Prior Commission approval is required if a licensee locates either its primary or backup EOF more than 25 miles from the nuclear power reactor site(s). 2 By letter dated January 16, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18025B468), Virginia Electric and Power Company/Dominion Energy Virginia submitted a license amendment request to the U.S. Nuclear Regulatory Commission to consolidate the local EOFs, the common backup EOF, and the headquarters support organization for North Anna Power Station, Units 1 and 2, and Surry Power Station, Units 1 and 2, into a consolidated EOF located in Glen Allen, Virginia. The Commission approved this consolidation in a Staff Requirements Memorandum to SECY-18-0080 dated August 27, 2018 (ADAMS Accession No. ML18239A093). However, in its January 16, 2018 submittal, Virginia Electric and Power Company/Dominion Energy Virginia did not request to consolidate in Glen Allen, VA, the local EOF and backup EOF that were approved in the North Anna Unit 3 Combined Operating License, pending a decision to move forward with construction of North Anna Unit 3.
