Minutes of the meeting of Sandleheath Parish Council (SPC) held on Thursday, 29th October 2020 at 7.30pm in Sandleheath Village Hall PRESENT: Chairman Cllr C Kemp Councillors Mr. K Andrews, Mr K Partridge and Mr B Martin, Clerk Mandy Wilkinson Also, in attendance were 3 members of the public. 20/21.204 To complete Attendance Book and receive apologies for absence: Attendance book signed Cllr Lacey conveyed his apologies, apologies accepted (4) 20/21.205 To receive any declarations of interest by any councillor on any agenda item: Nothing to declare. 20/21.206 To approve and sign the minutes of the meeting held on 24th September 2020: These minutes were reviewed by the members and then it was then RESOLVED that the minutes of the meeting held on 24th September 2020 be signed as a true record. 20/21.207 Public Session: Following an overview of the agenda by the Chairman, no matters were raised by those present at this time, however the public discussed agenda points throughout the meeting. 20/21.208 Reports by County and District Councillors: None present. Cllr Annie Bellows kindly shared her planning notes with us following her talk to Damerham Parish Council. Cllr Kemp thanked Cllr Partridge from Annie Bellows for his participation in the FTC Ashford Development zoom planning meeting. 20/21.209 Matters to Report: To receive an update on actions since the last meeting not appearing as agenda items, including: a) Bus Shelter – Cllr Partridge gave an update on bus shelter refurbishment and repair. A contractor has provided a quotation for the cost of the refurbishment of the bus shelter and two benches, at Elms Close and Crossroads. After discussion, the members proposed, seconded (4) and Resolved for the works to be approved. Cllr Partridge will contact the contractor. b) Remembrance Sunday – Cllr Partridge advised that the Fordingbridge Remembrance Sunday will be a limited service with invites only. Sandleheath Parish Council have a poppy wreath to be presented by Cllr Andrews. – Clerk to contact Fordingbridge Town Council. c) Bonfire Night – Common - Farmer to provide a trailer for garden rubbish that would have been placed on the bonfire. Gates open Sat 31st Oct and Sun 1st Nov 10am to 4pm. Monetary Donations to be made by villagers bringing waste. d) Website – Clerk is updating the SPC website. To provide a timesheet of excessive work hours if necessary. e) Sandle Lodge Development – Had break ins mid-October. The Developer has informed us that there have been arrests made. f) Clerk’s Laptop – Clerk advised that the SPC laptop is very slow. Cllr Kemp made the decision that the clerk can split her Damerham PC laptop between the 2 parishes for her work. The old Sandleheath PC laptop will be used as back up and SPC will review buying a new laptop when that one needs replacing. 20/21.210 Planning Applications: a) To receive and comment on applications received: Application no: 20/11162 – Sandle Manor Farm, Station Road, Sandleheath, SP6 1DT Type: Prior approval – Proposal - Formation of new road (Prior Approval) Earliest decision date: 20 November 2020 This planning application was not on the formal agenda published. Cllr Kemp had circulated details to members by email prior to the meeting. It was agreed that we would recommend refusal and prepare reasons at an extra planning meeting. b) To review decisions received from the NFDC Planning Authority: Application no: 20/10588 Site: The Old Stores, Scats Lane, Sandleheath Proposal: Use of land for the siting of one shepherd hut (for holiday purposes) hardstanding, services (water and electricity) and a sewage treatment plant. Decision by NFDC: not announced yet – Clerk to chase up NFDC Application no: 20/10972 – Sandleheath Village Hall, Main Road, Sandleheath. Description - Single-storey rear extension; Construction of above surface car park with access. Earliest decision date - 16 October 2020. Decision by NFDC: Still under discussion regarding access to new car park area. Application no: 20/11023 Site: Willow Cottage, Rockbourne Road, Sandleheath Proposal: New 4 bay garage / carport with home office above. This Application was withdrawn by Applicant c) Other planning matters: None d) Treeworks applications: Nil received e) To review decisions received from the NFDC Tree Work Decisions: Nil Received 20/21.211 The Common: To receive & consider any concerns relating to the Common a) Grass cutting update – Cllr Partridge gave an update on the current situation regarding the grass cuts – a pre winter cut has been completed on the Common. b) Sandleheath Community Association recently published and delivered a newsletter to the residents of Sandleheath regarding a meadow plan, on which feedback was requested. SPC have received no feedback from this newsletter. – Clerk to publish the newsletter on the SPC notice board to request feedback to be emailed to [email protected] Cllr Partridge commented that he has only had people tell him they would like it cut all the time. c) Tree Survey – NFDC has contacted SPC with regards to performing a tree survey on the Common, after discussion the members proposed, seconded (4) and Resolved that the clerk should contact NFDC to request how often this should be completed as SPC had an extensive tree survey on the Common completed last year. Cllr Partridge did advise that there is a turkey oak tree on the upper part of the Common which needs to be cut back, the members proposed and seconded (4) that this actioned - Cllr Partridge to contact tree surgeon. 20/21.212 Highways/Footpaths: a) To receive an update in relation to any issues relating to highways: i. Speed monitoring in village – Cllr Andrews gave an update following his discussions regarding the speed camera. There are various options available, Cllr Andrews will investigate and report back at the December Parish Council Meeting. ii. Village Gates – Cllr Andrews will contact HCC regarding the possibility of village gates. iii. 30mph signs and Slow Down Village Hall signs were discussed – Clerk to chase up iv. Alderholt Road, Sandleheath – Cllr Martin advised that Alderholt Road needs to be cleared – Verge cutting and drainage ditch clearing. – Cllr Partridge will add strimming to the lengthsman’s tasks for the 14th December 2020. v. Drainage – Cllr Andrews will contact Hampshire Highways/ HCC for possible survey on all drainage, Alderholt Road, Scats Lane and the Common. The bottom of Alderholt Road has been an ice hazard for many years and needs attention. vi. Sandle Lodge Development – Cllr Partridge has been keeping an eye on the mud being brought out onto the main road. He has reminded the Developer to clean the road. Parishioners are reminded to report any Highways concerns online via the HCC website at http://www3.hants.gov.uk/roadproblems or contact Clerk. b) To receive an update in relation to any issues relating to footpaths/cycle path: i. Bridleway Sandleheath to Damerham – Bottom of Lower Court Wood – Very boggy in places – landowner to be located and asked to address, if not Damerham and Sandleheath PC to combine forces and look at possibility of grant funding, otherwise shared financial input – Clerk to chase up landowner ii. Pavement sweeper – Clerk to chase up NFDC for possibility of having use of a pavement sweeper several times a year. Parishioners are reminded to report any concerns relating to Rights of Way issues online via the Hampshire County Council (HCC) website at https://www.hants.gov.uk/landplanningandenvironment/rightsofway/reportaproblem or contact Clerk. 20/21.213 Sandleheath Village Hall Update: The chairman of the Village Hall gave an update on present works on roof overhaul. Planning application – no decision from NFDC, new car park and entrance has had some resistance. Good news that they have raised within £10,000 of the total Fund Raising minimum requirement. 20/21.214 Parish Lengthsman Scheme: Cllr Partridge give an update on the lengthsman completed tasks from the last visit, and he will forwarding task sheet to FTC for the lengthsman’s next visit on the 14th December 2020, he also reminded councillors to contact himself or the clerk if they have any other tasks for the lengthsman. 20/21.215 To receive items of Correspondence: The Clerk advised that relevant correspondence had been forwarded to councillors via email, before the meeting. 20/21.216 Finance a) To note current balances and financial position: Deposit Account Current Account Combined Accounts £7,347.79 £19,990.98 £27,338.77 b) To authorise and sign cheques for payment: The members RESOLVED the following payments: Cheque No Payee Details TOTAL COST 100916 Sandleheath Village Hall Hall hire for SPC meetings £45.00 100917 Mandy Wilkinson - Clerk Clerks salary, expenses & poppy wreath £388.41 100918 SLCC Clerks – CiLCA Course £165.00 c) Financial Update – Cllr Kemp distributed financial updates for the current year to councillors. It was noted that we have received £10,077.79 of Section 106 (CIL) developer funds; this is restricted grant money with strict expenditure guidelines. It was agreed that we should ensure we have clear plans for the reserves we hold and not to rush into expenditure in the current climate. d) Budget – Cllr Kemp and the Clerk to start collaborating on the Budget for next year, the members proposed and seconded (4) in order to proceed and present at Decembers Parish Council Meeting. 20/21.217 Meetings of Outside Bodies: Cllr Partridge attended, via Zoom, the Fordingbridge Town Council Finance meeting. He informed the SPC that FTC meeting discussed Christmas arrangements: no Christmas light switch on ceremony and that new lights have been purchased for Fordingbridge. Free parking for two weekends in December. There were also discussions on the upgrading of the shed in Fordingbridge Recreation ground.
