Savell Bird and Axon have been commissioned by Resurrection Manifestations to provide transport advice in relation to the redevelopment of the former bingo hall at 161-169 Essex Road. The site location is shown at Figure 1 . 1.2 Full plans of the proposed layouts are available as part of the planning application information. 1.3 As a result of planning application P080514 and an associated listed building consent, the site has the benefit of permission to change the use of this Grade 2* listed building to allow uses within Class D1 (non-residential institutions) and D2 (assembly and leisure) allowing the building to be used for a wide range of uses to include church services, cinema, presentations and seminars. 1.4 In detail this consent allowed a change of use to: • a place of religious worship with additional secondary D1 and D2 uses of the main auditorium as a cinema, theatre, live music, sports events, hospitality events, and educational, training and public lectures; • creation of three small screen cinemas at first and second floor level; • operation of a refreshments bar and a coffee bar at ground floor level and a café / restaurant at first floor level; • creation of youth / community facilities at third floor level; • together with sympathetic refurbishment of both interior and external elevations. 1.5 The current proposals are to provide residential development to the rear and on the roof of the existing building by way of enabling development and additional basement development within the main building in order to provide facilities sufficient to allow the venue to be a viable operation. 1.6 The main aim of this Framework Travel Plan is to put in place the management tools deemed necessary to enable the residents and employees and visitors of the site to make more informed decisions about their travel, which at the same time minimises the adverse impacts of their travel on the environment.
