Introductions were made to the members of the public present. No questions had been received from the public in respect of the agenda. Dr John Caine thanked the 38 Degrees Group for submitting a petition and confirmed that their questions would be answered at the Annual General Meeting which followed the Governing Body meeting this afternoon. 09/16/02 Declarations of interests No declarations were made which were pertinent to the agenda. 09/16/03 Minutes of previous meeting held on 26 July 2016 The minutes of the meeting held on 26 July were approved with the following amendments made: Page 4: Integrated Business Report. Planned care – is currently under plan compared with the same period West Lancashire Clinical Commissioning Group Governing Body meeting – 27 September 2016 Page 1 of 8 last year. Unplanned care – there has been significant overperformance with Wrightington, Wigan and Leigh and Ramsay Healthcare in the first few months. Page 5: Annual public health – Securing our Health and Wellbeing In response to a question about the senior staff who remain at the council dealing with infection disease outbreaks, it was confirmed that resources are adequate with an NHS England team based in the council building and two more infection prevention nurses have been employed. Should read: …adequate with a Public Health England team… Page 6: Healthier Lancashire Terms of Reference Healthier Lancashire are setting up a Joint Committee of Clinical Commissioning Groups (JCCCGs) and CCG Governing Bodies are requested to approve the committee’s revised draft terms of reference (ToR). Should read: The CCGs are setting up a Joint Committee of Clinical Commissioning Groups (JCCCGs) to take forward the Healthier Lancashire programme and CCG Governing Bodies are requested to approve the committee’s revised draft terms of reference (ToR). The governing body: approved the previous minutes. 09/16/04 Matters arising The action sheet was updated. COMMUNICATION 09/16/05 Chair’s update The report provided members with an update on both strategic and operational issues since the last meeting. Dr John Caine highlighted key areas of interest: Urgent care - To meet the five urgent care priority areas set by NHS England, an A&E Board will be formed to oversee their delivery. West Lancashire CCG will join the North Mersey A&E Board which includes other CCGs and acute trusts. A new EMS data service sends live updates on A&E to Trust and CCG staff. Primary care development - Ernst and Young (EY) has undertaken work around primary care development within West Lancashire as part of an initiative funded by NHS England. All West Lancashire GPs and practice managers were invited to receive the findings. The four areas of focus which will be taken forward in September’s Membership meeting are: supporting general practice resilience; developing primary care at scale; exploring new models of care; and understanding options for organisational form. Dr Sir Sam Everington met with GPs to share his experience in Bromley by Bow and again separately with the Skelmersdale practices. A question was raised as to how EY are hearing the patient voice. Some of the Skelmersdale practices are interested in social prescribing and they are working with the Well Skelmersdale team. The practices should provide link workers to help patients who present at practice with non-medical reasons. It was suggested this service could West Lancashire Clinical Commissioning Group Governing Body meeting – 27 September 2016 Page 2 of 8 be rolled out beyond Skelmersdale with involvement from Healthier Lancashire. The evaluation from Skelmersdale GPs had been good and there is interest in the project. Clinical policies - As part of pan-Lancashire work on clinical policies, two focus groups have been held to discuss two clinical policies, which have also been publicised to encourage the public to have their say. The policies are: Assisted Conception Services and Cosmetic Procedures. A survey is available on the CCG website. AGM – The Annual General Meeting will take place following the Governing Body meeting and is co-hosted with West Lancashire CVS. The presentation and Q&A session will be available on the CCG website. Medicine waste – West Lancashire CCG is launching a medicines waste campaign in October 2016. Medicines waste is a national problem and the CCG medicines management team are working with the GP membership, pharmacies, the local public and more. The reduction in waste will create available funds for other crucial services. Breathless event – two drop in events were held at the Concourse in Skelmersdale last week. Present were experts who offered advice and breathing tests and West Lancashire Volunteer, Community and Faith Sector which included a number of small groups. The subject of breathlessness and its link to health conditions of lung cancer, COPD and heart disease are prominent with Public Health England and the British Lung Foundation. The governing body: Noted the content of the report 09/16/06 Chief Officer’s update The report provided members with an update on both strategic and operational issues since the last meeting. Mike Maguire highlighted key areas of interest: Sustainability and transformation plans – the CCG is a full member of the Lancashire and South Cumbria Sustainability and Transformation Plan (STP) and an associate member of the Cheshire and Mersey STP. The draft terms of reference for a joint committee of CCGs for the Lancashire and South Cumbria programme were approved at the Governing Body meeting in July. There are 44 STP areas in the country. The CCG is updating its constitution as part of the change. A full submission of plans will take place on 21 October. The plans cover joint workstreams which reflect ongong work in Lancashire and South Cumbria. The Cheshire / Mersey STP is operating to the same timescales and West Lancashire CCGs focus is on hospital care, as part of the Alliance LDP work. West Lancashire is a complex area with the A&E footprint not reflected by the current STP footprint. This is a challenge for patients to understand and information should be available to them and stakeholders. Though it is a national driver it is important to relay the message to create an understanding. The Joint CCG Committee will have decision making responsibilities, and a decision is ratified by a majority of more than 75%.
