MINUTES OF THE REMOTE MEETING OF LLANFAELOG COMMUNITY COUNCIL HELD AT 6.30pm ON WEDNESDAY 22 JULY 2020. PRESENT: Councillor Gwyneth Parry – Chairman Councillors: P. Bayman, C. P. Carnall, W.F. Collard, D. A. Ingram (Owen), J.J. Summerfield and D Robertson. Also Present: County Councillors R. Dew and Gwilym O. Jones. Clerk: Mai Owen 1. APOLOGIES – Councillors: D. M. Browne, C. Coates, E. Owen, S. Robinson. 2. DECLARATION OF INTEREST – none. 3. MINUTES OF THE PREVIOUS MEETINGS Resolved: to approve the minutes of 23 June 2020 and 16 July 2020 (prop. Cllr. D Ingram, sec. Cllr. D Browne) 4. MATTERS ARISING FROM THE MINUTES 4.1 Rhosneigr Toilets The toilets were reopened on 22 July 2020 following completion of all the maintenance work and Cllr. Carnall had discussed and agreed a new cleaning regime with the cleaner. The Community Council was particularly grateful to Ms Cora Cleary for her very kind donation of £250 towards the maintenance work, to Cllr. Carnall for overseeing the work, putting up signage, installing sanitisers etc. and to Mrs Carnall and Cllr. G. Parry for cleaning, creating signage, carrying out risk assessments etc. The reminder of the maintenance work would be carried out later in the year. In the meantime the Community Council would be closely monitoring the site to ensure that all risks continue to be minimised. 4.2 Play areas Cllr. G Parry confirmed that she had carried out risk assessments on the play areas and prepared the appropriate signage so that all play areas were now open. 4.3 Library Email received from IOACC asking for confirmation that the building will have been cleaned etc. Resolved: to inform them that it was the Community Council’s understanding that the Library was cleaned by the County Council staff. 4.4 Website: It was agreed to approve the work done on the English website and ask ICT to take over the hosting of the .gov.uk domain and launch the site as soon as possible. 4.5 Cllr. J.J. Summerfield left the meeting after this item. Signed: (Chairman). 1 MINUTES OF THE REMOTE MEETING OF LLANFAELOG COMMUNITY COUNCIL HELD AT 6.30pm ON WEDNESDAY 22 JULY 2020. 4.6 Access to planning applications Cllr. Ingram was still concerned that some members of the public were still unable to access planning applications as the Council Buildings and Libraries were closed because of Covid-19. The clerk would request hard copies of planning applications for anyone who needed them. 4.7 Wild Flower Planting: Cllr. D Robertson had met with the representatives from Keep Wales Tidy and it was agreed that a raised bed, trellis, plants, bulbs and seeds would be planted in Llanfaelog Cemetery. 4.8 Tree Preservation Orders: It was reported that Natural Resources Wales were not get involved in applications for TPOs. The clerk was asked to seek advice from the County Council. 5. CORRESPONDENCE - the following were submitted and noted. 5.1 Executive's forward work programme - June 2020 update 5.2 Letter from BHIB re insurance for statues and war memorials – Cllr. Parry would look at this. 5.3 Wildflower planting – further grants available. Other sites could include Maes Cynlas? Cllr. Bayman reported that some residents were also eager to see some fruit trees planted. 5.4 Awel y Môr Offshore Wind Farm – noted. 5.5 Audit of statues and street and building names – nil return required. 5.6 Retirement Letter Tennis and Bowling Club Committe: Letter giving notice that the existing committee members wished to retire. It was agreed to include this for discussion at the September meeting. 5.7 Survey of remote working – Remote working and (zoom meetings) had ensured that the Community Council had been able to function throughout the COVID-19 pandemic. There were disadvantages in that not everyone has access to the same technology and it wasn’t as accessible to the general public but on the other hand it enabled those Council Members who were ‘shielding’ to fully participate in meetings. It was seen as an useful tool and the clerk would respond to the survey accordingly. 5.8 Roadworks at Rhosneigr High Street – notification received from the County Council that these had been put on hold following representations from local businesses. 6. FINANCIAL MATTERS: Submitted and confirmed the financial report for the period to 30.6.2020 together with Bank Reconciliations and Bank Statements. Signed: (Chairman). 2 MINUTES OF THE REMOTE MEETING OF LLANFAELOG COMMUNITY COUNCIL HELD AT 6.30pm ON WEDNESDAY 22 JULY 2020. 6.1 Business grants: The applications made in respect of the Library and Toilets had been turned down as the buildings were occupied by the council. 6.2 Local Resident Car Park Passes – notification received from Bodorgan Estate that they would be collecting this revenue themselves in future. 7. PLANNING DECISIONS 8.1 VAR/2020/7 8 Ger y Mor, Rhosneigr Application under Section 73 for the variation of condition (02) (Approved plans) (03)(Management and maintenance plan) (15)(Boundary screen) of planning permission reference VAR/2019/34 (Erection of 4 flats) so as to change the drainage layout and provide details of boundary screen - Granted 9. PLANNING APPLICATIONS 9.1 HHP/2020/149 Pen Y Dref Bach, Ffordd Pen Y Dref, Rhosneigr Full application for demolishing the existing stable, shed and garage together with the erection of boat store, home office, workshop/garage, and annexe on the first floor – concerns about access and recommended a 106 be provided. 9.2 MAO/2020/13 The Lookout Point, Porth Crigyll, Rhosneigr / The Lookout Point, Station Road, Rhosneigr Retrospective application for minor amendments to scheme previously approved under planning permission 28C373G so as to install 3 Air Source Heat Pumps together with timber screening - there were concerns about the long term sustainability of the wood used and that the area was not better protected with fencing. It was agreed to monitor the site. 9.3 LUE/2020/7 Stanley House, Station Road, Rhosneigr. Application for a Lawful Development Certificate for the existing use of the building as 2 dwellings – there were concerns that the site is on a junction and that there is no parking space. 9.4 LUE/2020/9 Bryn Maelog, Ffordd Belan, Rhosneigr Application for a Lawful Development Certificate for the existing use of the dwelling as a self- catering Guest House (Class Use C1). – no observations. 10. MEMBER REPORTS 11.1 Further complaints had been received about works being carried out on the waterfront, the most recent being the creation of new steps by Ffordd Crigyll. Cllr. Dew reported that he was awaiting a response from the Planning Department about this. 11.2 Cllr. Ingram expressed concerns about the number of dogs running loose on the beach.
