CORHAMPTON & MEONSTOKE PARISH COUNCIL Minutes of the Parish Council meeting Wednesday 12 September 2018 at the Meon Hall PRESENT: Rowena Annereau-Hyder (formerly Rowena Hyder), Bruce Horn, Jane McCormick, Jerry Pett - Vice Chair, Nick Riley, John Shaw. IN ATTENDENCE: City Councillor Laurence Ruffell, Rosie Hoile – Clerk. PUBLIC James Morrice, Jack Martin, Dylan Martin, Hugh Lumby, Malcolm Hyder. 18.41 Apologies for absence had been received from Patrick Rowe, Za Rowe and Roger Huxstep. Cllr Pett took the Chair. 18.42 Disclosable Pecuniary and Non-pecuniary interest. Nick Riley declared a disclosable pecuniary interest in Agenda item 6. Planning Report Appendix B – Enforcement. 18.43 Minutes: The minutes of the Parish Council meeting on 11 July 2018 were APPROVED subject to amending the September Planning Report (appended) as follows: 1. APPLICATIONS DETERMINED Ref: SDNP/18/03621/FUL Location 5 The Butts, Warnford Road, Corhampton. Qualify APPROVED with the condition that the dwelling remains a 3 bedroom house. Ref: SDNP/16/05772/LDE Location: Annexe Harvestgate Farm House Stocks Lane Meonstoke Proposal: Use of The Annexe, Harvestgate Farm as a dwellinghouse. Decision: APPROVED 2. PRE-APPLICATION ADVICE PROVIDED Ref: SDNP/18/02115/PRE. Location: Stoke Cottage. Chapel Road, Meonstoke Proposal: One new dwelling with associated parking and access. The planning officer advised that an application would be unlikely to succeed as it would contravene the saved WCC policies (it lies beyond the continuous frontage of Chapel Road and therefore does not qualify as ‘frontage in-fill’) and the draft South Downs Local Plan (unjustified development in the countryside). Update to September Planning Report - Appendix A: Ref: SDNP/18/03621/FUL. The Butts, Breamore House Warnford Road Corhampton SO32 3ND Proposal: Addition of first floor extension above existing ground floor utility. Decision: APPROVED 18.44 Public forum James Morrice drew the Council’s attention to: - the failure of WCC to repair/replace the card board and bottle bank waste bin lids damaged by Biffa in May. The incident had twice been reported by the Clerk and also others. The Clerk undertook to write to WCC, copy Cllr Ruffell. - the state of the goal areas on the football pitch, approximate cost to re-turf £1000. The Council still do not have a contractual arrangement for upkeep of the Recreation Ground, Cllr Riley undertook to contact contractors used by Droxford PC. Jack and Dylan Martin were present to provide more detail for their concept to refurbish the skate park; they had gathered a petition with 30 signatures. The Council re-iterated there is currently no budget, even for a pared down scheme using the existing base. Sources of funding, designers and suppliers were discussed. It was noted that a standard Design, Construction and Management process would be costly. Any design must factor in overflow parking for activities at the Meon Hall in Winter. The Council undertook to trawl for grants. Jack Martin will approach a designer (Kieran) to scope a basic plan and specification. ACTIONS – Minute ref: 18.47 refers District Councillor’s report Cllr Ruffell introduced Mr Hugh Lumby, a prospective candidate for election as a District Councillor for the Upper Meon Valley. Cllr Ruffell’s report had been circulated; questions Corhampton & Meonstoke Parish Council Minutes 12/09/2018 concerning the report were requested. There being no comments or questions, he and Mr Lumby departed at 7.55 pm. 18.45 Finance, Grants & Governance. 18.45.1 Payments : 18.45.1.1 NOTED: Receipts and payments since 11 July 20, 2018. 18.45.1.2 RESOLVED: To approve the bank reconciliation to 31 August 18. NOTED: Bank reserve to 31 August. General (running) reserve £9000; earmarked reserves £3525.00; unallocated reserves £10,337.24; Total £27,587.24 18.45.1.3 RESOLVED: To authorize a) accounts for payment - Appendix A b) disbursement of grants and donations approved in the 2018/19 Budget: Community First Responders £250; The Bridge Magazine £30; Citizens Advice £25; CPRE £36. 18.45.1.4 Signage at the Recreation Ground: Cllr McCormick had received a quote for £38 for 6 signs from Studio 6 RESOLVED: To approve purchase of ‘No Drones’ and ‘No Golf’ signs. ACTION - Cllr McCormick /Clerk 18.45.2 2019/20 Budget meeting: It was AGREED to hold the Finance Working Group on Wednesday 10 October, subject to Cllr Rowe being available and at time to be agreed. ACTION – Clerk to notify Cllr Rowe and confirm. 18.46 Planning: 18.46.1 New planning applications: 18.46.1.1 Ref: SDNP/18/04588/FUL. Location: Street Record Warnford Road, Corhampton. Proposal: Construction of a 2 storey 3 bedroom dwelling house to the rear of and at the rear of properties ‘Vernon House and Wayside , Warnford Road, Corhampton. NO COMMENT 18.46.1.2 Ref: SDNP/18/04253/TCA. Location: Freeland Cottage, High Street, Meonstoke, SO32 3NH Proposal: T1 Ash. Located on left side boundary. To crown reduce by 2.5m back to previous pruning points. T2 Field Maple. Located on right side boundary behind garage. To crown reduce by 1.5m - 2.0m back to previous pruning points. NO COMMENT 18.46.1.3 Ref: SDNP/18/03621/HOUS. Location: The Butts, Breamore House , Warnford Road, Corhampton, SO32 3ND. Proposal: Addition of first floor extension above existing ground floor utility. This application had been determined between PC meetings by SDNP. DECISION - APPROVED 18.46.1.4 Ref: SDNP/18/04557/FUL. Location: 9 Oxendown, Meonstoke, Southampton SO32 3AE Proposal: Knock through wall into integral garage to create living accommodation. NO COMMENT 18.46.2 The Planning Report APPENDIX B was NOTED. The senior enforcement officer at WCC had delegated a progress report concerning Southbourne House. The report had not materialised. Other matters had now arisen which required clarification. Cllr Riley had previously declared an interest in No 3 Allens Lane. ACTION – Cllr Pett to follow up. 18.47 Open Space, Recreation and Playgrounds 18.47.1 Meonstoke Recreation Ground. Cllr McCormick summarised antisocial activities which had endangered livestock and surrounding properties during the tinder dry summer. No Drones and No Golf signs need replacing perhaps No Chinese Lanterns and No BBQs (except if part of a Meon Hall hiring) should be added to the list of proscribed pastimes. Signage purchase agreed, Minute 18.45.1.4 refers. ACTION – Cllr McCormick to place purchase order c.c the Clerk. The skate park was discussed extensively during the public session. Minute ref 18.44 refers. ACTION - Clerk to look for grants, Jack Martin to find a designer. The football pitch was discussed during the public session. Care will be included in the Parish lengthsmen annual maintenance programme. Corhampton & Meonstoke Parish Council Minutes 12/09/2018 Chapel Road Play area. 18.47.2 Deadly Nightshade had been reported growing in the playground. Notwithstanding subsequent identification as Woody Nightshade, Cllr McCormick had it cut back from where it originated from the neighbours field. 18.48 Lengthsmen 18.48.1 Parish Lengthsmen a) Meon Hall Recreation Ground: ACTION - Cllr Riley to interview potential grounds maintenance contractors. ACTION - Clerk to forward contract works. b) Chapel Road and the Pound: Nothing to report 18.48.2 HCC lengthsmen report James Morrice reported the second visit of five visits would take place w/c 16 October. Queries regarding proposed works to now be discussed with the assistant clerk at Shedfield rather than directly with the contract manager. Together with there being no guarantee of being sent the same operatives each visit, the new contract is considered un-satisfactory. 18.49 Allotments: Plot 4 has a new occupant. ACTION - Clerk to send agreement and invoice. Plot No 9 allotment holder gave notice to quit but changed the date. Revised date unknown. ACTION – Cllr Annereau-Hyder to obtain update and inform next applicant on the waiting list. A notice to quit, pursuant to Clause 5b in the Tenancy Agreement for an Allotment Plot, had been sent to an allotment holder who had breached conditions of Rent. The letter was rescinded after the allotment holder met with Cllr Annereau-Hyder and agreed to maintain the plot in accordance with the conditions of rent. ACTION – Cllr Hyder to monitor. 18.50 Roads, Highways & Transport: 18.50.1 Replacement bollards on Bucks Hill: A summary costing of £3005 had been received from HCC traffic management team for design, supply and supervision of installation. The Clerk was asked to check the balance of CIL funds due, and the proportion allocated to infrastructure projects. ACTION - Clerk to contact SDNP 18.50.2 Minutes of the MVCBA 2018 APM (previously circulated) were NOTED. Za Rowe, who attended the meeting on behalf of the PC, sent a message to say that finance is well managed. There is strong demand for private hire but more consistent daily patronage should be encouraged. The Wednesday bus to Petersfield is the most popular. 18.50.3 Potholes at ‘Broken Bridge’: John Shaw reported that pothole repairs carried out in summer were already breaking up. He considered that the repairs were inadequate and a significant waste of public money. 18.51 Footpaths and Rights of Way 18.51.1 a) Corhampton & Meonstoke Footpaths 16 & 29: A grant application for FP29 was submitted on 30 July. Of the total cost of £3026.64, claimable volunteer hours were costed at £1008, HCC Countryside Access were requested for £2017.32, Waltham Ramblers offered to match fund £600.00 to the Parish Council’s contribution of £409.32. The grant application was due to be considered mid-October meanwhile the Ramblers were required to allocate the sum of £600 before the end of September. Corhampton & Meonstoke Parish Council were asked if they would accept the sum of £600 on condition that in the event of the grant not being approved the Council will agree to use the donation to pay for kissing gates on FP 29 .
