Obtaining GRIHA / Green Building Required three Star Rating Certification The tender document can be downloaded from the websites www.uktenders.gov.in. “Corrigendum, if any, would appear only on the Above web site and not be published” 2.0 Minimum Qualification Criteria The interested Architects firms/consultant for participation in the tender should meet the following minimum qualifying criteria: 2.1 Technical Criteria Experience of having successfully completed works during the last 7 years ending last day of the month previous to the one in which applications are invited: a) Three similar completed works costing (Construction cost) not less than the amount equal to 40% of estimated project cost put to tender, or b) Two similar completed works costing (Construction cost) not less than the amount equal to 50% of the estimated project cost put to tender, or c) One similar completed work costing (Construction cost) not less than the amount equal to 80% of the estimated project cost put to tender. AND Atleast One Jail project completed successfully during the Last 7 Years costing not less than Rs. 100 Crores. Page 3 of 48 Signature of Tenderer Signature of SE IWC U S NAGAR 2.2 Annual Turnover Average annual financial turnover of Architect firms/consultant should be not less than 50% of estimated consultancy fees put to tender in any year during the immediate last 3 consecutive financial year. 2.3 Copy of GST registration Number/PAN details. 2.4 Copy of Registration with council of Architecture. 3. Similar Works Similar works means project consisting of Residential, Non Residential or composite Buildings, Institutional Complexes 4. Joint venture / consortia of firms / companies shall not be allowed to participate in the Bidding process and if it is found at any stage before and after award of work, the EMD, any other security deposit and / or any other sums payable to such JV / Consortia shall stand forfeited. Further contract, if already awarded, without the prejudice of any other rights or remedy available to SE IWC U S NAGAR under any of the clauses of this GCC, shall stand terminated. 5. The intending tenderer (s) must read the terms and conditions of this GCC carefully. He should only submit his bid if eligible and in possession of all the documents required. 6. Information and Instructions for tenderers posted on website shall form part of bid document. 7. The bid document consisting of scope of work and the set of terms and conditions of the contract to be complied with and other necessary documents can be seen and downloaded from website www.uktenders.gov.in free of cost. 8. Those Architect firm/ Consultant not registered on the website mentioned above, are required to get registered beforehand. The intending tenderer(s) must have valid class-III digital signature to submit the bid. 10. On opening date, the Architect Firm/Consultant can see the bid opening process. 11. Architect firm / Consultant should upload documents in the form of PDF format. 12. Architect firm/ Consultant must ensure to quote rate in percentage. The rate shall be Quoted up to 2 Decimals. In addition to this, while selecting any of the cells a warning appears that if any cell is left blank the same shall be treated as “0”. Therefore, if any cell is left blank and no rate is quoted by the tenderer, rate of such item shall be treated as “0” (ZERO). 13. Notwithstanding anything stated above, SE, IWC U.S.Nagar reserves the right to assess the capabilities and capacity of the tenderers to perform the contract in the overall interest of Irrigation Department Uttarakhand. 14. The tenderer(s) is/are required to quote strictly as per the terms and conditions, specifications, standards given in the tender documents and not to stipulate any deviations. 15. The tenderer(s) if required, may seek clarifications from the Office of Executive Engineer, Irrigation Division Sitarganj, U.S.Nagar Corrigendum to tender document if any,will be uploaded in website, uktendreds.gov.in site. No individual advice will be sent to any bidder. 16. SE, IWC U.S.Nagar reserves the right to reject any or all tenders or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no tenderer / intending tenderer shall have any claim arising out of such action. 17. List of Documents to be scanned and uploaded within the period of bid submission: a. NSC,KVP,FDR,TDR, of any Nationalized Bank against EMD in favour of Executive Engineer Irrigation Division Sitarganj to be valid for minimum 180 days. Any other details as per tender notice/document. 17 (a). Earnest Money Deposit: Earnest Money Deposit of amount as mentioned in “NIT of Tender” required to be submitted along with the tender shall be in the form of NSC,KVP,FDR,TDR, of any Nationalized Bank against EMD in favour of Executive Engineer Irrigation Division Sitarganj to be valid for minimum 180 days. The EMD shall be valid for a minimum period of 180 (One Hundred eighty) days. The EMD shall be scanned and uploaded to the e-Tendering website within the period of bid submission and original should be deposited in office of Superintending Engineer Irrigation Work Cicle Rudrapur, U S NAGAR . 17(a).1 The EMD shall be payable to the Executive Engineer Irrigation Division Sitarganj U S NAGAR without any condition(s), recourse or reservations. Page 6 of 48 Signature of Tenderer Signature of SE IWC U S NAGAR i) The Bid will be rejected by the SE IWC U S Nagar as non-responsive and shall not be considered in case EMD is not received in physical form. ii) The EMD of unsuccessful Architect firm/consultants will be returned within 15 days on their request along with Bank details, after issuance of LOA to the successful consultant. iii) The EMD of the successful consultant will be discharged after the consultant has furnished the required acceptable performance guarantee/security Deposit and has signed the contract Agreement whichever is later. iv) No interest shall be paid by the Executive Engineer Irrigation Division Sitarganj U S NAGAR on the EMD. v) The EMD may be forfeited a) If a consultant withdraws the bid after bid opening during the period of validity; b) In the case of a successful consultant; if the consultant fails to Sign the Agreement with in the 10 days from the date of issue of LOA or furnish the required performance security or fail to commence the work within the stipulated time period prescribed in the contract. 18.
