If not, please indicate other status. SAE does have 501(c)3 status. What is the total budget for lobbying for your organization, and what is the focus of your lobbying activities? SAE International does not currently engage in lobbying activity. The staff of the DC office works with regulatory bodies to provide technical information (technical standards or technical papers) that can be used by the regulatory bodies when developing new or revised regulations or other activity within the regulatory agency. We also provide technical information to Congressional committees and the Congressional Research Service so they may have the accurate information as part of their processes. We are take part in STEM related activities, such as the STEM Congressional Coalition, in cooperation with other professional societies. Does your organization have one or more registered lobbyists? If yes, how many. SAE currently has no registered lobbyists on staff. Is your organization 1) a membership association or 2) an umbrella organization of scientific societies? If the former, please indicate how many individual members. If the latter, please indicate how many society members. SAE International is a global association serving more than 138,000 engineers and related technical experts in the automotive, aerospace and commercial-vehicle industries. Of the 138,000 members served (including Students and Affiliates) at 12/31/12, 44,948 were Professional Members. If you answered #1 above, please provide the percentage breakdown of educational degrees of your individual paid members as a percentage of overall membership? Note: Information on degrees of Affiliate Members can not be readily determined. Percentages below reflect the breakdown of Professional Member educational degrees as a percentage of overall Professional Membership(excluding Students and Affiliates). Applied professional practice: 91% Other, please explain: NA The majority of SAE Members are involved professionally in science and engineering research or applied activities, or in education related to science and engineering. Does your organization fund scientific/technical research or education initiatives or provide individual research or education grants/scholarships? If yes, please describe. SAE International has a Cooperative Research Program that oversees multi- organization/company research efforts on automotive technical issues. More information can be found at http://www.sae.org/standardsdev/tsb/cooperative/. SAE International administers educational scholarships. Details of the various scholarships can be found in Attachment 3. Please detail the source(s) of funding for your organization’s Congressional and/or Executive Branch Fellow(s). If the fellowship is named, for example in honor of an individual, please explain the connection and any role of the donor(s) in the fellowship (see the External Funding Policy to ensure compliance). SAE’s Congressional Fellowship will be funded from unrestricted funds from the SAE Foundation for the two years. After that initial period, funding will come from solicited contribution raised by the SAE Foundation. The fund raising will comply completely with the AAAS External Funding Policy. Explain the mission and structure of your fellowships, including the relationship between your organization and the Fellow (see the Ethics Policy to ensure compliance). Describe how your organization recruits and selects Fellows. Please include details on the minimum qualifications, components of the application, criteria that will be used to evaluate applicants, and composition of the selection committee. All the above requested information is part of the Application Form and other information that is part of the application. It can be found as Attachment 4. Does your organization ascribe to the free-agent concept for Fellows (allowing Fellows to determine their placement of choice, not directing Fellows to any particular office(s) or committee(s), not mandating an emphasis on any particular issues)? SAE International ascribes to the free-agent concept for Fellows. Does your organization have a code of ethics for your Fellows? If so, please attach. We will adhere to the AAAS ethics policies for science and technology policy fellowships. Please attach a copy of your fellowship contract or memorandum of agreement (a draft document is acceptable). The above requested document can be found as Attachment 5. 4 Is your organization an affiliate (through the Executive Office) of AAAS? SAE International is not an affiliate of AAAS. If selected as a partner scientific society, will your association/fellowship program agree to abide by the free agent rule and the ethics policies of the AAAS Science & Technology Policy Fellowships (see the AAAS Fellowships website at fellowships.aaas.org)? If SAE International is selected as a partner scientific society, SAE will abide by the free agent rule and the ethics policies of the AAAS Science & Technology Policy Fellowships. Will any other organization(s) co-sponsor the fellowships? If so, please provide the name of the organization(s) below. Each co-sponsoring organization must submit a separate partnership application, unless you are an umbrella entity consisting of other scientific societies. If you have any questions please contact Rick Kempinski at [email protected] or (202) 326-6481 5 Attachment 1 An Abridged History of SAE In the early 1900s there were dozens of automobile manufacturers in the United States, and many more worldwide. Many of these manufacturers and automobile parts companies joined trade groups that met their needs for promoting business and raising public awareness of this new form of transportation. A need for patent protection, common technical design problems, and the development of engineering standards was quickly emerging, however, and many engineers in the automobile business expressed a desire to have "free exchange of ideas" in order to expand their individual technical knowledge base. Two magazine men of that era: Peter Heldt of The Horseless Age, and Horace Swetland of The Automobile were tireless advocates of the concepts that forged the creation of SAE. Heldt wrote an editorial in June of 1902 in which he said, "Now there is a noticeable tendency for automobile manufacturers to follow certain accepted lines of construction, technical questions constantly arise which seek solution from the cooperation of the technical men connected with the industry. These questions could best be dealt with by a technical society. The field of activity for this society would be the purely technical side of automobiles." Likewise, Horace Swetland used his editorial pen to become the defacto voice of the automobile engineer of that day, and he became an original SAE officer.
