THE STATE STATISTICAL COMMITTEE OF THE REPUBLIC OF AZERBAIJAN WATER STATISTICS IN THE REPUBLIC OF AZERBAIJAN Rena Lazimova Head of Environment, Forestry and Fishery Section Baku, 25-27 June 2014 1 WATER RESOURCES OF AZERBAIJAN 2 WATER RESOURCES OF AZERBAIJAN Water resources of Azerbaijan consist of surface and groundwater. 3 Surface water resources are 32 billion m , in dry years their volume is reduced to 23 billion m3. Surface water resources are rivers, lakes, reservoirs, glaciers and sea water. 70% of the total water resources is formed on the territory of neighboring states. The main sources of surface water are rivers and reservoirs. The river network of the country consists of more than 8350 rivers. Despite the fact that the rivers of the Republic of Azerbaijan are included in the Caspian Sea basin, they are divided into three separate basins of water: - the basin of the Kura River - the basin of the Araz River (left tributaries) - rivers that directly flow into the Caspian Sea 80% of the country's water resources is the water basin of the Kura River (1515 km) and its tributaries. The second largest waterway of Azerbaijan is the Araz River. 3 MAIN RESERVOIRS Republic has 135 reservoirs, with the total volume 21,5 km3. Largest reservoirs: Mingachevir reservoir, volume 15,7 km3 3 Shamkir reservoir, volume 2,7 km 3 Araz reservoir, volume 1,3 km 3 Sarsang reservoir, volume 0,6 km – is under occupation 4 LEGAL BASIS OF OFFICIAL STATISTICS ACTIVITIES The Constitution of Azerbaijan, Article 94; Law on “Official Statistics” (18.02.1994, last amended on 15.11.2011); The Regulation on the SSC of the Republic of Azerbaijan. The State Statistical Committee of the Republic of Azerbaijan is the central executive authority running public policy in the field of statistics and analyzing official social, economic, demographic and ecological statistical data on the basis of unified methodology. Statistical information is collected in accordance with the Law on Statistics. 5 In Azerbaijan the uniform system of classification, which is harmonized with the relevant European classifications, was created. 1. Statistical Classification of Economic Activities - NACE rev.2; 2. Classification of Products by Activity - CPA, 2008; 3. List of Industrial Products - PRODCOM 2009; 4. Classification of Sectors of Economy; 5. Classification of Environmental Protection and Expenditures Activities - 2011; 6. Classification of Administrative Territory division and others The country has developed a system of key environmental indicators in accordance with the Guidelines for the Application of Environmental Indicators in Eastern Europe, Caucasus and Central Asia developed by United Nations Economic Commission for Europe (UNECE). 6 LAWS AND REGULATIONS ON WATER 1. The Water Code of the Republic of Azerbaijan (1997); 2. The Law on Environmental Protection (1999); 3. The Law on Amelioration and Irrigation (1996); 4. The Law on Water and Wastewater, (1999); 5. The Law on Environmental Safety (1999); 6. The Hydrometeorological Activities Act (1998) and other laws and regulations that govern the activities in this field Azerbaijan has acceded to 20 international conventions. In 2000 it acceded to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes and in 2002 to Protocol on Water and Health to the Water Convention. 7 THE CONCEPT “AZERBAIJAN 2020: LOOK INTO THE FUTURE” " (2012 ) One of the main goals of the concept is to achieve sustainable socio-economic development. The concept makes provision of implementing fundamental reforms in housing and communal services, improving access to improved water supply and sewerage systems, towns and villages will be equipped with water treatment facilities and there will be improved monitoring system in this area. Along with all this, there are practical steps to improve the legislation in the field of environmental protection in accordance with international best practices, the establishment of effective mechanisms for monitoring and control. ALL STATISTICAL INFORMATION IS AVAILABLE FOR PUBLIC www.stat.gov.az 16 ENPI-SEIS PROJECT Shared Environmental Information System (SEIS) is an initiative of the European Union, aimed to modernize and simplify the collection, sharing, access and use of data and information required for development and implementation of environmental policies. The project is implemented by the European Environment Agency (EEA) under the "European Neighborhood and Partnership Instrument" (ENPI) to strengthen the capacity of relevant agencies. Indicators: Biochemical oxygen demand, and ammonium concentration in the rivers; Nutrients in freshwater. 17 CHALLENGES Data on water supply and management have not been adequately reflected in the online resources of the agencies and organizations producing this information. Low water automation system makes it difficult to collect, process, store and analyze information on the state of water facilities, which complicates the development of evidence-based recommendations.
