MINUTES OF A MEETING OF PENNARD COMMUNITY COUNCIL HELD ON 15 JUNE 2015 AT PENNARD COMMUNITY HALL at 7.00 pm Present : Cllr Jeff Eley – Chair, Cllr Susan Rodaway, Cllr Mark Griffiths, Cllr Wes Weeks, Cllr Lynda James, Cllr Jason Thomas Clerk – Mrs Fiona Pearce Apologies for absence: Cllr Arthur Rogers, Cllr Andrew Thomas Declarations of Interest: These are noted at the individual minute points. 2015/106 Questions from the public Action There were no questions from the public. 2015/107 Minutes of Full Council held on 14 May 2015 a. It was proposed, seconded and agreed that the following amendments should be made: 2015/097 …. the minutes …. 2015/098 …..the minutes … It was proposed and seconded that with these amendments the minutes be approved as a true and correct record. There were 5 votes in favour (all who were present) and 1 abstention. b. Matters arising: SR attended the Gower Ministry Area service. The Burial Ground Risk Assessment was completed today 15 June. The skateboard ramp repairs have been done. 2015/108 Register of Interests Forms Those completed were signed by councillors and the clerk. Outstanding forms to be given to the Cllrs clerk. 2015/109 Finance and Employment Committee a. It was proposed and seconded that the minutes of the Finance and Employment Committee meeting on 2 June 2015 be approved as a true and correct record. There were 5 votes in favour (all who were present) and 1 abstention. b. Matters arising: The Clerk reported the Pavilion risk assessment cost was £10 and it was carried out today 15 June 2015. c. May closing balances – these were noted. d. June accounts for payment. It was proposed, seconded and unanimously agreed that the June accounts be approved with the following amendment: (Newsletter and Buy a Brick printing costs out of Admin not Environment). 2015/110 Field Committee a. Request from Penard Cricket Club to transfer ownership of new cricket wicket from Cricket Club to Community Council. It was proposed and seconded that this be approved once all works were complete and the completion document with guarantee was given to the council. Clerk There were 4 votes in favour and 1 abstention. Once it is in the council’s ownership it would be covered by the council’s insurance. 2015/111 Planning responses sent by Pennard Community Council to CC Swansea 2015/0916 – 17 Pennard Drive, Southgate, Swansea – Two storey side/rear extension, single storey rear extension and front porch - No objections. 2015/0830 – Land adjacent to 17 Southgate Road, Southgate, Swansea – Detached dwelling and detached garage - Councillors are concerned about an additional entrance/exit onto an already busy section of road, and also the fact that the replacement of the stonewall and 1 natural hedgerow and trees with a timber fence would have a negative visual impact on the village. 2015/0862 – 53 Pennard Road, Pennard, Swansea – Double storey rear extension, single storey side extension, front porch, side dormer window for attic conversion - Councillors are concerned about the impact on the adjoining property in terms of light and heat, and also have concerns over the fact it is a 3 storey extension. The addition of a rear second storey balcony may have implications for the privacy of neighbouring properties. 2015/0953 – 10 Beaufort Drive, Kittle, Swansea – Installation of 1.8m boundary fencing - If it is line with Planning Policy, no objections, Pennard Community Council would support the planning department decision. 2015/1012 – 31 Southgate Road, Southgate, Swansea – Rear dormer (application for Certificate of Proposed Lawful Development) - No objections. 2015/0971 – Southville, Sandy Lane, Parkmill, Swansea – Single storey rear extension – No objections. 2015/1045 – 6 Kittle Hill Lane, Kittle, Swansea – Two rear dormers –No objections. 2015/0870 – 3 Three Cliffs Drive, Southgate, Swansea – Single storey rear extension, side dormer and new parking area – No objections to extension, concern about safety with location of new exit onto the bend. 2015/1069 – (application for Certificate of proposed lawful development) - 6 West Cliff, Southgate, Swansea – Addition of pitched roof to side elevation, removal of existing rear conservatory, front rooflight and removal of existing timber cladding and replacement with render. Fenestration alterations and installation of door and patio doors to rear elevation, rear canopy and installation of doors to the side elevations. – Withdrawn. 2015/1080 – 20 East Cliff, Pennard, Swansea – Non material amendment to planning permission 2014/0823 granted 5 June 2014 to continue the masonry walls upwards to the underside of the roof level and extend the roof forward by approximately 1 metre to allow additional shelter – No comments as no plans received. 2015/112 Planning decisions received from CC Swansea 2015/0626 – Jacob’s Cottabe, Sandy Lane, Parkmill – Single storey front extension and timber cladding to existing rear extension – APPROVED subject to conditions 2015/0193 – 29 Browns Drive, Southgate – Part two storey part single storey side extension and rear extension – APPROVED subjection to conditions 2015/0858 – 100 Pennard Road, Pennard – Single storey rear extension – APPROVED subject to conditions 2015/0078 – Nirvana, Sandy Lane, Parkmill – Replacement dwelling – APPROVED subject to conditions 2015/1012 – 31 Southgate Road, Southgate – Rear dormer (application for Certificate of Proposed Lawful Development) – REFUSED (reason given) 2015/0953 – 10 Beaufort Drive, Kittle – Retention and alteration of 1.8m boundary fencing – REFUSED (reasons given) 2015/0777 – 56 Pennard Road, Pennard – Two storey, front extension, front canopy, two storey, part single storey rear extension and alteration of pitched roof to existing rear elevation – APPROVED subject to conditions 2015/113 Hall Committee a. It was proposed, seconded and agreed by all those present that the minutes of the meeting on 2 June 2015 be approved. b. Matters arising – Boiler still losing pressure. Clerk to contact plumber re pressure valve at Clerk back of boiler. 2 2015/114 Environment Committee a. It was proposed, seconded and agreed by all those present that the minutes of the meeting on 2 June 2015 be approved, 1 abstention. b. 2 minute beach clean – SR would contact National Trust for Risk Assessment form. SR 2015/115 Summer Recess It was proposed and seconded that, in line with the majority of community councils on Gower, there be no monthly Full Council meeting in August 2015. There were 4 votes in favour, 1 against and 1 abstention. 2015/116 Correspondence a. Gower Christian Youth Work requesting financial support. It was agreed unanimously to refuse the request as it is not policy of this council to give financial assistance, and also that Clerk following the cut in youth service funding by Swansea County Council last year, the Community Council itself funds 2 youth leaders for the weekly Pennard youth club. b. Gower AONB partnership – invitation to attend Annual Meeting on 29 June 2015. LJ and LJ/MG possibly MG to attend. 2015/117 LDP Planning Meeting LJ reported that PN001- Pennard Road had been included as a candidate site for the LDP despite objections of AONB, tourism, agricultural land, sewage, roads, schooling etc. It was proposed, seconded and unanimously agreed to hold a public meeting at 7pm on Friday 26 June. This would be to inform the community that CC Swansea have completed their consultation and decided to include PN001 – Pennard Road in their local development plan. The aim of the meeting is to put to the community whether they wish to take action of any form before the decision is ratified. 2015/118 Consultation on review of designated landscapes in Wales – re whether there should be one designation to cover both National Parks and AONBs Following discussion, it was proposed, seconded and unanimously approved that the following reply should be sent: PCC agree that both National Parks and AONBs should have the same Clerk rules and regulations, but they should not have one nomenclature, Wales should remain the same as England and Scotland, for economic and tourism purposes. Councillors feel that the removal of the title AONB will adversely affect the tourism industry upon which Gower depends. The fact that Gower was the first AONB is an important part of its identity.
