Minutes of the previous meeting on the 18th September 2014 were confirmed and signed. 293/2014 Matters arising;- 294/2014 (176/2014) (122/2014) Reply received from Powys C.C to say that they are not prepared to add additional lights at Maerdy bridge. 295/2014 (236/2014) (177/2014) Minutes now received of Criggion Quarry liaison meeting on Friday 10th October together with recent planning compliance monitoring reports – next meeting Friday 17th April 2015 296/2014 (237/2014) (178/2014) Website now ready – www.llacc.org.uk – thanks were given to Cameron Furnival for his help and guidance. These will be trialed in the rural areas early next year. 301/2014 (266/2014) Reply received from Powys C.C that once diversion notices have been approved for the footpaths that they are responsible for erecting new signage at The Coppice, Penrhos. 302/2014 (276/2014) Reply received from Powys C.C Highways that they are not prepared to erect a No Through Road sign on Gwernygo Lane as considered private property. 303/2014 (283/2014) Highways Dept have trimmed overhanging branches by Llandrinio Bridge 304/2014 (284/2014) Powys C.C reminded of blocked footpaths on Severn Way and Haimwood. 305/2014 (287/2014) Acknowledgement received from Powys C.C re: request to paint garages at Brynteg, Arddleen. 306/2014 (288/2014) Welshpool Police cannot give a timescale as to when the Police Station will be re- painted – Clerk to respond that community offenders could be used to clean and tidy the gardens and that residents look to the Police to raise standards. 307/2014 (298/2014) Russell George A.M has sent an update following the meeting held in Feb to discuss Reservoir levels and discharge – Consultants have now been appointed with a Report due in February 2015. 308/2014 (299/2014) Reply received from Powys County Council re; request for speed counters on Smithy Corner, Arddleen to say that the 85th of the last count did not show excessive speeds and that there has been no history of accidents on this junction. 309/2014 Canal & River Trust had been reminded of overhanging hedge down The Wern on the Canal. It was agreed to renew for a further year. 321/2014 Request from Chief Veterinary Officer that they be contacted if a dead badger is found. 322/2014 Notice of meeting of One Voice Wales on Tuesday 7th October at Penstrowed Church Hall 323/2014 Questionnaire received from North & Mid Wales Trunk Road Agency on any problems with the Trunk Road as part of their speed limit review. It was agreed to mention the problems at Maerdy Bridge which could be helped with extra lighting. Reduction in speed limit needed here and at the Arddleen junction. In terms of pedestrians using the Trunk Road a further extension of the pavement to Ffraith Wen would help more children to be able to walk to school safely and also assist walkers of the Severn Way who have to cross the road here. The questionnaire also asked for any future concerns and it was agreed to mention the problems that will come with the abnormal wind farm components if planning permission is granted. 324.2014. Thank you received from Llandrinio Church for the Grant of £500. Part of this money had been used to purchase shrubs which had recently been planted as part of the new remembrance garden. 325/2014 Donation request Llangollen Musical Eisteddfod.- noted 326/2014 Donation request for Urdd National Eisteddfod 2015 - noted 327/2014 Update from National Grid and notice of new consultation – it was agreed to respond at the next meeting. 328/2014 Invoice from Penrhos Old School for hire of Old school during 2014 for £20.00 329/2014 Letter from North Montgomeryshire Local Council Forum following a meeting on Tues 28th October with regard to future clustering of community councils to help deliver local services. Community Councils had been asked to consider whether to cluster with Welshpool Town Council or Llanfyllin. Some Community Councils had expressed concern that other clusters should be considered. It was agreed not to cluster with Welshpool Town Council at this present time. Planning 330/2014 Minutes of a planning sub-committee held on Saturday 25th October 9.30 a.m at Burgedin Wern Farm 331/2014 Planning permission has been granted to;- i) P2014 0139 Erection of an agricultural building for the accommodation of livestock at land at The Coppice, Penrhos for Mr R Bowker. ii) P2014 0657 – Erection of a first floor extension etc at 37 Llwyn Perthi Arddleen for Mr S Ashworth, iii) Erection of an agricultural building etc. at Trederwen Hall for D H & V M Morgan. iv) P2014 0886 Erection of two Section 73 application to vary conditions 7,8 and 9 attached to planning permission P2013 1134 detached dwelling adjacent Trederwen House, Arddleen for Mr T Beaumond. v)P2014 0214 – Change of use of existing outbuilding to form a residential annex accommodation to Eirianfa together with external alterations and associated works at Eiranfa, Arddleen for Mrs B Francis. 332/2014 Notice that an Appeal has been made in respect of P2012 0228 dwellings at land at Trederwen House, Arddleen for Mr D Torry 333/2014 Notice that additional information has been submitted in respect of P2013 0835 Installation of a wind turbine etc at Pant Mawr, Meifod for Mr P Bailey. 334/2014 Planning permission requested for P2014 0941 Erection of an affordable dwelling at land adj Cleveland Llandrinio – site meeting had been held on Saturday 16th November. The applicant had been informed that a footpath runs inside the property which must not be impeded – it was agreed that there are other footpaths in the area which could be used and that this footpath should either be unimpeded or officially closed. Cllrs also felt that a connection should be made to the sewage system rather than a new septic tank and felt it was important that the property should remain affordable in perpetuity. Financial Matters; 335/2014 Bank balances at 20th November 2014 Current a/c £471.14 Deposit Account £20870.91 Bank statements were checked and signed by Cllr Mrs L O’Connor 336/2014 Permission granted to pay;- i) North & Mid Wales Assoc of Local Councils £35.00 under L.G.A 1972 s112 ii) Penrhos Old School £20.00 under L.G.A 1972 s112 iii) Zest Internet Ltd £250.00 under L.G.A 1972 s112 337/2014 Budget at 20th November 2014 was discussed and agreed. 338/2014 Revised Terms and conditions received from H.S.B.C Highways 339/2014 Powys County Council reminded re: outstanding complaints on Idyll Lane and Rhydescyn Lane. 340/2014 Pavement sweeper requested for pavement by Punch Bowl. & by Church. The mud left behind after harvesting maize had been a nuisance and it was agreed that the Clerk remind farmers/contractors of their duty to clean up by including in the monthly article in the Bridge. 341/2014 Powys C.C notified of uneven surface following repair opposite Portland. 342/2014Highways issues also reported to Clerk of Bausley & Criggion Community Council 343/2014 Clerk will notify Highways Dept that the concrete kerb stones around the triangle in the centre of Sarnau have become loose. 344/2014 Clerk to also notify Highways that the water drain covers between Sarnau & Penrhos have become damaged. 345/2014 Request had been received for a Bus Shelter at Sarnau – this had been looked into but unfortunately there was no suitable site to locate a shelter.
