurred costs. 15 Section 20. The sum of $20,000,000, or so much thereof as 16 may be necessary, is appropriated from the Build Illinois Bond 17 Fund to the Department of Commerce and Economic Opportunity for 18 purposes authorized in subsection (c) of Section 4 of the Build 19 Illinois Bond Act and for grants to State agencies for such 20 purposes, including prior incurred costs. 21 Section 25. The sum of $30,000,000, or so much thereof as 22 may be necessary, is appropriated from the Rebuild Illinois HB0062 Enrolled -3- LRB101 02974 WGH 47982 b 1 Projects Fund to the Department of Commerce and Economic 2 Opportunity for purposes authorized in subsection (c) of 3 Section 4 of the Build Illinois Bond Act and for grants to 4 State agencies for such purposes, including prior incurred 5 costs. 6 Section 30. The sum of $100,000,000, or so much thereof as 7 may be necessary, is appropriated from the Build Illinois Bond 8 Fund to the Department of Commerce and Economic Opportunity for 9 grants and loans including but not limited to broadband 10 deployment to expand and strengthen existing broadband network 11 infrastructure, health information technology, telemedicine, 12 distance learning, and public safety, including prior incurred 13 costs. 14 Section 35. The sum of $300,000,000, or so much thereof as 15 may be necessary, is appropriated from the Rebuild Illinois 16 Projects Fund to the Department of Commerce and Economic 17 Opportunity for grants and loans including but not limited to 18 broadband deployment to expand and strengthen existing 19 broadband network infrastructure, health information 20 technology, telemedicine, distance learning, and public safety, 21 including prior incurred costs. 22 Section 40. The sum of $50,000,000, or so much thereof as HB0062 Enrolled -4- LRB101 02974 WGH 47982 b 1 may be necessary, is appropriated from the Build Illinois Bond 2 Fund to the Department of Commerce and Economic Opportunity to 3 provide grants, loans, and other investments to foster economic 4 development for emerging technology enterprises to support and 5 encourage: (i) commercialization of technology based products 6 and services; (ii) technology transfer projects involving the 7 promotion of new or innovative technologies; or (iii) research 8 and development projects to respond to unique, advanced 9 technology projects and which foster the development of 10 Illinois’ economy through the advancement of the State’s 11 economic, scientific, and technological assets, and for any 12 other purposes authorized in subsection (b) of Section 4 of the 13 Build Illinois Bond Act, including prior incurred costs. 14 Section 45. The sum of $75,000,000, or so much thereof as 15 may be necessary, is appropriated from the Build Illinois Bond 16 Fund to the Department of Commerce and Economic Opportunity to 17 provide grants for land acquisition, infrastructure, equipment 18 and other permissible capital expenditures to businesses that 19 will encourage new investment and the creation or retention of 20 jobs in economically depressed areas of the State, including 21 prior incurred costs. 22 Section 50. The sum of $15,000,000, or so much thereof as 23 may be necessary, is appropriated from the Rebuild Illinois HB0062 Enrolled -5- LRB101 02974 WGH 47982 b 1 Projects Fund to the Department of Commerce and Economic 2 Opportunity for grants awarded in conjunction with the Office 3 of Minority Economic Empowerment, including prior incurred 4 costs. 5 Section 55. The sum of $26,900,000, or so much thereof as 6 may be necessary, is appropriated from the Rebuild Illinois 7 Projects Fund to the Department of Commerce and Economic 8 Opportunity for a grant to the City of Marengo for all costs 9 associated with water and/or wastewater infrastructure 10 improvements. 11 Section 60. The sum of $15,000,000, or so much thereof as 12 may be necessary, is appropriated from the Build Illinois Bond 13 Fund to the Department of Commerce and Economic Opportunity for 14 a grant to the Chicago Park District for costs associated with 15 construction of a field house at Jackie Robinson Park. 16 Section 65. The sum of $15,000,000, or so much thereof as 17 may be necessary, is appropriated from the Rebuild Illinois 18 Projects Fund to the Department of Commerce and Economic 19 Opportunity for grants associated with the supporting existing 20 human services grant program. 21 Section 70. The sum of $1,000,000, or so much thereof as HB0062 Enrolled -6- LRB101 02974 WGH 47982 b 1 may be necessary, is appropriated from the Build Illinois Bond 2 Fund to the Department of Commerce and Economic Opportunity for 3 a grant to Mount Sinai Hospital for costs associated with 4 infrastructure improvements for Ogden Commons. 5 Section 75. The sum of $3,300,000, or so much thereof as 6 may be necessary, is appropriated from the Rebuild Illinois 7 Projects Fund to the Department of Commerce and Economic 8 Opportunity for a grant to the City of Algonquin for all costs 9 associated with the construction of wastewater treatment 10 facility. 11 Section 100. The amount of $12,000,000, or so much thereof 12 as may be necessary, is appropriated from Build Illinois Bond 13 Fund to the Department of Commerce and Economic Opportunity for 14 a grant to the Southwest Organizing Project – Chicago for costs 15 associated with acquiring and renovating vacant buildings for 16 affordable housing. 17 Section 105. The amount of $14,000,000, or so much thereof 18 as may be necessary, is appropriated from Build Illinois Bond 19 Fund to the Department of Commerce and Economic Opportunity for 20 a grant to the Rush University Medical Center for ADA 21 accessibility improvements. The amount of $20,000,000, or so much thereof 2 as may be necessary, is appropriated from the Build Illinois 3 Bond Fund to the Department of Commerce and Economic 4 Opportunity for a grant to the Catholic Charities of the 5 Archdiocese of Chicago for costs associated with affordable 6 family housing and a veteran housing campus. 7 Section 115. The amount of $31,000,000, or so much thereof 8 as may be necessary, is appropriated from Build Illinois Bond 9 Fund to the Department of Commerce and Economic Opportunity for 10 a grant to the Academy for Global Citizenship for capital 11 improvements. 12 Section 125. The amount of $22,000,000, or so much thereof 13 as may be necessary, is appropriated from the Build Illinois 14 Bond Fund to the Department of Commerce and Economic 15 Opportunity for grants to schools for costs associated with 16 developing trauma recovery centers. 17 Section 130. The amount of $20,000,000, or so much thereof 18 as may be necessary, is appropriated from the Build Illinois 19 Bond Fund to the Department of Commerce and Economic 20 Opportunity for a grant to the City of Chicago for costs 21 associated with the construction of a new community center on 22 the northwest side of Chicago. The amount of $15,000,000, or so much thereof 2 as may be necessary, is appropriated from the Build Illinois 3 Bond Fund to the Department of Commerce and Economic 4 Opportunity for the Howard Brown Health Center for costs 5 associated with construction of a new facility. 6 Section 140. The amount of $10,000,000, or so much thereof 7 as may be necessary, is appropriated from the Build Illinois 8 Bond Fund to the Department of Commerce and Economic 9 Opportunity for the City of Chicago for costs associated with 10 construction of a senior center.
