Unsuccessful Review 2010 </li></ul><p></p><p>...I... </p><p>n October 2009, the Republic of Macedonia obtained a recommendation for opening accession negotiations from the European Commission (hereinafter: EC), but the actual date for the negotiations was not set by the Swedish Presidency, whereby </p><p>I</p><p>the issue was transferred to the agenda of the next Presidency<sup style="top: -0.2775em;">1</sup>. The reason is clear: the name dispute with the Republic of Greece remains unresolved. The Swedish Foreign Minister, Carl Bildt, openly stressed </p><p>that “<em>the responsibility for resolving bilateral issues primarily lies with the parties involved. You cannot wait for the world to resolve your bilateral issue…. We cannot impose solutions! A chapter with Turkey has also been opened, and the negotiation process of the Stabilization and Association Agreement with Serbia has been unblocked</em>“<sup style="top: -0.2775em;">5</sup>. </p><p>Belgium took over the Presidency with the European Union on 1<sup style="top: -0.2775em;">st </sup><br>July 2010. Here, we would just like </p><ul style="display: flex;"><li style="flex:1">macro level is dominated by monuments and baroque-style buildings. </li><li style="flex:1">to stress the fact that in its criticism EU uses “diplomatic” vocabulary </li></ul><p>since the reports are also intended for the EU citizens. </p><p>2. READING COMPREHENSION </p><p>The analysis of EU documents, including the annual Progress Reports, reveals that the EC uses neutral phrases, as it expects the governments to recognize criticism without “scaring” EU citizens (and MemberStates) on the possible future membership of that, still unprepared country. The key to the right interpretation of these phrases lies in the verbs used. <br>Intheperiodmonitored,theStabilizationandAssociationCommittee <br>(hereinafter: SA Committee)<sup style="top: -0.2775em;">11 </sup>took place in Skopje, 4<sup style="top: -0.2775em;">th </sup>June 2010, and the Stabilization and Association Council (hereinafter: SA Council)<sup style="top: -0.2775em;">12 </sup>in Brussels, 27<sup style="top: -0.2775em;">th </sup>July 2010. Both events were covered by the media, and, yet again, the statements of the government and the opposition were completely opposite. While the opposition criticized, the government praised and rejoiced the fact that Brussels “reprimanded” the opposition as well. Nevertheless, following the SA Council meeting, the Prime Minister Gruevski gave “the most dramatic” statements of </p><p>all - <em>“Obviously, yesterday the Republic of Macedonia received numerous positive remarks, many positive opinions and less less positive ones, thus </em></p><p>Notably, in all its documents EC uses “positive” and “negative” verbs. <br>Not to get lost in translation, the present analysis provides the verbs used in EC documents in their source language (English). The most </p><p>frequently used positive verbs are: <em>welcomed</em>, <em>noted</em>, <em>acknowledged</em>, </p><p><em>encouraged, etc</em>. The negative verbs, or in the words of Prime Minister Gruevski, “the less positive verbs” used are: <em>urged</em>, <em>stressed</em>, <em>reiterated</em>, </p><p><em>reminded </em>and <em>recalled</em>, <em>underlined</em>, <em>underscored</em>, <em>pointed out</em>, <em>step up, </em></p><p><em>etc</em>.
