India SITUATION REPORT NATURE OF HAZARD : Earthquake A strong earthquake of magnitude 7.4 occurred on 8th October 2005 at 8.50.38 AM (local time) with epicenter at 34.432°N, 73.537°E in Muzaffarabad Region of Pakistan. The shaking lasted for 6 minutes and caused massive destruction to houses, public buildings and communication network in Balakot, Garhi Habibullah in Maneshra, Muzaffarabad districts. Other affected areas of NWFP are Lahore, Multan, Faisalabad, Sargodha, Okara, Sialkot, and Sahiwal. The high intensity earthquake was felt in part of Afghanistan and across northern India covering states of Jammu, Kashmir, Uttaranchal, Delhi, and Punjab, Himachal Pradesh, Rajasthan, Haryana, Uttar Pradesh at 9.25 a.m. IST on 8th October 2005. The worst affected districts in Jammu and Kashmir due to impact of the high magnitude earthquake are districts of: Poonch, Baramulla , Jammu, Udhampur, Ramban Kathus, Srinagar, Budgam, Anantnag, Pulwama and Kupwara. Weather Forecast NORTH India: isolated rain thundershowers over Jammu & Kashmir, Himachal Pradesh and Uttaranchal DAMAGE DETAILS: Pakistan: In northern Pakistan government spoken person state severe 41,800 person, injured damage to buildings, and 18,000 persons confirmed dead in the worst affected areas of Muzaffarabad of North West Frontier Province (NWFP). Army and the state administration are conducting rescue and relief operations. The state and provincial administration are providing immediate resources for medical care. International assistance is being sort for relief operations. UN Disaster Assessment and Coordination (UNDAC) team and United Nations Children's Fund (UNICEF) have begun relief supplies to the affect areas. The immediate priorities highlighted by Pakistan for support from United Nations and donor community are relief response, search / rescue, and needs assessment. The UN Office for the Coordination of the Humanitarian Affairs has released an emergency cash grant of USD 100,000 for immediate relief to the quake victims. Jammu and Kashmir, India: ◊ Official reports confirm death of 319 person people (Baramulla, Uri, Poonch, Udhampur and Kupwara, Doa, Srinagar districts), including 29 army personnel, in Jammu & Kashmir and death of 1each in Gurdaspur and Batala districts, Punjab. ◊ 892 people have sustained injures due to collapse of building walls in Paraypora, Poonch, Baramulla, Srinagar and Anantnag districts and Jammu division while 7 buildings were damaged in Amristar, Hoshiarpur, Moga, and Gurdaspur in Punjab state. ◊ Preliminary assessment state damage to 1496 masonry buildings (houses, buildings) reported from Uri, Baramulla, Pulwama, Badgam Anantnag, Kupwara and Srinagar districts . ◊ Incidence of fire reported in parts of Baramulla district. Damage to Moti Mahal Fort in Poonch district and Reasi Fort in Reasi district, Uri dam in Urihave sustained damages. ◊ Collapsed buildings have been reported from Rajouri, Pulwama, Budgam, Tangdhar. The earthquake affected districts have experienced 20 after shock tremors of magnitude 5.0 to 5.5 ◊ Communication network, infrastructure facilities, essential services have been disrupted. Traffic on the National Highway 1A between Srinagar-Muzaffarpur and Boniyar, and road to Tangdhar-Bugkandar was blocked due to landslide triggered by the earthquake. Sitrep ---Earthquake Jammu and Kashmir, India 9th October 2005 India ADMINISTRATIVE MEASURES: ◊ The affected district administration are being assisted by the army , air force and local volunteers to conduct rescue/search and relief operations in Uri, Tangdhar, Baramulla and Kupwara sector, ◊ Army personnel have evacuated injured persons from Baramullah, Tangdar to Uri Field Hospital, SMHS hospital Srinagar, Bone and Joint Hospital Srinagar, Sher-e-Kashmir Institute makeshift hospitals are set up and doctors were being flown to Uri to attend to the injured. ◊ The Home Secretary Government of India has taken stock of the situation with the Chief Secretary of Jammu and Kashmir .Also the secretaries of Central ministries/departments have been requested to extend emergency support. ◊ 300 tents have been provided by the administration in Uri town. Immediate focus is on providing food and shelter, medicines and medical care, food grains and kerosene. ◊ The director of health service Kashmir division has deployed medical teams and essential medicines in Kupwara and Baramulla districts ◊ Directorate of Health services is coordinating medical relief and has deployed a medical response team of 30 membrs comprising of physicians, surgeons, anesthetists, orthopedic surgeons. Indian Red Cross Society of Jammu and Kashmir Branch is assessing the requirements for relief activities ◊ Stocks of essential medicines: IV fluids, anti-biotics, syringes, dressing materials are mobilized and flown to Srinagar from Directorate of Medical Services. ◊ The districts administration has started conducting damage assessment of the affected districts. ◊ Prime Minister of India chaired the union cabinet meeting on 8th October to monitor central assistance. For immediate relief work and assistance Rs 1 billion and ex-gratia amount of Rs 100,000 to persons dead was sanctioned. ◊ Prime Minister of India spoke to the President of Pakistan and offered all assistance in the earthquake-relief. Prime Minister’s Media Advisor stated that the Indian and Pakistani High Commissioners will be in touch with their respective governments regarding any cooperation and coordination in relief work. ◊ Senior Government officials from Government of India have visited the affected areas in Jammu and Kashmir. ◊ Government of India has not yet asked for external assistance.
