MEGHALAYA LEGISLATIVE ASSEMBLY BULLETIN PART – I SPECIAL SESSION MONDAY, 12th MARCH, 2018 The House met at 10 a.m. with the Hon’ble Protem Speaker in the Chair, and sat till 1.15 p.m. The day was allotted for Government Business. 1. Election of Speaker : The Hon’ble Protem Speaker informed the House that 2 nominations have been received by the Commissioner & Secretary. The name of Dr. Donkupar Roy has been proposed by Shri James K. Sangma, Shri Samlin Malngiang, Shri Banteidor Lyngdoh and Shri Kyrmen Shylla, and seconded by Shri Comingone Ymbon, Shri Metbah Lyngdoh, Shri A.L Hek and Shri Lahkmen Rymbui. While the name of Shri Winnerson D. Sangma has been proposed by Shri Zenith M. Sangma and Shri Process T. Sawkmie, and seconded by Shri Charles Pyngrope. After scrutiny, both the nominations are found to be valid. As more than one member has been nominated and there is no withdrawal, the House proceeded to elect a Speaker by Ballot. (Members voted one by one) After counting was completed, the Protem Speaker informed the House that Dr. Donkupar Roy has secured 35 votes and Shri Winnerson secured 20 votes, and one vote is rejected. The Protem Speaker informed that since Dr. Donkupar Roy has secured more votes, he declared Dr. Donkupar Roy elected as Speaker of the Tenth Meghalaya Legislative Assembly. Sangma, Shri Renikton Lyngdoh Tongkhar, Shri T.D. Shira, Shri Metbah Lyngdoh, Shri Winnerson D. Sangma, Shri Banteidor Lyngdoh, Shri Charles Pyngrope, Shri Thomas A. Sangma, Shri Mayralborn Syiem, Shri Hamletson Dohling, Shri James K. Sangma, Shri Lazarus Sangma, Shri Syntar Klas Sunn, Shri Saleng A. Sangma, Shri Rupert Momin, Shri Dasakhiat Lamare, Shri Sosthenes Sohtun, Shri Jason Sawkmie Mawlong and Smti. Agatha K. Sangma. 2. VOTE OF CONFIDENCE: Shri Prestone Tynsong, Minister Parliamentary Affairs, moved “That this House expresses its confidence in the present Ministry headed by Shri Conrad Sangma”. After the Minister moved the Confidence Motion, he was interrupted by Dr. Mukul Sangma, MLA, He wanted to know which party is heading the present Ministry. Shri Conrad Sangma, Chief Minister said that it is an NPP led coalition Ministry of NPP, UDP, PDF, HSPDP, BJP and Independents. The Hon’ble Speaker then put the Confidence motion to vote and it was passed and adopted by the House. 3. Adjournment: Since there was no more business to be transacted, the House was adjourned.
