EXECUTIVE SUMMARY The U.S. Department of Housing and Urban Development (HUD) requires the City of Fresno to have and follow a Citizen Participation Plan as a condition of receiving funds. This Plan contains the City’s policies and procedures for involving the community in: • the development of the Annual Action Plan and the multi-year Consolidated Plan; • the review of the Consolidated Annual Performance and Evaluation Report (CAPER); and • the use of Community Development Block Grant (CDBG) Program, the Home Investment Partnerships Program (HOME), and the Emergency Shelter Grant (ESG) Program funds. Included in the Citizen Participation Plan are policies and procedures for amending these documents and local programs. The Citizen Participation Plan will apply to the Section 108 loan program and other HUD programs that would require a citizen participation plan. (See Appendix A for a description of the Annual Action Plan, Consolidated Plan and CAPER and Appendix B for a description of the three programs. Appendix C contains a copy of the federal requirements for the citizen participation plan.) HUD annually provides funds to the City for these programs as established by the Housing and Community Development Act of 1974, as amended, the National Affordable Housing Act of 1990, as amended, and by the Stewart B. McKinney Homeless Assistance Act, of 1988, as amended. Each year, the City of Fresno seeks community participation to identify community development needs and how the City should distribute funds at the local level. On the next two pages, there are flow charts that describe the processes for developing the Annual Action Plan and for amending that Plan. The narrative for developing the Annual Action Plan begins on page 6 and the Amendment Process on page 16. 3 CITY PROCESSING SYSTEM/SUBMITTAL OF ANNUAL ACTION PLAN (Annual Action Plan describes how HUD CDBG/HOME/ESG funds will be used by the City) (Dec-Jan) Public Hearing for Citizens to Comment on Community Needs HUD approval of (Jan-Feb) Funding submitted Annual Application Action Plan Workshops (prior to July 1) Adopted Annual Action Plan Sent to (Jan-Mar) Funding HUD (City Program Applications due to Year begins July 1 City subject to HUD approval) (Jun) Annual Action (Feb-Apr) HCDC Plan adopted by City Public Hearings* on Council (part of City Applications Budget process) (Jun) City Council (Mar-Apr) HCDC** conducts heating on Submits Annual Action Plan Recommendations during Budget to Mayor/City Hearings Manager's Office (May 1) Mayor's Recommended Annual Action Plan released for available for 30-day public review * Hearing is in addition to other community needs meetings held throughout the year. ** HCDC- Housing and Community Development Commission (appointed by mayor) 4 ANNUAL ACTION PLAN AMENDMENT PROCESS Amendment 1.
