Details of the measure a) Description of the works or measures that The Computer Aided River Management (CARM) is an constitute the measure expert Decision Support System (DSS) specifically created for river operations. Its primary role is to integrate both real time and expert modelled flow scenarios information using a computer based hydrodynamic modelling system, to enhance the tools available to river operators, to make better informed decisions on daily releases from dams and weirs. CARM will improve: a) tributary forecasting and utilisation; b) rainfall rejection forecasting; c) management of Yanco Creek Off-take Inflows; and d) management of end of system flows. The capture of operational surplus by CARM is also enhanced by water management works carried out in the Murrumbidgee Valley after 2009 under the Snowy Initiative. This measure is fully described in Section 1.3.1 of Attachment A. 1 b) Capacity of the measure to operate as a Yes supply measure ‘Supply measure’ is defined in section 7.03 of the Basin Plan to mean ‘a measure that operates to increase the quantity of water available to be taken in a set of surface water SDL resource units compared with the quantity available under the benchmark conditions of development’. c) Geographical location of the measure This is similar to a rules-based measure, in that it applies to the whole of the Murrumbidgee regulated river system. The Murrumbidgee River is a very complex regulated river basin which provides bulk water supplies from the two main storages, Blowering and Burrinjuck Dams, to satisfy downstream demands for major irrigation areas (Coleambally and Murrumbidgee), other private diverters, important Ramsar wetlands and key towns in the Riverina region. WaterNSW is responsible for the release of water. All NSW Murrumbidgee measures were then incorporated into the adjusted benchmark model (see Sections 2.1 and 3 of Attachment C). Modelling of this measure by the MDBA will be on this work, with changes to how the measure is represented in the framework detailed in Attachment D. The measure is further represented in the updated benchmark model as detailed in Attachment E. The CARM system will be operated as described in Section 4 and f) Representation of each operating Appendix 3 of Attachment A. strategy in the MDBA modelling framework. This operating strategy has been used to develop the modelling of this measure by NSW DPI Water, which is described at Attachment C and will form the basis of the MDBA modelling of the measure.
