The Loan in support of the PNO4 became effective in June 2011 (six months later than originally planned, mainly because of the socio-political events associated with 2011 Revolution in Tunisia). After a good start in the Page 1 of 8 Public Disclosure Authorized The World Bank Report No: ISR7645 second half of 2011, Project implementation experienced a slowdown in the first half of 2012. The effects of these additional delays are reflected in the limited variations of most progress indicators that remain below the target values for the period, and in the low level disbursements of 3%. It was agreed upon during the mission on the need to speed up the pace of implementation to make up for the accumulated delays. This will require exceeding the average annual rate of disbursements of 17% needed to ensure that most planed investments under the PNO4 are carried out in a timely fashion with concrete and visible results on the ground for the targeted beneficiary communities. To this effect, adjustments to simplify operational procedures and modalities of interventions have been identified, and the Project operations manual will be updated accordingly.
