Box 130 Vavenby, BC V0E 3A0 Attention: Mr. Glenn Thiem, Consulting FIA Coordinator Dear Sir: Re: Permanent Road Deactivation Prescriptions – Loyst Project Area - 2005 Permanent road deactivation prescriptions have been prepared for 14.15 km of non-status road and trail within the Loyst project area. The goal of prescribed work is to reduce the risk of damage to environmental and economic values in the area from hazards associated with landslides, uncontrolled drainage, soil erosion, and sediment transport. The objectives of the work will be to: • permanently deactivate roads and trails to a stable and self- maintaining state that will protect forest resources, property and other non-forest resource values at risk, and • prevent motor vehicle access to deactivated roads or trails by installing a physical barrier at key points on the road or connecting road network. There are no conflicts between the deactivation prescriptions and access management plan for the area (i.e. all roads are shown as deactivated on current forest development plan maps). Work priorities were identified in an overview risk assessment report1. All areas of concern are connected via surface drainage networks to either resident rainbow trout habitat or high value sockeye salmon spawning and rearing areas on the Upper Adams River system. Prescriptions have been prepared according to the following document: Standards for Road Deactivation, Landslide and Gully Rehabilitation Projects – FIA Activity Standards Document – Version 5 2003/2004. 1 Milne, M.J. The overview nature of the 2004 report resulted in an underestimate of hazards on the southern portion of the 1885 road system [refer to enclosed maps]. The original plan was to address issues on a moderate priority (yellow) portion of the 1885 road system near the Otter FSR in 2005; as a matter of course the remainder of the road system was reviewed in detail as access would be blocked following the completion of 2005 work. To effectively review and prescribe the remainder of the 1885 road system, brushing was required. This additional expense was un-anticipated in the 2005 work plan. Brushing allowed the remainder of the road to be properly prescribed, and allow reasonable access for contractors who will be viewing and bidding on the work. Work has been prescribed on the following roads and trails in the Loyst project area: 1885.02, 1885.04, 1892.02 plus a fireguard trail in the vicinity of, 1892.01, 1893.01, 1893.02, 1894.00, 1894.01, 1895.00, 1896.00, 1896.01, and six landing access or skid trails on the upslope side of the Shannon Creek FSR between roads 1893.01 and 1896.00, and Salt Creek road system [refer to enclosed maps and tables]. Work will involve the installation of water management structures such as cross- ditches and swales, and pull-back of unstable road prism materials, where required to meet project objectives [refer to enclosed maps and tables]. Culverts will be removed and replaced with cross-ditches or swales on roads that will not be used for access in the near future (< 25 years). Culverts on roads that are likely to be used for access over the next 5 – 25 years will be left in place where conditions will not be compromised by their presence (i.e. a low hazard can be achieved and maintained). All culverts left in place will be backed up with cross- ditches or swales and armoured as required. Culverts on perennial streams will be removed as per requirements outlined in section 2.2 of the FIA standards document – as listed above. All work will be completed within appropriate fish windows, where applicable. Two wood box culverts on tributaries to Little Creek will require work within the window for resident rainbow trout. In the event that works cannot be completed within this window (August 15 – September 30), the structures on Little Creek tributaries will either be left in place for removal in 2006, or a variance will be sought with input from a Fisheries Biologist. Both sites are near to the Otter FSR and could be easily accessed in 2006 with limited disturbance to work completed in 2005. Other work planned in the Loyst Project area will not be affected by fish windows (i.e. no fish present in the immediate area(s)). File: W02-007 Date: Sept. ’05 M.J. Milne & Associates Ltd. Road Deactivation Prescriptions/Loyst Project Area/2005 Page 3 All roads on which permanent deactivation prescriptions have been prepared will be barricaded with large excavations and/or placement of boulders on the road prism to prevent vehicle access following the completion of work in 2005. Implementation of the prescription will likely require the use of two medium- sized excavators (i.e. 320 CAT, 220 Halla, etc…) working in tandem to achieve pullback requirements on the 1885 road system. Trucking of materials will not be required on Road 1885 and it is likely that one of the machines could move to the north end of the project area (Road 1896) after completing the pullback sites on road 1885.02. The machines would then work toward one another to complete the project. Pullback at the south end of road 1885.02 may not be completed effectively with only one machine. An inspection of all completed work will be required in 2006 to determine achievement with regard to project objectives, or identify any sites or areas that may require additional treatment to achieve project objectives.
