The proposed facilities and improvements include a new 345 kV/115kV substation (Station 255), the partial rebuild of existing circuit 906, 21.1 miles of new 115 kV transmission lines (circuit 940 and circuit 941), 1.9 miles of new 345 kV transmission line, and improvements at three existing substations (Station 418, Station 23, and Station 80). The partial rebuild of circuit 906 involves a 2.5-mile segment adjacent to the Rochester & Southern rail line. Circuit 940 will be 9.8 miles long and will connect new Station 255 in the town of Chili to the existing Station 418 in the town of Gates. Circuit 941 will be 11.3 miles long and will connect new Station 255 to existing Station 23 in the city of Rochester. The new 345 kV circuit will connect new Station 255 to existing Station 80 in the town of Henrietta (all distances are approximate). New protection and communication system upgrades will also be required within the existing control buildings at RGE Station 80 in the town of Henrietta, New York State Electric and Gas (NYSEG) Kintigh Substation in the town of Somerset, and New York Power Authority's (NYPA) Niagara Substation in the town of Lewiston. 2.1.1 Proposed Station 255 The new Station 255 will occupy an approximately 10-acre site adjacent and to the south of the existing New York Power Authority 345 kV right-of-way in the town of Chili. The site is approximately 2,000 feet east of Scottsville Road and 2,000 feet west and 700 feet north of the Genesee River. The new station will be offset approximately 60 feet from the southern edge of the existing NYPA 345 kV right-of-way and the 24-inch Empire Pipeline to accommodate a future 115 kV bay. This proposed site for new Station 255 is entirely active agricultural land and is outside any mapped wetland or floodplain areas. The topography is slight and will require minimal grading to provide a level development site. Rochester Gas and Electric Corporation 2-1 Exhibit 2: Location of Facility Rochester Area Reliability Project Article VII Application 2.1.2 Circuit 906 Partial Rebuild Existing 115 kV circuit 906 is located on a centerline easement that parallels the western edge of the Rochester & Southern railroad between the NYPA 345 kV right-of-way and the point at which circuit 906 turns east. The existing circuit 906 right-of-way and the west side of the Rochester & Southern railroad right-of-way are wide enough to accommodate proposed circuits 940 and 941. Accordingly, a portion of circuit 906 will be relocated to the eastern edge of the Rochester & Southern rail line corridor to vacate the existing right-of-way for circuits 940 and 941 and to minimize additional right-of-way clearance. A total of approximately 2.5 miles of circuit 906 will be rebuilt in the town of Chili. 2.1.3 Proposed 115 kV Circuit 940 Circuit 940 will connect new Station 255 to existing Station 418 in the town of Gates. From Station 255, circuit 940 will travel approximately 1.3 miles west along the northern edge of the NYPA right-of-way to the Rochester & Southern rail line. Upon reaching the Rochester & Southern rail line, circuit 940 will cross the rail line and turn in a northeasterly direction to proceed within and along the western edge of the rail line for 5.0 miles to Station 67. Within this portion, circuit 940 will use the right-of-way vacated by circuit 906 for 2.4 miles and will parallel circuits 916 and 926 for 1.4 miles. Additionally, circuit 940 will cross the CSX Railroad (West Shore Division) 1.4 miles south of Station 67. With the exception of a 1.1 mile segment immediately south of the CSX Railroad (West Shore Division), the proposed circuit 940 right-of-way parallels or makes use of existing transmission rights-of-way for its entire length. This section of circuit 940 includes overhead crossings of four roads: Brook Road, Ballantyne Road (State Highway 252), Paul Road (State Highway 252A), and Fisher Road. At Station 67, circuit 940 will turn in a northwesterly direction to proceed for 3.5 miles to existing Station 418 along the existing National Grid-RGE electric transmission corridor. Circuit 940 will be buried within the RGE portion of the right-of-way due to the number of existing and planned transmission lines. Circuit 940 will cross under, from east to west, Fisher Road, the intersection of Westside Drive (County Route 119) and Chili Avenue (New York State Route 33A), Pixley Road, Interstate 490 and the exit/entrance ramps to New York State Route 204, CSX Railroad (Main Line), Trabold Road, Coldwater Road, and Buffalo Road (York State Route Rochester Gas and Electric Corporation 2-2 Exhibit 2: Location of Facility Rochester Area Reliability Project Article VII Application 33). Within this segment, the right-of-way runs adjacent to Route 204 for approximately 1 mile and Wegmans Market Street for approximately 0.5 mile. Certain road crossings (e.g., I-490 including the CSX Railroad and State Route 204 ramps) will likely require special construction methods, such as horizontal directional drilling (HDD) and horizontal boring. Station 418 is accessible from the Rochester Technology Park driveway and is located adjacent to the north side of the existing National Grid-RGE right-of-way. Additionally, RGE is planning to install a new 115kV transmission line (circuit 939) from Station 67 to Station 418 in the year 2012. Of the entire length of circuit 940, approximately 2.4 miles are in the town of Gates and approximately 7.4 miles are in the town of Chili. 2.1.4 Proposed 115 kV Circuit 941 Circuit 941 connects new Station 255 to existing Station 23 located in downtown Rochester. From Station 255, Circuit 941 will travel 1.3 miles west along the northern edge of the NYPA right-of-way to the Rochester & Southern rail line. Upon reaching the Rochester & Southern rail line, circuit 941 will cross the rail line and turn in a northeasterly direction to follow the western edge of the rail line corridor for 2.4 miles; at which point circuit 941 will cross to the eastern edge of the Rochester & Southern rail line and continue for 5.3 miles to the CSX Railroad (Main Line). Over this section, circuit 941 will occupy the right-of-way vacated by circuit 906 for 2.4 miles and will parallel circuits 916 and 926 for 4.2 miles. Additionally, the right-of-way will cross the CSX Railroad (West Shore Division) at Genesee Junction, the Erie Canal, the Erie Canal Heritage Trail, and ten roads. From south to north, circuit 941 will cross Brook Road, Ballantyne Road (New York State Route 252), Paul Road (New York State Route 252A), Fisher Road, Beahan Road (County Road 164), Brooks Avenue (New York State Route 204), Interstate 390, Buell Road, Chili Avenue (New York State Route 33A), and West Avenue in overhead configurations. Brooks Ave (New York State Route 204) and Chili Avenue (New York State Route 33A) use rail bridges to allow the rail line to cross over the roads. Approximately 600 feet north of Beahan Road, circuit 941 will transition to an underground configuration for approximately 3,700 feet due to airport restrictions (existing circuits 916 and 926 are also located
