He has worked with the World Bank, the European Commission, USAID and other bilateral donors on their development programmes in the Balkans. His area of specialisation is business environment and local economic development. Divjak also chairs the Board of Directors of Transparency International Bosnia and Herzegovina (TI BiH) and, in that capacity, analyses corruption issues in BiH and the neighbouring region. In November 2005 he was elected as a member of the Global Board of Directors of Transparency International. Since 1988 he worked in various government institutions and was active in business life as well as in the local election commission. Aleksandra Martinović (Graduated with a degree in economics from the University of Belgrade, whereupon she worked for three years in the field of economy, international economic relations and marketing. Since 2004, she has held the position of Regional Co-ordinator/Head of the Regional GAP Office – Governance Accountability Project in Banja Luka. She was author and contributor to a number of studies and publications in the area of public contracting.) Tarik Jusić (Graduated with a degree in journalism at the Faculty of Political Sciences in Sarajevo, holds a master’s degree in political sciences from the Central-European University, 4 National Integrity System Study Bosnia and Herzegovina 2007 Budapest, and a PhD from the Institute for the Media in Vienna. He works as Programme Director in the Media Centre, Sarajevo, on development and PR projects and authored a number of relevant analyses and articles on the subject.) Darko Radić (Bachelor of Laws, assistant professor at the Faculty of Law of the University of Banja Luka.) Zlatko Kulenović (RS Supreme Court Judge and former RS Ombudsperson.) Dragica Ristić (Bachelor of Laws, passed bar examination. She has taken up postgraduate studies at the Faculty of Law in Banja Luka, Economic-Legal Department, and her Master thesis has been recently approved. She worked as a judge and is currently occupying the position of Executive Director of the Economic Chamber of Republika Srpska.) Rebeka Kotlo (Assistant professor at the Faculty of Law of the “Džemal Bijedić” University in Mostar, where she graduated from in 2000 as the best student in the class; co-ordinator of the NGO “Human Rights Centre” in Mostar and independent researcher. She authored a number of publications and has an experience in projects of the Council of Europe, European Commission, FOD BiH and other organisations.) Thanks are also due to the following researchers who provided solid data that was used for several other individual pillars: Ivica Dronjić (Bachelor of Laws. He has been in diplomatic profession since 1986 and has acted as vice consul in Melbourne, Australia, Deputy Ambassador of Bosnia and Herzegovina to the United Nations in New York and held a number of other diplomatic positions. He currently serves as Minister-Advisor in the Permanent Mission of BiH to UN and OSCE in Vienna.) Predrag Ćeranić (Graduated in 1988 as philosophy and sociology teacher from the Philosophy and Sociology Department of the Faculty of Philosophy in Sarajevo. He is currently in the final year of his master studies in social-legal sciences at the Faculty of Law in Banja Luka. He held a number of responsible posts in the Ministry of interior. He has occupied the position of director of the “Constantine” detective agency in the Brčko District of BiH since 2005.) Igor Stojanović (Graduated in management from the University in Novi Sad, Serbia, and received further education in the USA and Western European countries. He has ten years’ experience of work in the NGO sector in BiH and the region. He is a cofounder of the NGO Centres of Civic Initiatives (CCI), where he serves as director for development and fundraising.) Invaluable support was also provided by the following researchers who assisted in the overall research and provided qualitative inputs for the general analysis of the country’s profiles: Leković Ljubinko (Bachelor of Laws with a long work experience in OSCE BiH and other international organisations and multinational companies, governmental agencies and NGOs. Since 2003 he has worked in TI BiH on the “Advocacy and Legal Advice Centre” project and 5 National Integrity System Study Bosnia and Herzegovina 2007 other projects. He is currently legal advisor and manager of the Civic Advocacy Partnership Programme (CAPP).) Srñan Blagovčanin (Bachelor of Laws, assumed his post in TI BiH as manager of the “Advocacy and Legal Advice Centre” programme and spokesperson in 2004. He attended an internship programme in the Ombudsmen Office of BiH and in the National Assembly of RS as part of a National Democratic Institute project.) All TI BiH staff significantly contributed in the making of NIS BiH 2007 and thanks are due. The draft findings were substantially improved following a focus group meeting, held in Hotel Bosna in Banja Luka on 27 October 2006, in which the following participants took part: Lidija Korać , member of the Central Election Commission of BiH; Boško Čeko, auditor general of the RS Public Sector Audit Office; Milan Zjajić , secretary general of the Constitutional and Legal Affairs Committee of the Parliamentary Assembly of BiH; Milan Tegeltija , prosecutor of the District Prosecutor’s Office in RS; Mladen Lončar , head of the Economic Department in the Regional Office of the High Representative in Banja Luka; Mladen Mirosavljević , freelance journalist, lecturer in Public Relations at “Banja Luka College”; Tina Radonjić, lawyer, Reiffeisen Bank Banja Luka, and member of TI BiH Board of Directors; Siniša Marčić , sociologist, project consultant in the “Spektar” agency in Banja Luka.
