About the PUD General The District is a municipal corporation of the State of Washington, formed by a vote of the electorate in 1938. The District exists under and by virtue of Title 54 RCW for the purpose of engaging in the purchase, generation, transmission, distribution and sale of electric energy and water and sewer service. Klickitat County Electric System The Electric System presently consists of approximately 204 miles of transmission lines, 22 substations, 1,753 miles of distribution lines, one switching station, generating assets and other buildings, equipment, storage and related facilities. The Electric System service area encompasses approximately 1,904 square miles and extends throughout all of Klickitat County (the “County”), and small areas in the surrounding counties of Skamania, Yakima and Benton, and is located on the central southern border of the State. For the fiscal year ended December 31, 2013, the District served approximately 12,324 retail customers. The District’s generating assets currently include (a) the District’s 50% ownership share of the McNary Dam Fish-Bypass Hydroelectric Project (the “McNary Project”), which is a 10 megawatt (“MW”) turbine generator located in the fish attraction water system for the McNary Dam North Shore Fishway, and (b) the H.W. Hill Landfill Gas Project, a landfill gas generating facility with an installed capacity of 36 MW located at the Roosevelt Regional Landfill. The District also has a long term power purchase agreement for 13% of the output of the White Creek Wind Project, a 204.7 MW wind project located near the Columbia River, among other resources. The Electric System’s operations and maintenance costs and various capital renewals, replacements and additions are funded from revenues received from the sale and transmission of electricity and from providing transmission services. For the year ending December 31, 2013, the Electric System had total energy sales (retail and wholesale) of 634,673 megawatt hours (“MWh”) and operating revenue (retail and wholesale) of approximately $41,271,803. As of December 31, 2013, the District’s gross investment in its Electric System was $258,013,198 and the net investment was $172,561,578. Water and Sewer Systems Public utility districts in the State, including the District, are authorized to construct, own and operate water works and irrigation systems. The District owns and operates water and sewer systems for many unincorporated communities and rural subdivisions. In addition, the District has an operation contract for the Dallesport water and sewer system which are owned by the County. These systems are operated as separate systems from the Electric System. Landfill Gas Project White Creek Wind Project Community Klickitat PUD was formed in 1938 to provide electrical services in the county, and has grown from the original 2,800 customers to 12,158 today. Our main office is located in Goldendale with a branch office in White Salmon. Klickitat PUD provides service to several communities throughout our wide-spread county including Roosevelt, Bickleton, Alderdale, Maryhill, Dallesport, Klickitat, Lyle, Snowden, Trout Lake, Glenwood, Centerville, White Salmon, Bingen, High Prairie, Appleton, Husum, Wishram, and Goldendale. Klickitat PUD also manages water and wastewater systems in several of these smaller communities. The County Seat is located in Goldendale with a population of 3,771. Centrally located in the region, we are 70 miles south of Yakima, Washington; 35 miles north of The Dalles, Oregon; 120 miles east of Portland, Oregon; 114 miles west of the Tri-Cities, Washington; and 97 miles west of Hermiston, Oregon. Klickitat County’s population is 20,554 and spans 84 miles east to west, and 29 miles north and south at its widest point. Elevations range from 180 feet along the Columbia River to 5,000 feet at the Yakama Indian Reservation to the north. Scenery includes pine forests, fertile farmland, orchards, the Simcoe Mountain Range, Mt. Adams, Mt. Hood, and Mt. St Helens. Major streams in the area include the Columbia River, Klickitat River, White Salmon River, Little Klickitat River, the Swale, and Rock Creek. If you like the outdoors you will love Klickitat County. Klickitat PUD’s forward-thinking Board of Commissioners has been instrumental in making sure the utility remains viable for many years to come. Their first major project was to cooperatively build the McNary Fishway Hydro Project in 1997 with Northern Wasco PUD, followed by installation of the H.W. Hill Landfill Gas Project named in honor of past Commissioner Harold W. Hill who served on the Board for 30 years. The next major event taken on by the Board was the White Creek Wind Project in 2007, and most recently the expansion of the Landfill Gas Project in 2010 in order to produce additional renewable green energy from the Roosevelt Regional Landfill. Position Overview The CFO/CRO reports to the general manager with primary responsibility for the direction, control and coordination of all financial and risk management activities of the District. The position provides strategic planning and leadership of staff in the areas of financial planning, treasury, general accounting, budgeting, financial reporting, accounts receivable and payable, and insurance. The position will also provide executive leadership for the enterprise risk management program, including strategic, operational, financial, market, environmental, regulatory and compliance risks. The CFO/CRO directs activities associated with the preservation and investment of the organization’s financial assets and funds and ensures that financial transactions, policies and procedures meet all corporate objectives and regulatory requirements. This position provides quantitative and qualitative assessments of the District’s risk profile and recommends appropriate mitigation strategies. The CFO/CRO also works closely with the general manager, power manager, chief operating officer, and human resources manager on long term strategy development, wholesale and retail sales forecasting, wholesale power risk management strategies and compliance risk mitigation. This position is also responsible for developing the funding strategies required to support the District’s long-term business plan. Job Responsibilities Strategic Financial Planning Direct long- and short-range strategic planning for effective financial management of the organization. Financial Operations Provide management of accounting, treasury, cash management, tax and budgeting. Develop long-range strategy regarding revenue generation, investment portfolio management, short- and long-term debt management, asset/liability management and cash management. Facilitate district-wide business planning, budgeting and forecasting. Financial Reporting Develop and direct the reporting of the organization’s financials to internal and external constituencies. Design, implement, and initiate improvements to financial controls and accounting procedures. Ensure timely financial and statistical reports for management and the Board of Commissioners. Establish and maintain systems and controls which verify the integrity of all systems, processes and data. Financial Relations Interacts and negotiates with members of the financial community, including banks and rating agencies. Develops working relationships with auditors, underwriters, attorneys, brokers, financial advisers, other utilities, power marketers, public officials and the community at large.
