CAAP Quality Policy - Designed to constantly enhance agency performance and in line with the adoption of ISO 9001:2015 Quality Management System, the CAAP Quality Policy aims to improve the quality of services and goods, enhance the attitudes and mindset of personnel, avoid uncertainties in roles and responsibilities, eradicate malicious practices, identify and correct inconsistencies in the implementation of processes, prevent erroneous outputs, apply risk-based thinking to avoid problems, and streamline inefficiencies and ineffectiveness with customer satisfaction in mind. b. Information Technology - CAAP’s Information Technology (IT) policies are designed to ensure the efficient and proper use of the Authority’s IT resources (such as Internet access, corporate e-mail accounts and office-issued equipment) in support of its mandate. In 2020, the Director General approved the following policies: • Authority Order designating Information Technology Officers in Area Centers • Memorandum Circular detailing the Authority’s Information Technology Usage Policy • Memoranda to effect the use of Traze application for contact tracing and installation of endpoint security. In addition, the Management Information Systems Division under the Corporate Planning Office successfully secured approval of the CAAP Board for the Director General to apply for the Philippine National Public Key Infrastructure Agency Certificate with the Department of Information and Communications Technology. c. Strategic Performance Management System (SPMS) – CAAP’s Performance Management Team was reconstituted in 2020 in order to improve the Authority’s implementation of the CSC-mandated system. As a way to link organizational goals and targets with the performance of employees and offices, the reconvened PMT shall harmonize CSC’s SPMS with the Performance Evaluation System mandated by the Governance Commission for GOCCs. d. One-Stop Shop (OSS) – In support of the OFW repatriation efforts of the national government, the Authority is involved with the OSS located at the NAIA Passenger Terminal Building along with the Malasakit Help Desk, PNP AVSEU, DOT, BFAR, DAR-Bureau of Animal Quarantine, Civil Aeronautics Board, DENR and PDEA. e. Ease of Doing Business/Anti-Red Tape – In compliance with Republic Act No. 1132, the Authority has issued internal memoranda requiring all offices to submit revised Citizen’s Charters for review and approval of the Deputy Director General for Administration. f. Finance Key Policy Issuances – In response to the COVID-19 pandemic, the Authority issued several policies in order to alleviate the financial impact to local stakeholders as well as to efficiently manage its limited corporate funds as a result of the significant decreases in revenues, such as: Page 1 of 33 • Implementing Guidelines on the Submission of Official Receipts and Invoices as Proof of Payment. • Implementing Guidelines for the one (1) year deferment of Landing/Take off and Parking fees for Domestic and International flights of Domestic Commercial Carriers in all CAAP – owned and operated airports from March 12, 2020 to March 12, 2021 due to Coronavirus Disease Pandemic. • Interim Disbursement Policy • Austerity measures in line with the National State of Emergency brought about by the Coronavirus Disease (Covid-19) • Implementation of Rental Holiday from March 15, 2020 - December 31, 2020. • Administrative Guidelines in implementing grant of CAAP wages, overtime, and hazard pay during Covid-19 ECQ. g. Minimum Public Health Standards – In order to mitigate the spread of COVID- 19 in its facilities, the Authority has formulated and implemented operational protocols to effectuate the health protocols and standards issued by the DOH, LGUs and relevant agencies for the prevention of the COVID-19 virus. h. Regulations – The following issuances were released in 2020 in line with the Authority’s role as the country’s Civil Aviation Authority (CAA) with the mandate to promote and ensure aviation safety: • Certification of international airports in compliance with CAAP’s commitment to ICAO DGCA Beijing Declaration to certify all international airports by 2020 • Finalization of Manual of Standards (MOS) for Aerodromes Working Documents (ICAO Annex 14, Volume 1 Amendment 4 & Vol. 2 Amendment 8) • Implementation of Air Navigation Facility Certification • CNS Certification Process • SMS Safety Risk Assessment Process for CNS • Promulgation of various NOTAMs on the COVID-19 Flight Restrictions of Different Airports • Promulgation of AIP Supplement for ATM Contingency Plan for Earthquake (Big One) within Manila FIR Page 2 of 33 II. The figures exclude statistics from Mactan-Cebu International Airport, Ninoy Aquino International Airport, Subic Airport, and Clark International Airport which are all operated by other government instrumentalities. Based on the above graphs, a decline in aircraft, passenger, and cargo movement was observed from January to April 2020. This can be attributed to depressed passenger demand as a response to the emerging disease, which was first reported in December 2020 as well as the arrival of the first COVID-19 case in the Philippines reported in January 2020. A gradual recovery can be observed towards the end of December 2020 due to the easing of community quarantines and deployment of flights catering to Medical Missions, Sweeper Flights, Overseas Filipino Workers (OFWs), Locally Stranded Individuals (LSIs) and Authorized Person Outside Residence (APORs). However, even though the resumption of flights was allowed, a number of airports/local governments opted to close their borders to visitors for health and safety purposes. Social distancing was also imposed during flights to comply with the IATF Safety and Health protocols. These factors contributed to the slow and gradual increase of aircraft, passenger, and cargo movement for the latter half of CY 2020. Decongest Ninoy Aquino International Airports (NAIA) Operations, since domestic flight can already be mounted during night time to and from NAIA and any of the newly night rated airports, effectively allowing decongestion during daytime (considered as NAIA peak hours). 2.
