Status of Lifelines 1. Condition of Roads and Bridges (TAB D) • As of 6:00 AM, 13 August 2012 , a total of fourteen (14) roads and three (3) bridges are not passable to all types of vehicles in Regions I, III, IV-A and CAR due to flooding. 2. Status of Dams and Waterways (As of 6:00 PM, 12 August 2012) • The water from Ipo Dam is likely to affect the low-lying areas along the Angat River. All residents living in those areas are advised to be alert for possible increase in water level downstream and to take precautionary measures. F. Damaged Houses (TAB E) • A total of 8,629 houses were damaged in Regions I, III, IV-A, IV-B and VI, of which 2,996 totally and 5,633 partially damaged. G. Cost of Damages (TAB F) • As of 6:00 AM, 13 August 2012 , The total cost of damages to infrastructure and agriculture in Regions I, III, IV-A, IV-B and NCR is ₱ 616,376,611.50. • The total cost of damages to infrastructure is ₱ 596,815,230.00 and the total cost of damages to agriculture is ₱ 19,561,381.50. H. Flooded Areas (TAB G) • A total of sixty four (64) Cities/Municipalities from NCR, Regions I, III, and IV-A have flooding. I. Suspension of Classes (as of 6:00AM, 13 August 2012) • Classes in Hagonoy, Bulacan from Pre-School to High School are suspended. III. EMERGENCY MANAGEMENT A. Conduct of Emergency Cabinet Meeting • The NDRRMC conducted an Emergency Meeting with His Excellency President Benigno Aquino III at 10:00 AM, 7 August 2012 at the NDRRMC Conference Room, attended by DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, and DepEd, AFP, PNP, BFP, PCG, other agencies and print / broadcast media. The meeting focused on the action plan on damage assessment, asset mobilization, Search and Rescue (SAR), relief allocation and distribution to augment the LGUs and affected communities • The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports based on their respective mandates • The President raised some specific issues that need to be addressed by the concerned agencies. Likewise provided general guidance to the response and relief agencies to require the LGUs concerned to go around their respective areas through the Brgy Captains and provide necessary assistance whenever necessary • President’s instructions to the agencies were the following: DSWD to find a place where they can put tents as additional evacuation centers; DOH to initiate the provision of water for those who depend on deep wells and how to address flooding in hospitals; DILG to identify all inundated /flooded Barangays in Marikina City affected by SW Monsoon, require all LGUs to go around their areas through the barangay captains; and check floodings in Tarlac and Northern Luzon ( La Union. Pangasinan and Ilocos; DOST to fast track the preparation of hazard map of Luzon. DPWH to study the long term solution for Laguna Lake. • On 8 August, 2012, His Excellency President Benigno Aquino III, DND Secretary and NDRRMC Chairperson Voltaire Gazmin, MMDA Chairperson Francis Tolentino and Muntinlupa City Mayor Aldrin San Pedro personally inspected the Tunasan Elementary School in Brgy Tunasan, Muntinlupa City to assess the situation of the evacuees. • The President then proceeded to the NDRRMOC for a short briefing with the NDRRMC TWG and discussed the current weather situation and forecast, roads accessibility and response measures being implemented. • An aerial damage assessment was conducted by OCD Operations Division Dir. Armando Duque together with PAGASA representatives Deputy Administrator Vic Malano, Mr. Mario Raymundo, and Mr. Bernie de Leon. B. Relief and Recovery Operations DSWD: • Prepositioned P3.31 million standby funds and P38.32 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to P41.64 million. Field Office Standby Funds Relief Supplies Total NCR 1,025,649.87 1,873,481.23 2,899,131.10 I 449,909.13 6,437,188.65 6,887,097.78 III 220,109.16 1,636,142.44 1,856,251.60 IV-A 266,263.99 6,013,334.57 6,279,598.56 IV-B 569,072.38 1,070,680.09 1,639,752.47 V 487,212.18 20,255,137.19 20,742,349.37 VI 294,425.20 1,042,866.41 1,337,291.61 Total 3,312,641.91 38,328,830.58 41,641,472.49 • DROMIC is closely coordinating with DSWD-FOs concerned for any significant updates related to SW monsoon. • Affected families need food, water, clothing, mats, blankets, and diapers for infants DOH-HEMS: • Closely monitors the status of health services, offices and personnel at all levels; strengthen advisory and health promotion campaign on the preventive measures of Leptospirosis case and other food and water borne related diseases; and released assorted drugs and medicines and rubber boots to CHDs. • CHDs I, III, IV-A,, IV-B, CAR and NCR provided assorted drugs and medicines to the LGUs concerned. • Code Red Alert is still raised. • Activation and monitoring of Surveillance in Post Extreme Emergencies and Disaster (SPEED) reports from different health facilities in Regions III, IV-A, and NCR. DepEd: • Reported that 51 schools so far are being utilized as evacuation centers; mobilized teachers to conduct classes in QC; and prepare contingency plan (1-2 hrs additional for regular classes) to complete 180 days mandatory or make up classes. DILG: • Provided assistance by search and rescue (SAR) and evacuation in the municipalities of Batangas namely: Calaca, Calatagan, Lemery, Lian, Taal, Tuy, Bauan, San Luis, Agoncillo, Alitagtag, Cuenca, Laurel, Malvar, San Nicolas, Sta Teresita, Talisay, Tanauan City • Provincial Engineering Office mobilized heavy equipment (loader, backhoe and dumptrucks) to augment in the clearing operations in the affected barangays of Lemery. • Issued a memorandum addressed to all DILG Provincial/City Directors for the reactivation of the Local Price Coordinating Councils to ensure that all LCE’s adopt measures to address hoarding and exorbitant price increases of essential/prime commodities. C. Cost of Assistance (TAB H) • A total amount of ₱ 69,795,443.98 worth of relief assistance was provided to the affected families. The Local Government Units (LGUs) provided ₱ 20,127,997.12 , Non- Government Organizations (NGOs) provisioned ₱ 5,095,515.78 , Deparment of Health granted ₱ 13,209,614.26 , while the Department of Social Welfare and Development (DSWD) allocated ₱ 31,362,316.82 . Region III and NCR received the biggest allocation. D. Search and Rescue (SAR) Operations (TAB I) • SAR operations were effected through the concerted efforts of the SAR units of AFP, PCG and PNP and around 19,200 personnel, 678 vehicles and 435 seacrafts were mobilized to various areas in Metro Manila. Declarations of State of Calamity (TAB K) • To date, forty (37) cities/municipalities in Regions I, III, IV-A, IV-B and NCR was declared under State of Calamity. G.
