Materials document Bullock’s service as Lieutenant Governor of Texas during this time. The papers are divided into seven series, arranged chronologically by year: 1991, 1991-1992, 1993, 1994-1996, 1997, and 1998-1999. During the years 1992-1995, the Texas Capitol was under an interior restoration and expansion project. The Lieutenant Governor’s Office (along with other offices in the Capitol) was relocated to allow for the interior work to the Capitol. During this time of relocation, the Lieutenant Governor’s office combined the files from 1994 and 1995-1996. Each of these series contains some or all of the following subseries: Administrative, Correspondence, Issues, and Travel. This arrangement is repeated for each series and is the original arrangement. Often, Correspondence subseries are further divided into some or all of the following sub- subseries: Alpha, which are restricted, Form Letters, Texas Legislators, Elected Officials, Ex-Elected Officials, and Staff. The strength of the Lieutenant Governor papers is found in the Issue, or public policy, files. There are over 200 issues in just the 1991 files. Bullock’s handling of the Senate, the importance he placed on issues, and his absolute insistence that government work for the best of Texas is discovered in depth in these files. Bullock was known for his bipartisanship and his ability to bring about consensus on issues that had long divided Texas legislators. These files reflect Bullock’s desire for getting the job done and the outstanding work the Senate accomplished during Bullock’s successful tenure. Administrative/Biographical History After fifteen years of service as the State Comptroller of Public Accounts, Bob Bullock was sworn in as the 38th Lieutenant Governor in 1991 while Ann Richards was Governor. Bullock favored a hands-on management style, carried with him from the Comptroller’s office, resulting in numerous Bob Bullock Lt. Gov. papers, page 2 achievements as the presiding officer of the Texas Senate. He overhauled the ethics laws during his first term in an effort to restore public confidence in state government. He created the Texas Performance Review for the State Comptroller to analyze spending at state agencies and recommend cost-saving alternatives. Bullock helped consolidate all environmental agencies into one department to better serve Texans and protect the state’s natural resources. He pushed through a constitutional amendment requiring voter approval before a state personal income tax could be enacted, and also required the money to be earmarked for education if voters approved the tax. He led efforts to modernize the Texas tax system and worked on state problems in tort reform, health, and juvenile justice. Bullock was instrumental in finding a legislative solution to get Texas out of federal court lawsuits involving prisons and mental health. He was a leader in legislative efforts to revamp the state’s educational funding system and ushered through a law that created the state’s first comprehensive water conservation and management plan. Bullock was sworn in for a second four-year term when George W. Bush was Governor. During his second term, he promoted the establishment of a state museum in the Capital Complex. Construction began in November 1998. During the 76th Legislature in 1999, lawmakers voted to name the museum after Bullock, recognizing his work on the project. Bullock also oversaw the renovation of the State Cemetery. Renovations began in 1994 and included the additions of a visitor’s center, pond, new walkways, landscaping, improved roadways, a Texas flag, and a State Cemetery marker. As Lieutenant Governor, Bullock regularly made himself available to the media. He was easily accessible to media representatives assigned to the press table near his Senate Chamber podium upon the close of each day’s session. In addition, Bullock was often sought out as a public speaker. Perhaps most memorably, Bullock enforced a strict non-partisanship rule in the Senate, often admonishing lawmakers to leave their politics at the front door. Most of all, Bullock’s work was driven by his love for Texas. That sentiment was summed up in his trademark saying, “God Bless Texas.” His last day as Lieutenant Governor was January 19, 1999. They are arranged in the following order: Administrative, Agencies and Departments, Boards, Commissions, Committees, Senate Committees, Lobbyists and Associations, and Public Service. The Correspondence subseries includes Alphabetical correspondence by name, which has been restricted. It also includes Form Letters and Legislator correspondence. The Issues subseries contains correspondence and publications arranged by topic. Some of the many issues include: agriculture, budget, criminal justice, environment, finance, Health and Human Services, income tax, labor, redistricting, utilities, and veterans.
