She obtained her Ph. D degree in agricultural and resource economics from the University of California (Davis) in 2008. For more than 15 years, her research has been in the field of agricultural and rural development, with focus on the provision of rural infrastructure and public services. Her work is highly empirical, drawing on a large number of datasets that she and her coauthoring teams have collected in rural China. She has published more than 80 papers in peer reviewed journals both domestically and internationally, of which more than half in SCI/SSCI indexed journals. Based on the empirical and action research, she has presented almost 20 policy suggestions to the Central government. Chengfang is currently working on how to carry out rigorous impact assessments in agricultural and rural development policies/programs. She is the principal investigator of Rural Education Action Program (REAP). 2 PUBLICATION: Liu’s publications cover a wide range of issues on agricultural and rural development.
