TERMS OF REFERENCE TERMS OF REFERENCE: A COMPANY TO ORGANIZE THREE CRICKET MATCHES TO PROMOTE NUTRITION 1. BACKGROUND AND JUSTIFICATION: Multi-sector Nutrition Plan (MSNP) of Nepal was approved by the Council of Ministers of the Government of Nepal on June 14, 2012 with the overall aim to improve maternal and child nutrition, which will result in the reduction of maternal, infant and young child (MIYC) under nutrition, by reducing the chronic energy deficiency (body mass index (BMI) less than 18.5) and reducing the childhood stunting by one third of the 2011 level by the end of 2017. It calls for a multisector collaborative effort, led by the National Planning Commission (NPC) and executed by the sector ministries (line agencies) that are responsible for nutrition specific and nutrition sensitive interventions. Execution of MSNP in districts was planned in a phase-wise manner: the first six districts were identified for immediate intervention involving the district line agencies in the fiscal year (FY) 2013/14. In the second phase, ten more districts were added for the further MSNP programme acceleration in FY 2015/16. Similarly, in the third phase, MSNP activities were rolled out to other 12 districts in FY 2016/17 with a total of 28 districts implemented MSNP out of the 75 districts in Nepal. Now the number of local bodies implementing the MSNP is 308. In line with goal and objectives of MSNP, UNICEF signed an agreement with the European Union to implement 'Partnership for Improved Nutrition in Nepal: Poshanka Lagi Hatemalo' to improve nutrition status of women and children in Nepal. UNICEF is closely working with the National Planning Commission, Ministry of Federal Affairs and General Administration (MoFAGA), Ministry of Health and Population and other ministries to accelerate and scale-up MSNP. To create wider public awareness on importance of nutrition for all ages, specifically focusing on maternal, child and adolescent nutrition; and enhance branding and visibility of the MSNP, government, European Union and UNICEF, UNICEF Nepal is planning to engage Mr. Paras Khadka, the National Ambassador for Nutrition and Food Security, for different nutrition activities focusing on importance of nutrition for all ages, specifically focusing on maternal, child and adolescent nutrition under broader framework of the Multi-Sector Nutrition Plan (MSNP). In this activity, Paras travels to three different parts of country. Local heroes from various sectors including health, water and sanitation, education, local governance, livestock, agriculture and women and children accompany his team to showcase the multisector approach. This team plays cricket with children and visits to the families of those children. Paras also visits to schools; interacts with schoolchildren and teachers and motivates them for investment on children and adolescent. All of these activities will be filmed and later produced as a documentary. During these games audience will hold out banners and placards that have messaging on the importance of nutrition. and shout outs with slogans when there is a boundary – or a six, or when a person gets out (e.g. हाꅍयो चौका – दिमाग बढाउने मौका ; हान छ啍का तꅍि셁ती प啍का; etc). Wherever he goes Paras should start getting people, especially children, into the dietary variety club (Balanced diet for Brain Development Club). Everyone who promises to spread the message gets a button saying he is a proud member of the Balanced Diet Club! After returning from districts, Paras will play cricket with children, government officials, EU Ambassador and UNICEF Representative in Kathmandu. This fair-like event will be accompanied by additional activities like music, talent show, etc. This will be a kind of big bang event and screening of the documentary produced in the field. TERMS OF REFERENCE: A COMPANY TO ORGANIZE THREE CRICKET MATCHES Page 1 of 6 TERMS OF REFERENCE TERMS OF REFERENCE: A COMPANY TO ORGANIZE THREE CRICKET MATCHES TO PROMOTE NUTRITION UNICEF is looking for a company to organize three cricket events in three provinces of the country and document those events as per scope of work outlined below. 2. OBJECTIVE: Organize three cricket events in three provinces of the country with the presence of Mr. Paras Khadka and document those events. 3. SCOPE OF WORK: The company will provide technical and related human resources service for the completion of the above goal by completing following tasks: Objective 1: Organize three cricket matches in three provinces of the country Proposed locations are: Janakpur (Province 2), Surkhet (Karnali Province) and Kathmandu (Province 3) Key activities: • Closely work with UNICEF, Mr. Paras Khadka and UNICEF offices to identify cricket pitches for a cricket match. The players will be children living in the districts from school teams or children's teams. The format will be a 10-overs. • Travel to venue, prepare all required logistics including the advance booking of pitch, make necessary payments, buy/hire equipment such as bats, balls and other cricket gears, etc. The company is also responsible for all promotional and visibility materials such as printing of jerseys for player, at least seven hoarding boards showcasing the event and key messages, etc. The bidding company should propose a list of items in the proposal. • Ensure and arrange safety and security of the event location for safe organization of match. This includes the coordination with local police, deployment of security guards, arrangement of health and safety basics such as health workers, ambulance and other technicians. Objective 2: Document the cricket matches, produce match-specific three 60-second-long short videos and a 10-minute long compiled video documentary Key activities: • Closely work with UNICEF and Mr. Paras Khadka in the storyline and concept of multimedia documentation • Film videos as per the storyline • Edit the footages collected as per the approved video concept • Submit the first draft of the videos to the UNICEF for feedback and approval • Revise the videos as per the UNICEF feedback • Submit the final web-upload ready versions (full HD MP4 versions) of three short videos and a long video. WORKING LOCATIONS: Proposed locations are: Janakpur, Surkhet and Kathmandu (for national event) Depending on external circumstances, the location is subject to be changed to the nearest MSNP implementing districts of the above-mentioned districts. The MSNP implementing districts are: Achham, Bajura, Baitadi, Doti, Bajhang, Dadeldhura, Jumla, Mugu, Dolpa, Humla, Kalikot, Jajarkot, Rukum, Rolpa, Dailekh, Bardiya, Kapilvastu, Nawalparasi, Parsa, Bara, Rautahat, Sarlahi, Dhanusha, Mahottari, Saptari, Khotang, Udayapur and Panchthar 6. CONTRACT SUPERVISION: The entity will work closely with the cricket player, Communication Section and Nutrition Section at UNICEF Nepal. In UNICEF, the entity will work under day to day guidance from the Communication Officer (looking after EU-UNICEF Communication and Visibility) under the leadership of the Chief of Communication. 9. QUALIFICATIONS AND EXPERIENCE REQUIRED: The successful institution should possess: • At least five years of proven experience in event management. Preference will be given to the companies having experience in managing national level sports match. • Proven experience in powerful visual production. The use of updated videography technology such as sports camera, drone, etc. is the most. Two samples of relevant sports/adventure are required. • Key personnel (event coordinator and video producer) should have at least five years of experience on relevant sector. The company should submit the full list of the staff planned for this project. 10. APPLICATION AND EVALUATION PROCESS: Each proposal will be assessed first on its technical merits and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects. The Evaluation team first reviews the technical aspects of the offer, followed by review of the financial
