National Telecommunications Commission Regional Office No. V 2014Annual Performance Report 0 Looking back, 2014 proved to be another fruitful year for National Telecommunications Commission Region V (NTC Bicol) as we once again reaped the seeds we have painstakingly sown when we reached our second 100 Million mark in the sum of PhP 111,632,450.74. With a target set at PhP 82,375,191, NTC Bicol worked steadfastly to achieve this goal despite the limited MOOE budget of PhP 1.989 M, a significant decrease of 57.95% from 2013’s PhP 4.730 M allotment. Undeterred by this budgetary constraint, we were blessed to surpass the physical target set by the Commission by 35.52% and even exceeded the 2013’s outstanding income of PhP108,287,162.21 by PhP 3,345,288.53 or an increase of 3.09%. Towards the end of September 2014, NTC Bicol likewise saw the completion of the construction of the Two-Storey Radio Monitoring Building. After its blessing/inauguration held last December 6, 2014, this new structure now houses the Technical Section, Legal Section, Office of the Regional Director aside from the Monitoring Station of NTC Bicol. Aside from these remarkable feats, NTC Bicol likewise successfully accomplished the physical targets of the Commission. The following achievements are thus humbly submitted, to wit: a. FRONTLINE SERVICES. The number of licenses, permits and certificates issued last 2014 totalled to 15,208 which is 1.56% higher than the previous year’s 14, 975; radio stations inspected, validated or investigated is 4,412 higher than 2013’s 1,884 and higher than the annual target set at 3,590 or an increase of 22.90%; 95 frequency channel assignments were likewise made which is higher than the target at 60 or an increase of 58.33%. b. ADMINISTRATIVE CASES. When it comes to administrative cases, a total of 524 Show Cause Orders were issued and administrative cases filed. NTC Bicol was able to surpass the 2014 target of 90 cases as in fact, there were 321 cases disposed and it was able to collect a total of PhP 1,170,253.04 administrative fines and penalties, or an increase of 115.37%. 1 c. One-Day Mobile Licensing and RLM Seminar. In addition to the above-stated notable figures, regular activities were likewise organized by NTC Bicol with the purpose of bringing the frontline services closer to the public. For the year 2014, NTC Bicol conducted Twelve (12) One- Day Mobile Licensing activities in the different cities and strategic locations of Camarines Norte, Camarines Sur, Catanduanes, Sorsogon and Masbate. These activities were able to add PhP 1,517,421.35 to NTC’s income. In the same manner, NTC Bicol also held One Hundred Fifty-One (151) Restricted Land Mobile Radio Seminar in different locations in the Bicol Region and two (2) regular radio operators examination last April 12, 2014 in Legazpi City and December 6, 2014 in Naga City, respectively. c. CONSUMER WELFARE AND PROTECTION. NTC Bicol, thru its Consumer and Welfare and Protection Desk headed by the Legal Section, has acted on 141 complaints and/or requests for blocking of lost and/or stolen cellular phones and two (2) complaints for text scam/s. There were also Seventeen (17) complaints against telecommunication companies indorsed to the Central Office. Also, this Office likewise acted upon Ten (10) requests for tape preservations and also indorsed a complaint against a broadcaster to the Kapisanan ng mga Brodkaster ng Pilipinas. Aside from these various activities, NTC Bicol is likewise supportive of enhancing the potential of its employees through trainings and seminars such that NTC Bicol employees were allowed and thus actively participated and attended trainings and seminars, to wit: 3rd Regional Seminar & 6th Annual General Assembly of IECEP Bicol last April 11-12, 2014 at Hotel St., Ellis, Legazpi City which was participated by all the Engineers of NTC Bicol Gender and Development Seminar at Goa, Camarines Sur last May 8-10, 2014, where All NTC V Personnel attended and participated 2 Gender Audit Training Workshop last September 11-13, 2014 at the HRD Training Room, NTC Main Office In-House Seminar-Workshop on Establishing Document and Records Control at NTC C.O. Multi-Purpose Hall on September 25, 2014 In-House Seminar on Fraud Detection last November 27, 2014 at NTC Multi-Purpose Hall, Diliman, Quezon City GAD Strategic Planning Seminar Workshop at NTC Human Resource Training Room last November 24-25, 2014 PAGLAUM Training Workshop Batch 4: Rekindling Hope, Building Lives” at Ninong’s Hotel, Legazpi City on December 2-3, 2014 13th Annual Career Executive Service (CES) Conference (NUCESO General Assembly) at Waterfront Hotel and Casino last November 12-14, 2014 2014 NTC Performance Review Conference and 2015 Operational Programming Workshop last November 24-26 at NTC Diliman, Quezon City NTC Bicol is likewise an active partner of the different activities spearheaded by several agencies and departments, to wit: APEC-National Organizing Committee Conference where NTC Bicol was a member of Communications and Security Sub-Committee for Bicol Conference International Conference on Tourism and Climate Change conducted by the Department of Tourism in partnership with the World Tourism Organization (UNWTO) & Association of Southeast Asian Nation (ASEAN) last May 19-20, 2014 at the Oriental Hotel, Legazpi City Consultation Conference of the Bicol Region Tourism Committee and the Triple C Technical Working Group organized by Regional Development Council (Region V) last June 9-11 in Virac, Catanduanes; September 1-3, 2014 in Camarines Norte; and October 27-29, 2014 at Camarines, Sur. The Regional Director continues to be very active in his linkages with different government agency and private institution in the Bicol Region.
