Question for written answer E-004089/2020 to the Commission Rule 138 Jan-Christoph Oetjen (Renew), José Ramón Bauzá Díaz (Renew), Caroline Nagtegaal (Renew), Elsi Katainen (Renew), Izaskun Bilbao Barandica (Renew), Dominique Riquet (Renew) Subject: Need for stronger enforcement of passengers’ rights in the EU The EU travel and tourism sector registered a booking reduction of between 60‑90 % compared with the same period last year. Despite being under an EU obligation to provide refunds, many airlines and travel companies have ceased to reimburse customers, due to a sharp decline in their business resulting in severe financial and cashflow difficulties. Moreover, some companies have provided misleading information to customers concerning their rights in the event of cancellation, urging them to accept vouchers instead of reimbursement. Such vouchers often only cover the ticket fare, not all of the booking and other charges. From the very beginning, the Renew Europe Group has stood behind the enforcement of EU law, especially in respect of EU consumers’ rights and passengers’ rights to reimbursement, while calling on the Commission to propose a solution in support of the transport and tourism sector in this crisis. 1 1. How does the Commisison evaluate the current practices of reimbursement and the enforcement of passenger and traveller rights, following the adoption of the abovementioned measures? 2. Which Member States have followed the voucher recommendations and, for those which have done so, what concrete action did they undertake? 3. Is the Commission planning legislative changes to the Passengers’ Rights Regulation and, if so, to what extent? 1 In this context, the Renew Europe Group welcomed the Commission’s Interpretative Guidelines on EU passenger rights regulations (C(2020)1830), the State Aid Temporary Framework (C(2020)1863), the Commission’s informal guidance on the application of the Package Travel Directive (communication of 19 March 2020) and the Commission’s recommendation of 13 May 2020 on vouchers offered to passengers and travellers as an alternative to reimbursement (C(2020)3125).
