LAMPETER TOWN COUNCIL MINUTES OF THE MONTHLY MEETING OF THE 26.01.2017 AT ST PETER’S CHURCH HALL, LAMPETER AT 7.30PM Members were invited to participate in prayer before the onset of the meeting. Cllr Andrew Carter led members in prayer. 1. CHAIRPERSON’S WELCOME AND PERSONAL MATTERS The Mayor Cllr David Smith extended a warm welcome to all present. 2. PRESENT Mayor Cllr. David Smith; Deputy-Mayor Cllr Hag Harris; Cllr Rhys Bebb- Jones; Cllr Andrew Carter; Cllr Elsie Dafis; Cllr John Davies; Cllr Elin Jones; Cllr Ann Morgan; Cllr Rob Philips; Cllr Kistiah Ramaya & Cllr Christopher Thomas. 3. APOLOGIES FOR ABSENCE were received from: Cllr Selwyn Walters, Cllr Dorothy Williams and Cllr Derek Wilson. 4. DISCLOSURE OF PERSONAL & PREJUDICIAL INTEREST The following declared a personal interest during the meeting: 4.1 Minute 8.1: Planning Application: A170015: Cllr Elin Jones. 4.2 Minute 9.3.7: Request for financial assistance from the Welsh Hearts’ Charity: Mayor Cllr David Smith. 5. CONFIRMATION OF THE MINUTES OF THE MEETINGS OF THE 24th November 2016 & the 12th January 2017. These were agreed to be a correct record (Proposed by Cllr Rob Phillips and seconded by Cllr Rhys Bebb-Jones) and were signed by the Chairman. 6. MATTERS ARISING FROM PREVIOUS MEETING 6.1 War Memorial Garden re possible transfer of the War Memorial Garden from the County Council to the Town Council. Mayor, Cllr David Smith agreed to assign attention to the matter on completion of his year as Mayor. 6.2 Maes-y-Felin Play Area (Possible transfer from Tai Ceredigion to the Town Council): The Mayor Cllr David Smith and Deputy-Mayor Cllr Hag Harris had discussed the matter with Mr Llyr Edwards, Director of Tai Ceredigion, during the meeting of Monday 14th November 2016. Awaiting further information from Tai Ceredigion. 6.3 Signage (Birthplace of Rugby and home of the oldest University in Wales): Cllr Selwyn Walters is progressing the matter, following the Town Council’s meeting of the 12th January 2017. 1 6.4 Planters at the Town Entrances: Cllr Chris Thomas has assigned attention to the planter in close proximity to the Tregaron town entrance sign and stated that it is his intention to attend to the planter at the Aberaeron entrance. Cllr Ann Morgan reported that it was necessary to clean the Tregaron town entrance sign. It was RESOLVED to report the matter to Ceredigion CC. 6.5 The Fountain, Harford Square, Lampeter: Ceredigion CC enquired regarding the possible transfer of ownership and future responsibility for the fountain, to Lampeter Town Council. Ongoing members were not in favour of this move. It was RESOLVED to respond to Ceredigion CC stating that due to the imminent Town Council Election, a decision could not be made. The new Council will reconsider the situation. 6.6 Roll of Honour: has been transferred from the Lampeter Sorting Office and is currently stored in the home of the Mayor Cllr David Smith (in an outbuilding). Arrangements were in hand to transfer the Board/s to the Victoria Hall. The Vicar of St Peter’s Church, Canon Andy Herrick has been contacted to find out whether it would be possible to display the Board/s within the Church Hall. Awaiting a reply. Dimensions approximately 2m length x 1m breadth. Members considered the feasibility of the Church Hall once again; the size could possibly be adjusted to fit a wall. Cllr Bebb-Jones stated that the Victoria Hall was used more by the community when compared to the Church Hall, which was used primarily by the Church and a few other organisations. It will also be necessary to update the Roll of Honour (last updated in 2007). It was RESOLVED for the Mayor to take a photograph of the Roll of Honour, which would facilitate discussion at the next meeting. 6.7 Ambulance Response Times within the Lampeter Ward Mr Richard Lee, Director of Operations, Welsh Ambulance Services, NHS Trust is expected to attend the next meeting of the Town Council. It was RESOLVED to forward the following questions prior to the Meeting. 1. How often is Lampeter not covered by front line crew? First responders/ St John’s provide a good service but are unable to issue life-saving drugs, whereas paramedics are trained to do so. 2. Is it a regular occurrence for Lampeter front line crew to cover dinner-breaks at other locations? 3. How can the Town Council work with the Welsh Ambulance Service to help the people of Lampeter? 6.8 Town Council’s Notice Board: (cleaning and improving its general condition): Cllr Chris Thomas reported that the Perspex pane on the left hand side (when facing the board) had been damaged and arrangements will be made for its repair. Also, attention will be assigned to the woodwork. 6.9 Hosting the Third World Lunch under the auspices of St Peter’s Church, Lampeter: Friday 3rd February 2017. RESOLVED: The Mayor to contact Cllr Dorothy Williams to make further arrangements. 6.10 Future Floral Displays within the Town over the summer months: Following the site meeting of Tuesday 6th December 2016 under the 2 direction of Mr Jon Hadlow, Grounds Maintenance Manager, Ceredigion CC (Present: Mayor; Deputy-Mayor and Clerk) it was confirmed: 1. Ceredigion CC will gift the following to Lampeter TC: 2x 1.2m black planters plus tower units, 5 x1m black planters plus tower units, 20 x black hanging baskets and 46 x 70cms terracotta tubs. (73 items) 2. Ceredigion CC will deliver the tower units, hanging baskets and the tubs to a location in Lampeter (location to be agreed), once the Town Council has gained a Licence from the Ceredigion CC for the siting of such items on the public highway. 3. Estimate for the supply and maintenance of the floral displays based on 2016 costs: Labour: £2,971.35; Supply of floral displays: £3,142.20. Watering Costs (met by the Town Council during the previous 2 years) £4,200 (ex VAT). 4. Map enclosed showing the agreed location for the tubs and planters. 5. Planting plans were presently unavailable. It was RESOLVED to set up a sub-committee to organise the floral displays in Lampeter over the summer months to include Mayor Cllr David Smith (Chair); Cllr Rhys Bebb-Jones; Cllr Elin Jones and Cllr Ann Morgan. Tenders will be sought to cover the first year. Storage provision could be considered after the initial year. 6.11 Year of the Legends 2017 – Lampeter Legends Project: A meeting had been held at the Falcondale Hotel on the 1/12/2016. The Mayor Cllr David Smith , Cllr Ann Morgan and Cllr Selwyn Walters had attended the meeting. 6.12 Mayor’s Chain: Following advice from Zurich Insurance concerning the Mayor’s Chain it was RESOLVED for the Mayor to arrange to revalue the chain and the civic regalia. Moreover, it will be necessary to store the chain in a safe or strong room; the Mayor will contact UWTSD to find out whether the chain can be stored in a secure place within the campus. 6.13 T2424 Ysgol Bro Pedr, Safe Routes in Communities 2017-18 Ceredigion CC The Town Council RESOLVED to support the second phase and to make a contribution of EITHER (10% of the cost) OR (£6,200) whichever figure is least, that is a cap of £6,200. 6.14 Friends of Theatr Felinfach: staged a community production of Teilwng yw’r Oen, the Welsh equivalent to Handel’s Messiah in January 2017 consisting of three community choirs, Cardi-Gân, Meibion y Mynydd & Corisma. Cllr Ann Morgan reported that the event had been a success and thanked the Town Council for the contribution of £150. Lampeter Town Council’s name as a Sponsor had been evident within the Programme. 6.15 Nomination of Mayor of Lampeter 2017-18: Deputy-Mayor Cllr Hag Harris was unanimously nominated as Mayor for the Municipal Year 2017-18. 3 Nomination of Deputy-Mayor of Lampeter 2017-18: Cllr Ann Morgan was unanimously nominated as Deputy-Mayor for the Municipal Year 2017-18. 6.16 TOWN COUNCIL ELECTION MAY 2017: Date set as Thursday 4th May 2017. Appointed Cllrs will start their tenure on the 4th day after the election date viz the 8th May 2017. Three days’ notice is required to inform Cllrs of a meeting, therefore the first day on which the Annual General Meeting (AGM) can be held is Thursday 11th May 2017. The AGM must be held within 14 days from the 8th May 2017 (to include weekends) that is, 22 May, is the final day in which the AGM can take place. The Mayor and Deputy-Mayor will be elected at the AGM and will execute these roles from that point forward; Members, old and new, will sign the Declaration of Acceptance of Office. The monthly Town Council meeting, at the end of May will be chaired by the new Mayor. The Mayor’s Inauguration Service will also take place. 7. CORRESPONDENCE Most correspondence had been circulated electronically to Cllrs prior to the meeting. Cllr Carter asked whether electronic correspondence could be forwarded, as and when received, a view shared by Cllr Bebb Jones. 7.1 One Voice Wales: Ceredigion Area Committee: Wednesday 25th January 2017 at 7pm, Council Chamber, County Hall, Penmorfa. The Town Council had not been represented at this meeting. 7.2 Query via the Town Council’s Website: asked if a cycle path connected Lampeter to Carmarthen. To inform the enquirer that no cycle-way exists at present. 7.3 Request from Maureen Mason, 16 Maesyfelin, Lampeter for a bus- stop sign/shelter at Mount Pleasant, North Road.
