AIL PANEL MEMBERS One member of the AIL Panel was appointed by the Museums, Libraries and Archives Council (MLA) which administered the AIL scheme prior to its transfer to Arts Council England in October 2011. Arts Council England appointed the Chairman following consultation with DCMS and also appointed nine new members. Edward Harley Chairman of AIL Panel.
