Wasn’t September glorious? Extending the summer with hot, sunny days. Unfortunately, the anticipated return of Film Nights has had to be cancelled for the foreseeable future, due to Covid19. Hopefully it won’t be too long before they return. However, for those of you who enjoy the fresh air and exercise there’s a Sponsored Walk. A great way of meeting new people. It is likely that this will show a supply sufficient for just under 7 years and outstanding permissions for nearly 6,000 housing units. We await to see what the final document says. There are currently two central Government planning consultations running and Mid Suffolk’s response to both will be discussed at the Council meeting of 24th September: ‘Changes to the current planning system’ is on changes to planning policy and regulation including how the housing numbers for each local government area are calculated (which would be upwards for Mid Suffolk). It also recommends changing the threshold of homes built (from 10 to 40) on a development before which affordable homes must be built. The consultation closes on 1st October. ‘Planning for the future’ is a White Paper that proposes major reforms to the planning system. These include reducing the timeframe in which a Local Plan must be created to a maximum of 30 months; and dividing land into zones for development, renewal (brownfield) and protect (green belt, national parks etc) then automatically granting outline planning permissions within the development and renewal zones. Planning Committees at a district council would therefore only consider design and not the principle of development. The White Paper also considers greater digitalisation, a different system for developer levies and a fast-track system for “beautiful buildings”. The consultation closes on 29th October. At a local level, the owner of the former poultry processing site at Haughley Park has gone to appeal over Mid Suffolk’s decision to refuse permission for 120 dwellings, some B1 employment, a community building and open space. The appeal will be heard by public inquiry starting 12th January 2021. Two cases in Haughley are being considered by Enforcement at Mid Suffolk: the land at the old silo site at Haughley Junction, where a new building or extension to the existing is being built; and the land in Haughley Green near the humpback bridge. We were pleased to be joined by a member of the public whose participation was facilitated via the Parish Clerk. Details on how you can attend a virtual meeting can be found below. As always, full minutes of the meeting are available on the Parish website. Here are some specific issues and updates, which we want to bring to your attention. Councillor Vacancies Councillor Ross Dawson submitted his letter of resignation from the Parish Council, which was received and accepted. This means there are now two Councillor vacancies. If you are interested in applying, please contact the Parish Clerk (details below). Applications from Haughley Green and Haughley New Street would be appreciated. Planning Matters The following Planning Applications were discussed: DC/20/03133: Application for works to Tree(s) in a conservation area: Proposal: Application for works to tree in a Conservation area – Fell 1No Eucalyptus tree in back garden due to excessive growth and shading issues: Location: 53 Old Street, Haughley, IP14 3NT. Supported. DC/20/02747: Application for change of use and refurbishment of former coach house outbuilding to provide furniture restoration workshop on ground floor with showroom and sales office on first floor utilising existing access and parking arrangements. Location: Yew Tree Cottage, Station Road, Haughley, Stowmarket Suffolk IP14 3PL: Supported. Planning Decisions: determinations made by MSDC: DC/20/02422: Planning Application: replacement of 3no windows and 2no doors to the shop front of The Little Village Salon hairdressers. Location 21-23 Old Street, Haughley, IP14 3NT: Planning permission has been GRANTED. DC/20/02973: Notification for works to trees in a conservation area – Reduce height and spread of crown by up 20 2m to 1no Pine (Reduce shading): Location: Juniper Lodge, 4 Fishponds Way, Haughley, IP14 3PR. MSDC does not wish to object. Cont’d ….. 6 ….. Cont’d Committees, Sub-committees and Working Groups The Parish Clerk and the Chairman have spent some time looking at the structure of the committees of HPC and an updated list will be made available on the HPC website. This will include the newly established Biodiversity and Wildlife Conservation Committee. Gallowsfield Wood The Council agreed for a shelter to be erected at Gallowsfield Wood and the quote agreed for work to be carried out. The Council further agreed that a pond can be laid at Gallowsfield Wood (please refer to Gallowsfield Wood Committee minutes for more information). Christmas Tree Event 2020 It was agreed that a scaled back Christmas Tree event would be planned for this year, given the pandemic, that will respect social distancing and other COVID-19 guidelines. The event is possibly to be scheduled for late afternoon on Saturday 5 December. Housing Developments in Haughley Additional street names have been suggested by Parishioners for the developments at Green Road and Fishponds Way. HPC have considered these and sent on their suggestions to the developers and MSDC. Next Meeting The next HPC meeting will be held: Tuesday 15 September at 7.00pm via Zoom. Members of the public who wish to attend and have access to the technology, may join the meeting. [email protected] Councillor Hayley Chairman, on behalf of Haughley Parish Council 7 Explorer scouts is for young people aged 14-18 years (can start at 13½). We offer opportunities: to take part in the Duke of Edinburgh Award scheme (Bronze, Silver or Gold). The Scout Association is the biggest national provider of this scheme. to volunteer with younger scouting sections and/or complete the Young Leader Training Scheme to achieve top scouting awards or just to meet other young people and challenge yourself to achieve something new Shackleton is the local Explorer unit in and around Elmswell, Wetherden and Bacton. We are currently meeting online, usually on Wednesday evenings, while we complete the rigorous risk assessment needed for a return to socially-distanced, face-to-face scouting. After this, we are likely to have a blended programme of online and socially-distanced meetings so that everyone – including anyone shielding or just unsure about meeting face-to-face - can be catered for. Unsurprisingly, this is been a very strange year for scouting. All face-to-face scouting activities in the UK stopped in mid March. For many scout groups across the country, and around the world, virtual scouting became the norm and, while this was initially very challenging, it has also provided some unexpected opportunities. A huge wave of creativity hit the internet in March and, over the summer, scouts, cubs and beavers all over the UK and across the world have taken part in sleep- ins, camp-outs, cook-ins, escape rooms, beat box sessions, fundraising, virtual jamborees, games, campfires, virtual visits to wildlife sanctuaries in Africa, tours of Sikh temples and many other activities.
