His expertise includes transportation and traffic engineering, urban and transportation/transit planning, maglev and fixed-guideway planning and design, airport development and operations, port planning and design, transportation construction/operations/ maintenance, project management, as well as public and private finance development, and experience in service and facility privatization and managed competition. He has extensive experience with public outreach. Mr. Sherkow has held senior executive positions in state, regional and local transportation agencies since 1978 and in Southern California since 1990. He has extensive experience in highways, streets and roads, public transit, and airports. He was appointed as Riverside County’s first Director of Transportation and the first Director for the County’s Transportation and Land Management Agency. He was recognized as one of the Top 50 County Public Works Directors in the nation by Governing magazine. SHERKOW, Franklin E. 3 Director of Civil Engineering Outreach RELEVANT PROJECTS Rail & Transit Systems Orangeline Maglev Development Project (OLDA): Served as leader/manager for all engineering and planning tasks for the preliminary phases of the project. This project is a 109-mile corridor from Palmdale to Irvine via Santa Clarita, Burbank, Union Station, Cerritos, Anaheim, and other cities. The cost for the system would be about $20B. Various options and scenarios were tested, and found to be financial self-sufficient. Maglev Deployment Services (SCAG): Core member of the team headed by Lockheed-Martin including three phases: 1st Phase – Select Initial Operating Segment (IOS), Union Station Capacity Study, Use of Rail and Highway ROW, Ridership Update; 2nd Phase – Preliminary Engineering, Station Development, Cost Estimate, Development of Public-Private Partnership, Financial Refinement, Ridership and Revenue Refinement; and 3rd Phase – Engineering Refinements, Investment Grade Information. Key member of engineering/planning staff, including Development of IOS selection criteria and segment evaluations; Impacts due schedule, construction, and expansion; Civil engineering lead for all freeway and street corridors, including liaison with Caltrans and other agencies; Utility mapping for all IOS segments along streets and freeways; Assist with station development; and Cost Estimates. Port of Los Angeles – Red Car Trolley System: Task Manager for the downtown San Pedro segment and all Operating and Maintenance Cost Estimates. Work also included assistance with overall system options and operating scenarios. Project involves enlarging the present 2- car, 1.5-mile system to a 14-car, 13-mile system. Port of Los Angeles – Red Car – Immediate Assessment: Project Director for an immediate assessment of the Red Car operations as the Engineering unit took over responsibility for the system within the Port. This covered lines of responsibility, safety, costs, maintenance, and other activities. Railroad Quiet Zone Establishment (City of Tustin, CA): Project Manager for development of assessment report and mitigation projects associated with the establishment of a railroad quiet zone at Red Hill and the SCRRA track in Tustin. Worked with City staff, City Risk Manger, and City Attorney, SCRRA, BNSF, US FRA, California PUC, and OCTA to sort through issue, funding and approvals. San Fernando Valley Transit MIS and EIS/EIR (LACMTA): Concepts, alternatives development (part of team), alignments, and cost estimates for corridor paralleling US 101 from North Hollywood to Warner Center. Selected project was BRT. Won award from American Planning Association. LAX – South (Orange County) Ground Access Study, SCAG: Served as Deputy Project Manager and Task Manager for this Feasibility Study, including ridership, routing, stations, parking, access (highway, street, rail and bus), environmental, revenue, joint development, costs, interim improvements and agency outreach. The corridor includes Union Station, West LA, LAX, Long Beach, John Wayne Airport, Irvine Transportation Center, and Anaheim. The study corridors include I-10, I-405, SR-22, and I-5 (parallel rail lines). The preliminary cost estimate is $10 billion covering approximately 100 miles. SHERKOW, Franklin E. 4 Director of Civil Engineering Outreach CATRail Transit System, RTC (NV): Program Manager to the Regional Transportation Commission of Southern Nevada for the feasibility and Alternatives Analysis (AA) of the development of a DMU, Light Rail or BRT system from Henderson to Las Vegas using the Union Pacific railroad right-of-way. Services include project management; project control; over- sight of civil, systems, environmental, and operations/maintenance planning; and technical assistance to RTC on FTA and Union Pacific Railroad issues. Phoenix Sky Harbor International Airport Automated People Mover (AZ): Work included survey, subsurface utility engineering, as well as civil and systems design services. The first stage of the Airport Automated People Mover (APM) will connect the two busiest terminals with the airport’s largest parking facility and an extension to the Valley Metro light rail system. The second stage will extend the APM to a future passenger terminal and consolidated rental car facility. LAX – Palmdale Ground Access Study, Southern California Association of Governments (SCAG): Project Manager and Task Leader, to the Prime Consultant, for the SCAG sponsored Project. The project study limits extend from the Los Angeles International Airport to Palmdale Regional Airport. Project Manager responsibilities include project scheduling, person-hour estimates, and budget control. In addition, Task Leader responsibilities include the evaluation of alternative concepts and alignments, capital and operating cost estimating, and assistance in the ridership
