CANADIAN INTERNATIONAL CHARITIES BY COUNTRY OR REGION OF OPERATION AND WHY THIS INFORMATION MAY BE HELPFUL Countries – S - Z Why is it useful to have a list of Canadian charities organized by countries or regions in which they operate? 1. If you are interested in a particular country, then it is interesting to note which Canadian charities operate there. 2. If you are interested in supporting a particular country’s development efforts, then you have a list of some of the charities operating there. 3. If an individual, organization or charity is interested in conducting a project in a particular country, then they may wish to partner with one of the charities on the ground. People interested in setting up charities approach me frequently, and I usually try to dissuade them. Instead, I encourage them to work with an established charity that has a similar interest. 4. If you are a Canadian charity this list can help you. If you are considering a project in a new country, then you can speak to some of the Canadian charities already operating there. 5. Also, if a foundation, as opposed to an operating charity, has a particular interest in a country they may be a potential source of funds for a charity. 6. Need for greater coordination between charities (greater efficiency), and for donors’ expectations that organizations will work together and not compete for the sake of competition. This information may be useful to encourage cooperation. Limitations and Caveats This information regarding countries in which Canadian charities are conducting projects comes from the 2006 T3010 Registered Charity Information Return and specifically Q. C5: “For programs the charity managed directly, outside of Canada, list the countries or regions where programs were carried on. Do not include countries or regions where programs were managed by a qualified donee.” There are a number of problems in dealing with the information from the T3010A. 1) It is based on the 2006 T3010 information filings. So, it is not up-to-date. 2) Although an important legal document, the T3010 is often filled out by volunteers or others who have little understanding of the nuances of the Income Tax Act, who may have limited language skills, and who may not have easy access to the correct information and are often in a hurry to file the form to avoid deregistration. 3) In question C5, dealing with the list of countries or regions where - 2 - programs were carried out, the form provides only ten boxes. Clearly, some charities conduct operations in more than 10 countries or regions. 4) The fact that a charity is allowed to list regions, in addition to or instead of specific countries, will always undercut the accuracy of the statistics on countries. 5) If one carefully reads the list of regions and countries, one will find that there are all sorts of inaccuracies either on the T3010 that was filed or on CRA’s inputting of the information. These include: • cities named instead of countries; • countries spelled incorrectly; • former names of countries used such as Czechoslovakia; • lack of uniformity in country description (DRC, DROC, The Democratic Republic of Congo, the DRC, etc.); • the field being used for a relevant or irrelevant memo like a particular denominations missionary was supported without reference to a country; • some charities listed the same region or country; • some listed “world” or “worldwide” or “various” which does not really add to our understanding; • there were a few “unknown” or “unknown countries”; • there were a few in which not applicable or N/A or S/O was listed; and • there were references to Canadian cities such as Montreal, or Canadian provinces such as Ontario – clearly not outside of Canada. 6) The list that CRA provided to me contained some entries in French and some in English. I have translated the French countries - 3 - and regions into English in order to better amalgamate the information. Other resources: Another very useful resource is a world map provided by the Canadian Council for International Cooperation (CCIC) with the names of each of their members who are operating in different countries. Unfortunately, CCIC has only about 100 members, so many international development charities are not included in that map.
