I AMBIENT AIR QUALITY AND HEAVY METAL ANALYSIS 23-32 II NOISE LEVEL REPORT 33-34 III WATER QUALITY REPORT – MINE WATER QUALITY AND GROUND 35-45 WATER QUALITY IV GROUNDWATER LEVEL REPORT 46 PLATES I LOCATION PLAN II PLAN SHOWING LOCATION OF MONITORING STATIONS 1 Environmental Statement (Form-V) for Cluster No. – 10 (Group of Mines) 2019-20 CHAPTER – I INTRODUCTION 1.1 GENESIS: The Gazette Notification vide G.S.R No. 329 (E) dated 13th March, 1992 and subsequently renamed to ‘Environmental Statement’ vide Ministry of Environment & Forests (MOEF), Govt. of India gazette notification No. G.S.R No. 386 (E) Dtd.22nd April’93 reads as follows. “Every person carrying on an industry, operation or process requiring consent under section 25 of the Water Act, 1974 or under section 21 of the Air Act, 1981 or both or authorisation under the Hazardous Waste Rules, 1989 issued under the Environmental Protection Act, 1986 shall submit an Environmental Audit Report for the year ending 31st March in Form V to the concerned State Pollution Control Board on or before the 30th day of September every year.” In compliance with the above and in fulfillment of condition laid out in the EC for the Cluster, the work of Environmental Statement for Cluster No. 10 was entrusted to CMPDI by GM (Environment), Eastern Coalfields Limited. 1.2 PROJECT DESCRIPTION: Prior to 2014 – 15, a large number of taken over mines from pre – nationalization period, mostly underground mines, in the old coalfields of Raniganj and Jharia did not have environmental clearance from the MoEF&CC and were operating on the basis of “Consents’ received from the respective PCBs. It was felt that if these mines could be brought under the ambit of EC, several measures for environmental protection and pollution control could be put in place. However, the work of obtaining EC for such mines, individually, would have taken a lot of time. To circumvent the problem, it was mooted that since the environmental problems being faced were of regional nature and not confined to individual mines alone, cluster/groups of such mines could be identified for preparing cluster-wise integrated EIA & EMPs, addressing such environmental concerns comprehensively and ensuring effective co-ordination of environmental control measures within each cluster. 13 such clusters were identified in the Raniganj Coalfield of ECL and EC has been obtained on the cluster approach for 12 such clusters. Cluster of Mines No. 10 is one of the clusters for which EC has been granted vide letter no. J-11015/180/2011-IA-II.(M) dated 20th January, 2015 for a combined peak capacity of 7.70 MTY and within a ML area of 6349 Ha. In view of the production target set by CIL, a re-assessment of mine capacities has been carried out for the cluster while keeping the overall cluster capacity unchanged. However, there is reduction in the total leasehold area of the Cluster. This re- assessment / rationalization have been done based on present condition and capability of the mines for achieving optimum production levels. Subsequently, EC Amendment was granted vide even letter no. dated 31.05.2018. Cluster No. 10 is located in the South-eastern part of Raniganj Coalfield in Burdwan district of West Bengal between latitudes 230, 19’, 55" N & 230, 25’, 10” N and longitudes 870, 5’, 32” E & 870, 14’, 28” E. The mines within the cluster are situated towards east of Asansol Township. Eastern Railway grand chord line traverses the cluster from east to west. G.T. Road runs along the southern-eastern part of the cluster as well as forms the boundary of cluster from south at some places. Damodar River 2 Environmental Statement (Form-V) for Cluster No. – 10 (Group of Mines) 2019-20 flows south of the cluster at a distance of 2 km from the nearest mine Lachipur UG of the cluster. The mines of the cluster are spread over 3 Areas (Administrative Blocks) of ECL, namely, Kunustoria Area, Bankola Area and Kajora Area of ECL. Location of cluster – 10 is shown in plate no. – 1. North Searsole OCP The quarry area of the North Searsole OCP has been decided within the proved coal reserves of the geological block. Pit limits of the OCP have been fixed after taking into consideration various surface and underground constraints that are present in and around the proposed site of OC operation. Kenda Bottom/ Kenda Bottom Bottom seam will form the floor of the quarry except in the zone where it is fully burnt (where Kenda Top (R-IVT) will be the proposed floor). The total mineable reserves within the quarry boundary of North Searsole OCP has been estimated as 29.72 Mte with a corresponding OBR volume of 255.75 Mm3 at an average S.R. of 8.60 m3/te. Mineable reserves have been estimated taking into account 10% deduction on account of mining losses. Among the five extractable seams, Local seams is only lying virgin in the region and the rest four seams have been extensively developed and partly depillared within the region. The conventional shovel dumper system of mining has been adopted for coal production and over burden removal. 2. Kunustoria & Amrasota UG In Kunustoria UG mine, Kenda seam is fully developed by B & P method. At present, depillaring operation is being carried out with hydraulic sand stowing. In Kenda Top seam, two depillaring panels are under extraction. Coal from one panel is being raised through Pit No. 1 and coal from other panel is being raised through Pit No.3. Cleaning of fallen coal by 3 Environmental Statement (Form-V) for Cluster No. – 10 (Group of Mines) 2019-20 SDL is going on in Kenda Bottom seam. Required sand for stowing is being supplied from Damodar River & N.K. pontoon. Coal is loaded with help of SDLs to coal tubs and transported through haulages to Pit no. 1 &Pit No.3 Shaft bottom, from where the tubs are raised to the surface through shafts with the help of winders. At the surface, these tubs are then tipped in the tippler into one small bunker over slow moving conveyor where hand picking of rejects is done and is discharged at coal stock yard after crushing. 3. Belbaid UG In Belbaid UG mine, present production is being obtained from Dobrana (R-V) seam workings. Development in Dobrana (R-V) seam is nearly complete and some of the panels have been depillared with stowing. At present, production is being obtained from this seam by working one development district with SDLs and one depillaring (stowing) district with SDLs. Loaded tubs are transported to surface by haulages up to the pit bottom of pit no.6 and finally coal tubs are raised to the surface through pit no. 6 with the help of steam winder fitted at pit no.6. Sand for depillaring is being supplied from Damodar River by means of contractual transportation. 4. Bansra UG & OC Patch At present, Purandip/Jambad Bottom (R-VIIIB) and Kenda (R-VI) seams are being worked in the mine. • Purandip/Jambad Bottom (R-VIIIB) is being mined by Bord and Pillar method of working, through incline No. 3 & 4, with SDL. At present, development of pillars is under progress. • Kenda (R-VI) seam is being worked through A & B pit unit and C pit unit by Bord and pillar development/depillaring using SDLs. In A&B pit unit, depillaring with stowing is being done. In C pit unit, development is being done with SDLs. Coal from the underground coal face is hauled by combination of endless and tugger haulages to feed the winding system through which coal tubs are raised up to the surface. The excavation job involves mining of two seams namely R-VIII (B) and R-VIII (T) having developed coal pillars.
