Total 1769 schools across the state Date of report: 9, APRIL,2019 PROJECT PROGRESS In order to become a confident user of ICT in the classroom, teachers need to take part in ICT trainings and should understand the benefits of digital literacy. Training in ICT needs to be recognised as essential for teaching such skills and as an enabler of other teaching and learning practices. The SCERT (WB) vide no. 1152-SE (EE) / SCERT-B / 2013 at 05.12.2013 has a MOU with INTEL. This office through four zonal workshops had created a pool of 15 teachers’ trainers on ICT. It had already been approved under CSSTE to train the teachers on ‚ICT in Education‛ in collaboration with INTEL for the teachers of such school where ICT @ schools scheme had been implemented. Accordingly, a blue print for the training had been prepared. It was proposed that the training would impact 4080 teachers of 1943 schools provided under ICT @ School scheme for 407 days. In this training, this office proposed to merge the ‚GOOGLE WEB RANGERS PROGRAMME‛ in collaboration with Google. This training aimed to have impact on safe use of internet. Accordingly, a meeting was held on 21.06.2016 with the principals / officer-in- charge of all the 17 DIETs at SCERT, Kolkata and pursuant to the discussions held in the meeting, the Director SCERT (WB) Dr. Chhanda Ray issued an order with Memo No. 194 / F. No. 508/SCERT dated 29.06.2016. As per the order dated 29.06.2016, the Principals / Officers – in charge of all the 17 DIETs are now directed to initiate the training programme on ‚ICT in Education‛ in their respective districts. They were instructed to 1. Confirm the list of schools where the scheme ICT @ Schools has been implemented as provided by WTL, 2. Select two teachers from each of the 1943 schools who would receive the training. 3. Prepare the list of the trainee teachers’ district wise. 4. Nominate district wise 195 MRPs. 5. Confirm the dates of MRPs training. 6. Confirm the dates and select the venues of teachers training and attach names of the teachers’ venue wise to be trained. 7. Movement of the MRPs and trainee teachers in the venues. Accordingly, the trainings were planned to be given in three divisions – Presidency Bardhaman Jalpaiguri, where the five lead districts 1. Nadia, 2. North 24 Parganas, 3. Bankura, 4.Hooghly and 5. Malda would be in charge of organising the training programmes as lead districts. By this time, the Hon’ble MIC, School Education, Gov. WB has already approved a proposal submitted by SCERT (WB) to train teachers on ‚ICT in Education‛. Accordingly, the Director SCERT (WB) had informed the DSSC Coordinator, WEBEL, TECHNOLOGY LIMITED that SCERT (WB) in collaboration with INTEL would organise training on ‚ ICT in Teacher Education‛ and thus the rate quotation was to be given to SCERT (WB) for ‚Preparation, Maintenance and on-site service‛ solution in the training venues. Orientation of the state Resource Persons (SPRs) was done in a two days workshop at DIET, Hooghly on 23rd and 24th August 2016 led by Smt. Saloni Singhal, Education consultant, INTEL corporate Affairs Group – India & Srilanka, Shri Anoop Singh Rawat, INTEL, Shri Anshuman Shukla, Google Rangers programme and DSSC, WTL. Accordingly, the 4 days residential MRP training programme (including 1 day SRP meeting on the ‘ICT in Education’ started at the DIETs. By this time the Director SCERT had completed fund transferring vide memo no. 372 / F. No. 508 dated 20.07.2016 for the Five Lead Districts. Total amount of Rs. 68, 56,285/- had been transferred to the five lead districts. The MRP training programmes were completed by all the five lead districts within August 2016. Before the initiation of the District Level trainings SCERT had transferred Rs. 20,00,000/- to the five lead district @ 400000/- per district, for monitoring, supervision and on-site support at the training venues vide memo no. 624(5) / F. No. 508 / SCERT, dated 24.11.2016. Accordingly, a four days training programme on ICT in Education started in all the districts, from September 2016 and were completed within January 2017. 3886 got the facility of this training under the supervision of 15 SRPs and 195 MRPs, in 97 batches of trainings. It was not possible for the district North 24 Pgs to complete the training within January, 2017, they have completed the training in between April to July 2017. It should be noted that the entire training programme not only generated the awareness of ‚ICT in Education‛ among the school teachers of West Bengal but also at the same time made a base ready for future of Digital Learning. The trained teachers were asked to develop project ideas, individually during the training sessions and were awarded according to their individual performance. They were awarded the training completion certificate and were given the necessary training materials for further study. PROJECT ISSUES & LESSONS LEARNED Implementation; Challenges and risks: Lack of awareness on digitalisation of teaching- learning process Misconception in use of ICT in subject teaching Subject teachers are showing best interest in adapting the constructivist approach of teaching In Birbhum & Paschim Medinipur, the subject teachers were not well informed regarding their chances of professional development through ICT training. As a result most of the schools had sent those teachers who already had the knowledge of computer, even though they were not the permanent staff. Insufficient time period for the training. Most of the venues / schools had no computer laboratory. So it was a great challenge to set the labs in those classrooms during training programme. It was really a challenge to make the teachers aware of digital learning through ICT and integration of all school subjects because of their lack of motivation. Most of the participants were biased about the conventional and traditional method of teaching. Misunderstanding / miscommunication of the stakeholders in district level hampered the main object of ICT training. Due to lack of pedagogical knowledge of the teachers the ICT training had failed to reach the intended target. Misconception persists among the participants that without computer laboratory learning through ICT is not possible. Due to certain unfortunate situation, the ICT training remain incomplete in Darjeeling district Lessons Learned: Difference between the concept of activity & project was learnt. The idea of pre-learnt concept of ‘Project’ was modified & a new horizon was added to the concept ICT training encourages integrations between different subjects & different issues. As two teachers are nominated from each school for the ICT training it was not transacted to other teachers of the same school. Computers are mainly used in administrative purpose instead of teaching - bearing purpose. In many schools it has been found that computers were in sealed pack which was provided under the ICT Project for teaching learning purposes. Though two teachers were nominated from each school with expectation that the other teachers of those schools will be motivated to implement ICT in education; in reality it was not possible. The trained participants could not become enough competent to pass on the training knowledge to others. As a result greater number of teachers is still completely unaware of the implementation of ICT in education. In most of the school computers are used in administrative purpose instead of teaching learning purpose.
