The first enumeration took place in 1926,and incorporated questions relating to occupation and industry, orphanhood and infirmities. The second enumeration made in 1937 was of more limited scope and was intended to bridge the gap between the census of 1926 and the census which it was proposed to take in 1941, but which had to be abandoned owing to the outbreak of war. The census taken as at mid­ night of 8th-9th April, 1951, forms the "basis of this report and like that in 1926 question's were asked as to the occupations and industries of the population. The length of time required to process the data collected at an enumeration before it can be presented in the ultimate reports is necessarily considerable. In order to meet immediate requirements, however, two Preliminary Reports on the 1951 census were published. The first of these gave the population figures by administrative areas and towns and villages, and by Counties and County Boroughs according to religious pro­ fession. The Second Report, which was restricted to Counties and Countj^ Boroughs, gave the population by age groups. The present Volume completes the series of seven county volumes (the Belfast County Borough and Counties of Antrim, Down, Londonderry, Armagh and Tyrone volumes having been published already) and has been prepared (as were also the Preliminary Reports) in accordance with the provisions of the Census Act (Northern Ireland) 1951o The statistics now published supersede those shown in the Preliminary Reports and may be accepted as final. A General Report for the whole of Northern Ireland will be published as soon as possible. This will bring together, and in some respects show in greater detail, the information contained in the county volumes. Additional features will also be intro­ duced particularly in regard to the distribution of the people industrially by age and marital condition. Following the 1926 census a topographical index was published dealing with each type of area for which statistics were supplied in the county series. A supplement to this index was published after the 1937 census and a further supplement in respect qf the 1951 census will be prepared in due course. The acreage covered by the larger rivers and lakes is not included in the body of Tables 4 and 5 but is given in footnotes thereto. POPULATION The population comprises all persons on land or in vessels on inland waters on census night. Members of the Forces of the Crovm are also included. ADMINISTRATIVE DIVISIONS The County is divided into four county districts (one municipal borough and three rural districts) comprising 79 district electoral divisions, three of which are coterminous with the wards of the municipal borough (see table 4). Wards, in muni­ cipal boroughs or urban districts, are the units for the purpose of municipal elections. In rural districts the unit is the district electoral division. The County is also divided into 20 county electoral divisions, which are the units for the purpose of county council elections (see table 5). Owing to the abolition of the Boards of Guardians, details of the Poor Law Union and Dispensary districts are not given in this volume. These areas, however, form respectively, superintendent registrars* and registrars* districts for the registration of marriages, births and deaths, and consequently the census tabulations have been pre­ pared in a manner suitable for the extraction of data according to these areas should such be required. There are three parliamentary constituencies for elections to the Northern Ireland Parliament. For elections to the United Kingdom Parliament South Tyrone with County Fermanagh forms one constituency for which there is one Member of Parliament (see note (c) below and Table 9). The Tyrone Education Area is coterpiinous with the County. The changes made in the constitution or boundaries of administrative divisions of the County during the last intercensal period are as follows:- (a) The boundary of Enniskillen Urban District was extended (1st April, 1945 and 1st April, 1947) and made a Municipal Borough (30th May, 1949). (b) A portion of Enniskillen Rural District was transferred to Enniskillen Urban District (1st April, 1945 and 1st April, 1947). (c) Under the provisions of the Representation of the People Act, 1948 South Tyrone and Fermanagh were' created a single constituency for elections to the United Kingdom Parliament. HOUSES 1. The term "House" means (a) each structurally separate dwelling (except institutions) having distinct access to the street, common stair, or landing. (18156) (b) each institution (viz., hospital, sanitorium, nursing home, asylum, religious, welfare or charitable community, residental school, barracks or other premises under Naval, Military, Air Force, or Police discipline, prison or other place of detention), regardless of the number of buildings within its precincts. (c) each boat, caravan, tent or other movable dwelling if occupied on census night but not otherwise. 2. The term ^Trivate House^- means a dv\jelling other than an institution, hotel, boarding house, premises occupied by a caretaker, vessel, movable dwelling, barn, stable or outhouse occupied on census night. The term includes premises comprising a shop with dwelling attached, unless occupied by a caretaker. 3o The terms ^^Boarding House'^ and "Lodging House^' cover habitations described as such, and any private house containing three or more boarders or lodgers. 4. The term "Inhabited" denotes actual residence of a person or persons on census night. "Uninhabited" houses, therefore, include those temporarily vacant through the absence of the usual occupiers as well as those without tenants. Enumerators were instructed to omit from their enumeration empty houses in such an advanced state of decay that there was little likelihood that they would again be made fit for habitation, ROOMS 1. The rooms counted are the usual living rooms including bedrooms and kitchens but excluding sculleries (i.e., compartments used only for washing, cleaning, or cooking), pantries, cloakrooms, landings, closets, bathrooms, or any warehouse, office or shop rooms.
